Summary
Enforces city ordinances, state, and federal regulations. Investigates and assists in prosecution in municipal, state, or federal court. Possession of a Basic, Advanced, or Administrative certification(s) from a national or state organization specializing in animal welfare-related issues (e.g Texas Animal Control Association, National Animal Control Association, Human Society of the United States) or ability to obtain certification within one year of hire date.

Essential Functions
  • Respond to public complaints and requests for service received from Police Department, Animal Services dispatch or directly from the public;
  • Investigate violations of animal control ordinances and issues warnings or citations as required. Appears in court to testify regarding animal welfare issues;
  • Appears in Court to testify regarding animal welfare issues; testifies before appropriate boards, commissions, or courts regarding violations;
  • Investigate complaints by interviewing witnesses, animal owners, and complainants; make independent decisions and take appropriate enforcement action if applicable;
  • Impound animals running at large or in violation of city ordinances or state law;
  • Issue Municipal Court citations to violators; testify in court when needed;
  • Maintain detailed records of daily, weekly, and monthly activities using notebook computer and specialized software;
  • Educates the public on acceptable standards of animal husbandry required by city ordinance and state and federal laws;
  • Euthanize animals following standard operating procedures;
  • Work in all areas of Lubbock Animal Services including field, shelter, and administration programs;
  • Maintain assigned equipment including, but not limited to, truck or van, animal transport, personal protective equipment, computers, communication equipment, and electronic equipment;
  • Enforce and interpret City of Lubbock codes of ordinances, state and federal laws and regulations;
  • Dispatch, answer telephone and e-mails, enter data into specialized software as needed;
  • Maintain knowledge of safe handling and transporting of livestock, domestic animals, and exotic animals and wildlife;
  • Inspect pet shops, pet groomers, and other pet-related facilities for compliance with regulations governing sanitary conditions;
  • Maintain detailed audited records regarding euthanasia;
  • Perform related duties as required.

Qualifications
Completion of a high school diploma or the equivalent with an additional one year of experience in a public contact position; or any combination of relevant education and experience which provides the following:
Must have Open Availability and Provide at least 3 references
A veterinarian technician certification is preferred. Must obtain Basic Animal Control Officer within 1 year. Must obtain Euthanasia Technician within 6 months.
Valid Current Driver's License

Knowledge and Abilities
Knowledge of:
  • Various breeds of dogs, cats, and other domestic and wild animals;
  • Animal behavior;
  • Basic methods of animal collection;
  • Use and care of chemical capture equipment;
  • Law enforcement principles and procedures.

Ability to:
  • Learn, interpret, and understand laws and regulations governing the humane treatment of animals;
  • Learn and develop skills in the humane treatment of animals;
  • Perform a variety of animal shelter and Field Operations;
  • Provide assistance to law enforcement and emergency personnel in a variety of capacities;
  • Communicate clearly and concisely, orally and in writing;
  • Accurately observe and remember names, places, incidents, people and animals;
  • Establish and maintain cooperative relationships with those contacted in the course of work;
  • Perform duties with a significant degree of independence within established guidelines and procedures;
  • Exercise sound judgment in evaluating situations and in making decisions
  • Follow verbal and written instructions;
  • Learn and navigate the city's geography;
  • Learn specialized software;
  • Utilize computer skills and keyboarding skills;
  • Prepare and maintain accurate records;
  • Complete with passing grade a State-mandated euthanasia course within one year of employment;
  • Complete with a passing grade a Basic Animal Control Officer course offered by Department of State Health Services within one year of employment.
Physical Requirements:
  • Frequently lift and carry up to 50 pounds
  • Occasionally lift and carry up to 75 pounds.
  • Frequently stand and walk during the shift
  • Occasionally climb ladders, stairs, and inclined surfaces;
  • Push and pull objects in order to place animals into a cage;
  • Frequently flex upper trunk foward at the waist and partially at the knees to pick up animals;
  • Frequently rotate upper trunk to the right and left while sitting or standing;
  • Place arms above, at, and below shoulder height;
  • Coordinate eye, hand and foot movement in order to operate a vehicle.
