Estrella del Paso, formerly Diocesan Migrant & Refugee Services, Inc. (DMRS), has multiple openings for Managing Attorneys in our Unaccompanied Minors Program (UMP). Estrella del Paso is the largest provider of comprehensive immigration legal services in West Texas. We provide high quality, free legal services to individuals residing within Estrella del Paso’s service area, which includes numerous counties in West Texas and the state of New Mexico. Estrella del Paso provides legal representation to individuals before all of the local immigration agencies, including the Executive Office for Immigration Review (EOIR - Immigration Courts), United States Citizenship and Immigration Services (USCIS), the Department of Homeland Security (DHS), Office of Field Operations (OFO - formerly Customs), Customs and Border Protection (CBP - Border Patrol), Immigration and Customs Enforcement (ICE), etc. Estrella del Paso also advocates on behalf of all migrants and provides Know Your Rights presentations throughout the community. On average, Estrella del Paso serves 30,000 individuals every year and has served well over 500,000 individuals since its inception in 1986.
The UMP department at Estrella del Paso provides services to unaccompanied children detained by the Office of Refugee Resettlement (ORR) in area shelters. The children who are detained have a right to a number of things including having their basic needs met, being released to a family member or family friend, medical care, etc., which are provided by ORR. Estrella del Paso provides legal information and representation to the children by ensuring every child receives a Know Your Rights presentation and a one-on-one legal screening meeting with one of our team members. Know Your Rights and legal screenings are provided by General Clerks within the unit whose work is supervised by the unit's Managing Attorneys and Managing Accredited Representatives.
Responsibilities include:
- Review all materials and legal updates related to unaccompanied immigrant minors;
- Participate in regular staff meetings with the rest of the team to discuss cases and program developments;
- Participate in meetings and calls with stakeholders;
- Prepare for and participate in site visits and conference calls with the Vera Institute of Justice;
- Respond to Acacia Center for Justice emails and reports;
- Provide KYRs, screenings, and follow-up services to minors in federal custody at the ORR facilities within the El Paso, Texas Immigration Court jurisdiction; and
- Comply with contractual requirements of the grant, including completing referrals as required.
Qualifications:
- Minimum one year experience working in a professional atmosphere;
- Experience in immigration law preferred;
- Proficiency in Microsoft Word, Excel, PowerPoint, and Outlook;
- Fluency in English and Spanish;
- Excellent oral and written communication skills;
- Demonstrated commitment to public service, particularly to children's issues and/or immigration; and
- Must have a valid Texas Driver License, Current Automobile Insurance, and a vehicle able to fit at least 4 people
