The Finance and Administrative Services Division is housed within SPR's Policy & Finance Branch, overseen by a Deputy Superintendent. The Finance and Administrative Services Director reports to the Deputy Superintendent, and regularly leads high-level departmental negotiations, such as the recent 20-year Zoo operations and management agreement renewal and manages positive working relationships with certain other City departments and key community partners on behalf of the Superintendent. The incumbent plans for and implements business process streamlining and data-driven continuous improvement practices to ensure that the Department's administrative protocols are implemented efficiently and effectively in the areas described below and in support of SPR operating and capital lines of business.
The Division provides key administrative support to other SPR branches/divisions: Operations Branch: Recreation, Parks & Environment, and Facilities Divisions; Planning & Capital Development Branch, Public Affairs Division, and the Human Resources Division and provides key services to the City and the public in the following wide-reaching administrative and operational areas:
  • Accounting: Management of 4 Accounting units (General Ledger, Accounts Payable, Accounts Receivable, Payroll); oversight of financial audits and year-end process
  • Contracting: Oversight of contract process for the department; management of long-term agreements; issuance of short-term concession and commercial use permits; Citywide Contract Management System (CCMS) administrative lead for department
  • Event and Athletic Scheduling: Permit issuance for annual events in parks, certain rentals facilities and athletic fields citywide (including Seattle Public School fields).
  • Business Service and Customer Service Unit (BSCSU): Customer Service, System Administration and data analytic support so public can register for SPR programs and classes via the ActiveNet system
  • Fleets administration: Management of fleet operations for entire department
  • Information Technology administration: Oversight of department's IT needs; liaison with SeaIT on various projects
  • Division Leadership and Administration: Division Director's office includes a strategic advisor who provides analytic, budget, and performance support and an administrative staff analyst who supports the division's administrative needs and process improvements.

Job Responsibilities
  • Report directly to the SPR Deputy Superintendent and provide leadership to the Finance and Administrative Services Division staff.
  • Represent the department on citywide committees, providing policy, financial, and operational input to city decision makers including steering committees.
  • Develop and present briefing papers, ordinances, resolutions, and agreements in coordination with the Law Department, the Budget Office, Mayor's Office staff, City Council staff and City Council members as needed.
  • Set the overall vision for the Finance and Administrative Services Division, including establishment of an annual workplan and strategic goals.
  • Direct all aspects of Finance and Administrative Services in a division of 61 FTE and approximately 20 temporary employees with seven direct reports and biennial funding exceeding $8.7 million.
  • Forge collaborative relationships with City Partners: Law, Risk Management, City's Finance & Administrative Services Department for Accounting, IT, Fleets, Purchasing & Contracting.
  • Promote equity and inclusion by incorporating equitable practices in SPR administrative processes.
  • Oversee fiscal matters to ensure department remain within budgeted allocations and adheres to best practice and City policies.
  • Establish and monitor Division's revenue and expenditure targets to ensure they are achieved.
  • Direct personnel administration for the Division, in partnership with the Human Resources Division, including broad issues of classification/ compensation, recruitment, training, discipline and labor relations, as well as collective bargaining negotiations.

Qualifications
  • At least five years of progressively responsible experience managing and directing employees in financial and Administrative functions for a large, complex organization.
  • Five or more years of financial management experience effectively managing complex budgets with multiple funding sources and leveraging funding from a variety of sources at a high managerial level.
  • Experience negotiating complex, long-term agreements that successfully achieved intended goals while maintaining positive relationships and collaborations with partner organizations and stakeholders.
  • Experience planning, developing, leading and implementing new initiatives and significant process improvements.
  • Experience in performance management, achievement of data-driven results, and implementation of continuous process improvement practices.
  • Excellent leadership and management skills including strategic thinking, sound decision-making, strong interpersonal skills and a collaborative approach to achieving results.
  • Strong analytical skills including proven financial management and policy development.
  • A proven track record demonstrating commitment to equity in work products and leadership approach.
  • Proven ability to effectively manage relationships with employees, residents, community members, elected officials, partner organizations and advocacy groups including through situations with multiple competing interests.
  • A bachelor's degree in Public Administration; Business Administration; Economics, Finance, Accounting, Parks & Recreation Management or a related field (or the equivalent work experience (at least 2 years) and/or training/education in the fields mentioned above that provides the equivalent to work in the class).
