About the Position
The Illinois State Police (ISP) Forensic Sciences Command (FSC) is seeking a motivated individual to fill a Forensic Science Administrator I position. Currently, there are five FORENSIC SCIENCE laboratories that conduct DNA analysis in the system. This position will provide TECHNICAL LEADERship to the assigned DNA laboratories. In addition, this individual will assist with the establishment and implementation of policies and procedures to ensure the highest quality of DNA work is conducted throughout the FSC. The ideal candidate will demonstrate a strong understanding of DNA technologies, the FBI Quality Assurance standards, and possess strong critical thinking skills. This position will work cooperatively with various FORENSIC SCIENCE laboratory staff throughout the state.

Job Responsibilities
40% 1. As a group supervisor, supervises subordinate Forensic Scientists and monitors and reviews the work activities in one of the specialty areas (e.g., Drug Chemistry Section, Latent Print Section); ensures that services are provided in a timely manner to all user agencies and the courts by assigning cases and monitoring backlogs and making appropriate adjustments as needed.
  • Serves as the Acting Deoxyribonucleic acid (DNA) Technical Leader in the absences of the permanent Technical Leader.
  • Assists in the establishment of policies and procedures for DNA analysis.
  • Assists in the implementation of policy changes by directing DNA analysts.
  • Has the authority to provide guidance on routine technical questions.
  • Provides guidance on minor technical procedural exceptions.
  • Trouble shoots analytical issues.

20% 2. Serves as a full-line supervisor.
  • Assigns and reviews work.
  • Provides guidance and training to assigned staff.
  • Counsels staff regarding work performance.
  • Reassigns staff to meet day to day operating needs.
  • Establishes annual goals and objectives.
  • Approves time off.
  • Adjusts first level grievances.
  • Effectively recommends and imposes discipline, up to and including discharge.
  • Prepares and signs performance evaluations.

15% 3. Prepares reports on special projects and examinations conducted at a laboratory, compiles and provides statistical data concerning overall subordinate activity including casework, court appearances, meetings, lectures, training, travel and vehicle usage activities.
  • Leads projects as assigned by the Program Manager.
  • Provides recommendations on the adoption of new policies, procedures, or technologies.
  • Reviews studies and research as assigned by the Program Manager.
  • Monitors the quality of DNA work within the assigned labs.
  • Works with the DNA Quality Review Coordinator and others to ensure casework is reviewed for all DNA analysts.
  • Provides direction and reviews all necessary quality control checks for the assigned labs.
  • Recommends updates to software, instrumentation, and equipment in DNA, as needed, to the Program Manager for Command consideration.
  • Maintains DNA proficiency.
  • Assists in ensuring labs are in compliance with the FBI Quality Assurance Standards (QAS) for DNA analysis.

15% 4. Attends professional meetings and seminars in management, FORENSIC SCIENCE, and/or reviews that will help improve the service and operations of the crime laboratory; evaluates and disseminates useful information to the staff and user agencies.
  • Evaluates assigned labs through site assessments and provides feedback to the DNA Technical Leader.
  • Assists assigned labs in the preparation for accreditation assessment and other external audits to include the FBI QAS audit for DNA analysis.
  • Provides remediation responses to audit findings for review.
  • Engages in ongoing learning of scientific information.
  • Attends and participates in regional and national scientific conferences and seminars for the purpose of exchanging scientific information.
  • Keeps abreast of new methods and technological advancements in DNA and continuing education opportunities.

5% 5. Performs in-depth case file reviews, participates in major case reviews, observes testimony of subordinates, and provides administrative assistance to sectional personnel. Acts as a liaison between section personnel and user agencies as necessary; performs advanced casework as necessary.
  • Assists in responding to court requests, legal responses, and the review of court testimony of DNA analysts.

5% 6. Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
1. Requires a bachelor's degree in a natural or FORENSIC SCIENCE, preferably supplemented by a master's degree in one of the biological, natural, physical, or FORENSIC SCIENCEs, or related disciplines.
2. Requires two years of professional FORENSIC SCIENCE work experience such as would be gained at the advanced caseworker level.
Preferred Qualifications
1. Prefers a master's degree in a biological, natural, physical or FORENSIC SCIENCEs or related disciplines.
2. Prefers at least five years of experience that would be gained at the advanced caseworker level in laboratory techniques and analytical methods utilized in the DNA FORENSIC SCIENCE discipline area.
3. Prefers experience in successfully completing DNA external proficiency tests at least in the last two years.
4. Prefers at least one college course and/or training in statistics and/or population genetics as it applies to forensic DNA analysis.
5. Prefers at least two years of work experience applying State, Federal and local criminal laws and regulations as they relate to the forensic examination and chain-of-custody of forensic evidence.
6. Prefers one year of work experience in developing, implementing, and enforcing policies, procedures and quality standards for a FORENSIC SCIENCE laboratory.
7. Prefers one year of experience in performing or supervising scientific research efforts and the development of new procedures as it relates to the field of FORENSIC SCIENCE.

3. Successful completion of a polygraph examination
4. Ability to maintain credibility in providing courtroom testimony

5. Ability to travel on an as-needed basis
6. Ability to maintain proficiency in FORENSIC SCIENCE casework on an as-needed basis
