Job Summary
Under limited supervision, performs accounting, payroll, treasury, secretarial and administrative duties requiring the exercise of independent judgement.
Essential Job Functions
  • Reconciles financial cash accounts and monthly to bank statements.
  • Receipt, deposit and enter miscellaneous income.
  • Assist and back-up payroll.
  • Assist and back-up accounts payable.
  • Deposit and post funds for accounts payable and payroll for claims.
  • Coordinates with school bookkeepers for pupil activity deposits.
  • Coordinates with food service for food service deposits.
  • Receives and responds to inquiries, concerns and complaints in areas of responsibility.
  • Assists subordinate staff with duties as necessary.
  • Compare purchase orders to invoices for Accounts Payable.
  • Deposit funds or make arrangements for the deposit of funds in the accounts payable bank account.
  • Deposit funds or make arrangement for the deposit of funds in the payroll bank account.
  • Assist Comptroller in claiming funds from County Treasurer for accounts payable disbursements.
  • Assists Controller in claiming funds from County Treasurer for payroll disbursements.
  • Primary backup for Payroll Clerk and Accounts Payable Clerk.
  • Reviews and maintains Fixed Assets Reports.
  • Assists Chief Finance Officer with pulling information for audit.
  • Attends trainings, seminars and conferences, etc., as required to maintain and enhance job knowledge and skills.
  • Complete credit card statements from cardholders for Accounts Payable.
  • Files documents for Accounts Payable, Deposits, Journal Entries, Budget Journal Entries, Transfeers and any additional filing.
  • Performs routine administrative / office tasks as required, including but not limited to preparing reports and correspondence, copying and filing documents, answering the telephone, sending and receiving faxes, entering and retrieving computer data, etc.
  • Performs other related duties as assigned or requested by the Director of Finance and Superintendent of Schools.

  • Education and Experience:
  • Requires Associate's degree, vocational technical degree or specialized training that is equivalent to satisfactory completion of two years of college education with emphasis in accounting or a closely related field, supplemented by one to two years of technical accounting or bookkeeping experience.
  • Must possess a valid state driver's license.

  • Knowledge:
  • Has thorough knowledge of the methods, procedures and policies of the Financial Services Division as they pertain to the performance of duties of the Fiscal Services Specialist.
  • Has knowledge of the functions and interrelationships of the District and other governmental agencies.
  • Is knowledgeable in the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position.
  • Has good understanding of the principles of accounting, and the standards, regulations and laws relating to financial and fixed asset accounting.
  • Has the ability to plan, organize and prioritize daily assignments and work activities.
  • Has knowledge of proper English usage, punctuation, spelling and grammar.
  • Has knowledge of modern office practices and technology; has skill in the use of computers for word and data processing and records management.
  • Has thorough knowledge of the terminology used within the department.
  • Knows how to maintain effective relationships with personnel of other departments, professionals and members of the public through contact and cooperation.
  • Knows how to react calmly and quickly in emergency situations.

  • Is skilled in accounting/financial mathematics.
  • Is capable of producing quality work which requires constant attention to detail.
  • Has the ability to offer assistance to co-workers and employees of other departments as required.
  • Is able to take the initiative to complete the duties of the position without the need of direct supervision.
  • Has good organizational, technical and human relations skills.
  • Has the ability to learn and utilize new skills and information to improve job performance and efficiency.
  • Is able to read and interpret complex materials pertaining to the responsibilities of the job.
  • Is able to assemble and analyze information and make written reports and records in a concise, clear and effective manner.
  • Has good knowledge of fiscal services, accounts payable and payroll procedures.
  • Strong organizational skills.
  • Ability to plan, organize and prioritize daily activities.
  • Ability to operate general office equipment in the performance of daily activities.
  • Ability to respond to any situation related to the responsibilities of the job.

  • Working Conditions:
    Office environment with little exposure to environmental conditions. Physical demands are restricted to general office activities requiring movement/lifting items weighing up to twenty-five pounds. Requires ability to work under a degree of stress related to duties that require meeting tight deadlines, considerable attention detail.
