The City of Coronado is seeking highly motivated and community-oriented individuals who desire a career in the fire service serving the City of Coronado and will uphold the department's mission statement. The eligibility list established from this recruitment will be used to fill any vacancies that may occur within the immediate future.
The Position
Firefighter/Paramedics are responsible for performing a variety of duties involved in responding to fire and other emergency calls for the protection of life, property, and environment; to render medical aid and lifesaving assistance; to participate in fire prevention, public education, disaster preparedness, and training activities; to maintain and operate a variety of firefighting, emergency medical, and fire station equipment; and to perform a variety of related duties in a safe, efficient, and professional manner.

Minimum Requirements
Position Requirements:
  • Equivalent to a high school diploma. One (1) year of part-time or volunteer department experience or six (6) months of full-time employment with a municipal fire department is highly desirable.

This position requires the following training certificates and licenses:
  • A valid Emergency Medical Technician-Paramedic (EMT-P) license with the State of California by the time of offer
  • A current EMT-P accreditation with the County of San Diego EMS is to be obtained prior to the appointment.
  • A valid Class C California Driver's License with a safe driving record

The City of Coronado is using the Firefighter Candidate Testing Center (FCTC) statewide eligibility list as part of the qualification requirements. Candidates who wish to be considered must meet the minimum qualifications of the position in addition to the following requirements related to the FCTC process:
  • Applicants must be on the FCTC statewide eligibility list as of the closing date of this posting on January 7, 2024.
  • A minimum score of 70% on the FCTC written exam within the last year is required to be considered. Your written test date must be between January 7, 2023 - January 7, 2024.
  • Applicants must have passed the Candidate Physical Ability Test (CPAT) within a five (5) month testing period, which would be no earlier than August 7, 2023, and no later than January 7, 2024.

Examination & Selection Process
Application Review:
A completed City of Coronado employment application, resume, and certifications must be received by the Human Resources Division by 11:59 PM PST on January 7, 2024.
Applications will be evaluated based on relevant education, training, and experience. The Firefighter Candidate Testing Center (FCTC) will provide support to ensure that applicants are active on their statewide eligibility list, and have completed the Written test between January 7, 2023 - January 7, 2024, and completed, or will complete, the Candidate Physical Ability Test (CPAT) within the designated five (5) month testing period (August 7, 2023 - January 7, 2024).
Examination Process:
Highly rated applicants will be invited to participate in the examination process designed to evaluate the applicant's skills, knowledge, and abilities related to the position. Examination components will include a Patient Assessment and Paramedic Skills Testing (Pass/Fail). Candidates who successfully pass the skills test will be invited to participate in an oral panel interview (Pass/Fail).
Department Interviews:
The top candidates will be invited to a final interview with the City of Coronado Fire Chief.
Candidate Selection:
The selected candidate will be issued a conditional offer, subject to the successful completion of a thorough Safety background check conducted by a licensed background investigator, a psychological evaluation, a drug screen, and a medical evaluation.
Additional Information:
All candidates who successfully obtain a 70% or above in each phase of the exam process will be considered as passing the exam process and be placed on an eligibility list for a period of at least six (6) months. Individuals with disabilities who require reasonable accommodation to participate in any portion of the examination process may voluntarily request accommodation from the City, five (5) working days before the requested accommodation.
Documentation of the need for the accommodation may be required upon receipt of the request. The City of Coronado participates in E-Verify, all new employees are required to submit verification of legal right to work in the United States. The City of Coronado is an equal opportunity employer (EOE).
Benefits described below assume full-time (2912 hours per year) status. Benefits for positions considered less than full-time are prorated based upon hours and may differ from those described below.
Vacation
Coronado Firefighters' Association (CFA) employees accrue vacation leave on a biweekly basis as follows:
  • Upon completion of first year: 138 hours
  • 1-5 years of service: 138 hours per a year
  • 6-15 Years of Service: 192 hours per a year
  • 16+ Years of Service: 216 hours per a year
Sick Leave
Employees earn 11.17 hours of sick leave for each calendar month worked (134.04 hours per year).
Retirement
Enrollment in the California Public Employees' Retirement System (CalPERS) as follows:
PEPRA Members: 2.7% at 57
Participants enrolled in the CalPERS Retirement Plan after January 1, 2013 are considered PEPRA members. The retirement benefit is based on age at retirement, years of service and the highest consecutive 36-month compensation period. Employees currently pay 13% (pre-tax) toward the retirement contribution, which for PEPRA members, is determined by CalPERS each fiscal year based upon the actuarial report.
Classic Members: 3% at 50
Participants enrolled in the CalPERS Retirement Plan prior to January 1, 2013 with no break in service or a break in service of less than 6 months are considered Classic Members. The retirement benefit is based on age at retirement, years of service and the single highest year of compensation. Employees pay 10.5% (pre-tax) toward the retirement benefit.
Deferred Compensation
Employees are eligible to join the MissionSquare 457, Traditional IRA or Roth IRA deferred compensation plans. These plans allow employees to set aside pre-tax and post-tax wages for retirement.
Retirement Health Savings Account (RHSA)
CFA Employees are required to participate in the RHSA plan. The biweekly deduction is as follows:
  • 3.0% (Ages 19-30)
  • 4.0% (Ages 31-40)
  • 5.0% (Ages 41-50)
  • 6.0% (Ages 51+)

