OVERVIEW
The Shasta-Tehama-Trinity Joint Community College District (Shasta College) sits at the northern end of the Sacramento Valley, surrounded by mountains to the north, east, and west. The area provides a wide array of outdoor amenities and activities with miles of hiking and biking trails, national parks, two lakes, and the Sacramento River. The main campus is located in the city of Redding, population 90,000. The area is characterized by excellent schools with high graduation rates, low traffic, and low housing prices (Zillow average $393,000 vs. California state average of $770,000).

DESCRIPTION OF BASIC FUNCTIONS AND RESPONSIBILITIES
Under the direction of the assigned administrator, the Payroll Coordinator will lead, coordinate, and perform activities of the District’s payroll department. The Payroll Coordinator will also perform complex technical work involving the management and preparation of District payrolls, retirement reports, other regulatory procedures, and reconciliation of payroll accruals; as well as independently perform District-wide payroll related duties, including maintenance and control of processes.

SUPERVISOR: Director of Payroll Operations or designee

CLASSIFICATION: Range C24 on the current Administrative/Confidential Salary Schedule, 40 hours per week, 12 months per year. Work assignment hours are 8:00 a.m. - 5:00 p.m., Monday through Friday.

  • Typical Duties, Knowledge and Ability

    Essential Functions:

    • Provide technical assistance and analysis of payroll related issues.
    • Administer complex automated payrolls for various cycles (monthly payrolls, retroactive payrolls, adjustment payrolls, etc.).
    • Understand the effect of various processes of the system and the proper methods of effectively entering transactions; understand the steps required to effectively process a payroll.
    • Analyze District procedures to ensure compliance with District collective bargaining agreements, board policies and regulations, Education Code provision, and other applicable State and Federal regulations; assist in the review and implementation of new laws and regulations related to payroll.
    • Review and apply rules and regulations for retirement reporting to the California Public Employees’ Retirement System (CalPERS) and the California State Teachers’ Retirement System (CalSTRS).
    • Independently perform professional payroll accounting duties in the overall establishment, maintenance, and control of payroll functions of the District.
    • Analyze effect of payroll transactions on the general ledger.
    • Reconcile and prepare correcting journals to properly post payroll detail to the general ledger.
    • Plan, organize, and coordinate payroll activities with colleges and other operational units, coordinating critical payroll deadlines.
    • Recommend and assist with implementation of improved internal controls and processes for payroll production to enhance operations.
    • Assist in the improvement of processes and procedures in the management information system.
    • Assist in the establishment of departmental procedures and District wide payroll processes.
    • Prepare, present and assist in the development of management information reports.
    • Prepare and analyze internal/external payroll-related reports and correspondence.
    • Assist in the development of training programs and conduct or participate in training programs for college and District staff on payroll operating procedures.
    • Serve as a lead for other payroll staff by providing guidance and assistance in problem resolution.
    • Provide information and documents for the collective bargaining process.
    • Participate in contract negotiations and assist in implementation of collective bargaining agreements.
    • Perform related duties as assigned.
    Knowledge of:
  • Complex automated payroll systems.
  • General and governmental accounting and budget principles.
  • Methods and practices of financial and statistical recordkeeping using computerized systems and application related to financial recordkeeping.
  • Applicable federal, state, and local laws policies, and regulations, and office processes and procedures.
  • Modern office practices, procedures and equipment; administrative and clerical procedures and systems, such as filing and recordkeeping techniques in a complex business environment.
  • Effective customer services skills.
  • Principles and practice of effective communication.
  • Ability to train others to perform specific tasks their operations, and interrelationships, including arithmetic at the level required to effectively perform the duties of the position.
  • Ability to:
    • Operate a variety of office equipment such as a computer, calculator, copy machine, and scanning devices.
    • Interpret and apply applicable federal, state, and local laws, policies and regulations.
    • Manage numerous assignments with close attention to detail, schedules, and deadlines simultaneously.
    • Communicate effectively, orally and in writing.
    • Read, write and perform mathematical calculations at the level required for successful job performance.
    • Handle personal and private information with discretion.
    • Effectively learn and operate equipment and software related to the duties of the position.
    • Work successfully with diverse populations.
    Experience/Education

    Education Required:

    • Associate Degree or equivalent training and education.
    Experience Required:
    • Three years of increasingly responsible experience in payroll.
    Experience Preferred:
    • Four years of increasingly responsible experience in payroll, including two years of experience in a supervisory or lead capacity, preferably in public education.
    • Demonstrated sensitivity to, and understanding of, the diverse academic, socioeconomic, cultural, and ethnic backgrounds of staff and students, as well as staff members and students with physical and/or learning disabilities.
