Regular Schedule: 34 hours per week

A vacancy exists in the Fire Department, Homeland Security and Emergency Management Division.

Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

The COOP Planner will assist with performing after-action reviews involving continuity and offer assistance in the implementation of risk mitigation controls identified in the after-action process by county agencies.
The COOP Specialist is responsible for the full life-cycle of continuity exercise activities (plan, design, execution and evaluation). This includes scheduling meetings, facilitating discussions, and providing senior updates. The result of these activities supports the overall team strategy and capability uplift and will focus on strengthening our continuity of operations and continuity of government processes. The position supports post-exercise after action analysis, reporting, assessment, and documentation of the gaps identified.
This role also supports Baltimore County Office of Homeland Security and Emergency Management in responding to incidents and disasters through EOC activation position assignment.
Examples of Essential Duties
Identifies operational gaps and potential continuity and resiliency risks in partnership with HSEM, Baltimore County agencies, and other partnership stakeholders.
Helps identify and exploit opportunities to minimize exposure to threat and losses during disasters.
  • Assists in the development of programmatic documents, briefings or reports based on audiences as a method of providing awareness on COOP exercise activities.
  • Assesses observations and findings during exercises, communicate findings to partners and escalate high risk findings to appropriate risk remediation efforts.
  • Works with internal teams to identify risks, design threat scenarios, identify key stakeholders and participants, and execute the exercise against the planned scenarios and objectives related to continuity.
  • Coordinates exercise planning teams comprised of government and external partners with varied technical and non-technical backgrounds to plan and execute COOP exercises, including tabletop discussions.
  • Performs planning, facilitation, documentation development, and coordinates follow-up activities for the COOP exercise program.
  • Develops and facilitates COOP exercises.
  • Supports the development of COOP plans and procedures that support response operations.
  • Recommends solutions to improve operational processes to close gaps and mitigate risk.
  • Provides continuity of operations support as required.
  • Performs assigned duties during incidents and EOC activations to support needs during disaster response and recovery. This includes being assigned an EOC role during activations, which could occur during business hours, after hours, on weekends, and/or during holidays. This position is considered a part of essential staff for the county.
  • Performs other duties, projects, or needs for HSEM as assigned.

Bachelor's degree or higher in Emergency Management, Planning, Management, Public Administration or related fields.
PLUS
At least (2) years of experience in Emergency Management and (1) year in Continuity program development and planning.
Homeland Security Exercise and Evaluation Program (HSEEP) Course must have been completed at the time application.
Additional experience involving experience in emergency planning, organizational, and time management skills may be substituted on a year for year basis up to three years for the required education.
Licenses and Certificates
Possession of a valid driver's license equivalent to a non-commercial, class C Maryland driver's license is required at the time of appointment. All licenses and certifications must be maintained throughout employment.
Character Requirements
Applicants must subject to a comprehensive background investigation. Persons appointed to this classification must be of good moral character and emotionally stable and are subject to periodic drug testing.
Preferred Qualifications and Experience
  • Master Exercise Practitioner Program (MEPP) Completion.
  • FEMA Professional Continuity Practitioner (PCP) Level 1 desired, not required.
  • Experience working in government continuity and/or Emergency Management working within public administration to develop and implement contingency planning and Incident management and/or emergency activations,
Knowledge, Skills and Abilities
Knowledge of federal and state Emergency Management laws and regulations.
Knowledge of Emergency Management principles and procedures.
Knowledge of Federal Continuity Directive, including FCD-1 and 2.
Knowledge of Microsoft Office (Word, Excel, PowerPoint, etc.) and cloud storage platforms.
Knowledge of computer systems and of office procedures.
Skill in project management including planning, organization, and time management
Skill in written and verbal communication.
Ability to engage with members of the public, public officials, elected officials and the media.
Ability to apply research techniques to a variety of problems; to interpret basic data; to work independently; to express ideas, information and analysis in a clear and concise manner; to communicate effectively in both the oral and written form.
Ability to effectively implement strategy and maintain effective working relationships.
Ability to interact effectively with groups to perform technical and specialized studies involving Emergency Management and related matters.
Ability to drive a County vehicle while carrying out some assignments.

Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant's major field of study. Copies and unofficial transcripts are acceptable.

EXAMINATION PROCEDURE
Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.Employees in this classification are designated as Emergency/Essential and may be required with little or no notice to work overtime.
Candidates must be available for incident management and/ or emergency activations and may work in an office or field setting.
This position may require working outside of normal business hours as EOC activation occurs in emergencies and are required to work overtime with little or no notice.
The work of this classification entails frequent walking, standing, and the operation of motor vehicles to travel between work sites.
Physical and Environmental Conditions
The duties of this classification requires walking and standing, moderate lifting and carrying of equipment depending on work assignment.
Medical Examination and Employment Background Investigation
