Peer Review Guidelines
What is peer review and why is it important?
Peer review is the evaluation of an independent Author-generated module
(course + exam) by one or more people of similar competence to the
Author. CE Solutions is very committed to maintaining self-regulation and upholding quality standards for the modules that are published in our course library. Certain learning objectives are a basic part of each module, thus entitling the student to earn Continuing Education Units.
The CE Solutions peer review method is “double-blind”; we do not inform the Author or the Peer Reviewers of each other’s identity. This ensures a fair and equal review of the module. Typically, CE Solutions obtains two peer reviews per module. Both of these reviews are studied and combined by the Project Manager and re-submitted to the Author with one set of recommendations. Each Peer Reviewer will be given a unique ID number to be used for identification purposes.
What are we looking for in a peer review?
● The main goal of the peer reviewer is to evaluate the module from a technical, medical, and grammatical standpoint.

● Identify subtopics listed simple to complex.
● 1 objective per subtopic.
● Meets current National EMS standards and evidence-based medicine.
● Begin with a verb that describes an observable action.
● No words used like “understand”, “know”, “appreciate”, and “learn”.
● Used words like “list”, “describe”, and “explain”.
● 3 references at minimum to support each objective. (They do not all have to be different references).
Content -Verify
● Written content must meet minimum word requirement for goal
CEH (continuing education hour).
● Procedural explanations must be clarified correctly and understandable.
● Procedures/details in the module based on the most up-to-date acceptable practices
● If content is 2 or more CEH (continuing education hours) it needs to be broken up into “volumes”.
● Content should start simple and work through to complex.
● Videos are Engaging/ Creative.
● <50% Powerpoint.
● No grammar/spelling errors.

● No commercial interests.
● No redundancy, omission, or discrepancy of facts.
● Medications: Use generic names of drugs only if necessary. Must list brand names (including the manufacturer's name, city, and state) in parentheses.
Please include the International Nonproprietary Name (INN).
● Medication and dosages used in the course are the correct dosage for the condition and the patient. (This may vary from local protocol, but is set to the national standard dictated by the AHA, NREMT, or other governing bodies concerned in the treatment of patients.)
● Use of proper units of measure.
● When using a figure
- Refer to each figure consecutively in the text.
- Data presented on figure must not be duplicated in the text.
References-Verify
● Use appropriate medical/sciences format/style (APA, AMA, Vancouver, ACS, etc. ) with 2 main stresses from CAPCE
- Chronological order of mention in text or presentation. Not alphabetical .
- If multiple authors, list the first 3 with “et al” after the remaining.
● References are no older than 5 years.
● No endnote/footnotes.
● In presentation and text, cite and reference most recent peer-reviewed journals as much as possible. Use evidence-based medicine.
● No reference to personal communications.
● Number accordingly.
● Abbreviate journal names according to Index Medicus.
● Indicate abstracts by "abstract" in parentheses.
● When using a figure
- Refer to each figure consecutively in the text.
- Data presented on figure must not be duplicated in the text.
● 3 references at minimum to support each objective. (They do not all have to be different references).
Exam-Verify
● A minimum of 3 test item questions for every objective stated.
● 30 multiple-choice questions.
● No trivial information used in the questions or answers.
● Each item cannot reveal the answer to another item. Must be independent.
● No true, false or negative questions.
● Questions can only address one problem or content area.
● Only 1 response is correct. The others are considered distractors.
● Distractor responses must represent unsafe practices or common misconceptions.
● Number of responses must be consistent (4).
● No “all of the above” or “none of the above” responses

● On the peer review report, the peer reviewer will include recommendations regarding changes he/she suggests that will rectify any noted deficiencies. The recommendations should be such that they encourage revisions and resubmissions.
● Report redundancy, omission, or discrepancy of facts.
● Write test according to CAPCE standard
- No more than 25% can be at the knowledge level.
- No more than 25% can be at the comprehension level.
- At least 50% must be at the application level.
■ Knowledge Level- At this level students are required to recall facts, figures, definitions, rules, and basic concepts.
■ Comprehension Level- At this level, students are required to demonstrate an understanding of a concept or principle by recognizing a previously unseen example of it.
■ Application Level- At this level students are required to STEPS apply what they have learned to a new situation.
● At the time of peer review assignment, the Project Manager will email the request for Peer Review with a copy of the Author’s module.
● When peer reviews are complete, the peer review will be shared with the Author for revision. Once the Author has re-submitted his work
(either agreeing with or disagreeing with the reviewer’s suggestions), it will be sent back to the original peer reviewer for verification and accuracy.
● Project Manager will complete final verification and ensure accuracy.
● Video-based articles that require editing will be sent to the Video
Editor.
● Text-based articles will be sent to Copy Editing, where it will be proofed and corrected for structure, continuity and reference format.
● CE Solutions pays $100 for each peer review with a W-9 on file.
