SUMMARY
The Human Resources Analyst will support the Defense Health Agency's (DHA) requirement for a strengthened and robust full-service Military Personnel Support Division (MPSD), equipped to provide the full array of Human Resources (HR) support services across multiple functional disciplines and programs. Specifically, this position advises on and performs all facets of Army HR responsibilities.
ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Prepare personnel accounting and strength management reports.
  • Prepare and review personnel casualty documents.
  • Monitor appointment of line of duty, survivor assistance, and summary court officers.
  • Processes line of duty investigations.
  • Prepare letters of sympathy to next of kin.
  • Prepare and process recommendations for awards and decorations and arrange for awards ceremony.
  • Prepare, update, and coordinate requests for evaluations, to include responding to evaluation inquiries.
  • Prepare and monitor requests for promotions and arrange for promotion ceremony, to include promotion declinations, reconsideration for promotions, and arrange for reduction and removal boards for Soldiers on local promotion standing lists.
  • Process centralized and decentralized promotions and reduction actions.
  • Prepare and monitor requests for reductions, transfers, and discharges.
  • Prepare and monitor leaves, passes, line of duty determination, Military Personnel (MILPER) data and information management, orders for temporary duty and travel, personnel processing, training and reassignment, military and special pay programs, personnel accounting and strength management, transition processing, training Soldier support file, and agency administration.
  • Evaluate personnel qualifications for special assignment. Prepares and processes requests for transfer or reassignment.
  • Process classification and reclassification actions. Prepare orders and request for orders.
  • Prepare and maintain officer and enlisted personnel records including transfer of records, processing of personnel for separation and retirement, processing of bars to reenlistment, suspension of favorable personnel actions.
  • Assist with Army HR programs for the MPSD such as: Army Enlisted and Officers promotions, Enlisted and Officers evaluations, in/out-processing; updating records; records management; and Army HR Information Systems.
  • Promote the establishment and achievement of Army personnel management objectives throughout the DHA and assists in implementing Department of Defense (DoD) and applicable Army policies.
  • Provide staff level support services to various levels within the DHA.
  • Advise the Chief, MPSD leadership on Army personnel issues; prepare division-level briefs; ensure the Agency's Human Resources personnel database is updated; monitor relevant Army messages.
  • Recognize problem areas, coordinate with team to implement solutions to routine issues, and provide on-site assistance and recommendations in the areas of program compliance.
  • Provide advice to the MPSD Army Team Lead and/or Chief, MPSD on manpower management functions for Army positions on Activity Manpower Document (AMD) to include analysis of military position structures and determination of proper grades and Army Enlisted Classification and Officer Designators.
  • Maintain familiarity with career patterns and military specialties to ensure Directorates and Special Staff are authorized the proper personnel for mission accomplishment.
  • Make recommendations to the MPSD Army Team Lead and/or Chief, MPSD in regards to the impact on authorization concerning reorganization, or change in qualification requirements for Army personnel.
  • Serve as the HR team member on special projects or comprehensive studies to identify and examine problems or operating issues that may impact our Army personnel within the DHA.
  • Other duties as assigned.

EDUCATION and/or EXPERIENCE
  • Bachelor's degree or at least seven years of relevant experience in lieu of degree required.
  • 5-10 years of Army Human Resources experience required.

KNOWLEDGE, SKILLS AND ABILITIES
  • Proficiency in Microsoft Office Suite required.
  • Proficiency in Army personnel management systems and databases required.
  • Ability to work under a federal contract supporting a DoD client, especially in the handling of sensitive but unclassified client information required.
  • Familiarity with the Military Health System (MHS) and DHA desired.
  • Must be able to obtain a Secret Clearance.
  • Must be able to pass a drug screen and background check.

WORK ENVIRONMENT
  • Hybrid-Climate-controlled office and tele-work.