Additional Benefits
Cafeteria Benefit Plan
The City provides a Cafeteria Benefit Plan with a monthly allotment of $2,030 that can be used to help cover the cost of medical, dental, vision, supplemental life insurance, and ancillary benefits. The City participates in the CalPERS Group Health Benefits, which offers several options including HMO and PPO plans. Any remaining balance from the Cafeteria Benefit Plan is allocated into a health reimbursement account (HRA) for reimbursement of eligible health care expenses and/or a dependent care flexible spending account (FSA-DC) for eligible dependent care expenses.
Holidays
Employees in CFA who are assigned to and work on a twenty-four (24) hour shift basis shall receive a holiday premium of ½ their regular rate of pay for all hours worked on a holiday. In addition, CFA members receive 11.25 hours credit on July 1 each year in recognition of Caesar Chavez' Birthday. To accrue this time, an employee must be employed by the City on July 1 of the fiscal year.
Life Insurance
The City provides group term life and Accidental Death & Dismemberment insurance in an amount equal to $50,000 or one times base annual salary, whichever is greater. Employees may purchase up to $500,000 of additional employee term life insurance. Coverage over $150,000 is subject to approval by the insurance provider. Employees may also elect supplemental life insurance coverage for their spouse/registered domestic partner and child(ren).
Employee Assistance Program
The City provides an Employee Assistance Program (EAP). The EAP provides confidential evaluation and up to 6 free counseling visits for employees, family members, and anyone residing in the home of an employee.
Uniform Allowance
Newly hired MEMBERS, not including temporary employees, shall receive a one-time $1,300.00 store credit to make an initial clothing purchase. Employees are provided an annual uniform allowance of $1,225.00 per fiscal year, payable in August.
$2,000 Tuition Reimbursement
Each fiscal year $2,000 is available for reimbursement for costs such as tuition, fees, books, and other required materials for approved courses leading to a college degree, non-graded classes or short-term seminars. Reimbursement is made upon written verification of satisfactory completion of coursework. All expenses in excess of $1,000 will roll over to subsequent years and will be reimbursed up to $2,000 per fiscal year so long as the employee remains employed with the City.
Educational Incentive
CFA members who complete the degree requirements from an accredited secondary institution shall receive the following educational incentives:
  • Associates Degree: $80 per month
  • Bachelor of Arts or Bachelor of Science degree: $160 per month
  • Incentive is not cumulative
Paramedic Assignment Differential
Captains who maintain a paramedic license (Captain Paramedics) will receive a Paramedic Assignment Differential equal to a flat amount per pay period of $80.00.
Paramedic Recertification
CFA members will be compensated $412.50 annually to recertify their paramedic licenses.
Up to 8% Rescue Merit Pay
Effective Fiscal Year 2021-2022, CFA members who have successfully completed a minimum of minimum of 4 of the 13 following courses as agreed upon with Fire Management, from the courses provided by the State Fire Marshall (SFM) will receive incentive pay of 5% of the employee's regular rate of pay. CFA members who complete a total 6 of the 13 courses will receive an additional 3% for a total of 8%. Note: Open Water Rescuer will only count toward a credited class if it is not provided by the department. Approved courses are listed below:

2-SFM - Rescue Systems 1
3-SFM - Rescue Systems 2
4-SFM - Rescue Systems 3
5-SFM - Rope Rescue Technician
6-SFM - Trench Rescue Technician
7-SFM - Vehicle Extrication
8-SFM - Open Water Rescuer
9-SFM - Rapid Intervention Crew Operations (min 24 hours)
10-SFM - Rescue Boat Operations (min 24 hours)
11-SFM - Aerial Apparatus Operations (min 40 hours)
Bilingual Pay
Bilingual pay will be provided to CFA members that are required to use bilingual skills to meet the needs of the public. Bilingual skills must be used in the course of work and approved by the appointing authority. In order to receive bilingual pay, employees must successfully pass a bilingual fluency examination. Once designated, eligible employees shall receive fifty cents ($0.50) per hour worked.
