Overview
Under general administrative direction, is responsible for performing complex administrative and managerial duties as a member of the Corpus Christi Water Executive Team . Plans, directs, manages, and oversees the activities and operations of Corpus Christi Water; and provides highly responsible and complex administrative support to the Chief Operating Officer of Water Utilities . Represents Chief Operations Officer of Water Utilities and the City before a variety of boards, committees, special interest groups, community/neighborhood associations, media, business organizations, and other units of government.
Responsibilities
- Serves as the Chief of Staff and Executive Administrator for CCW (Corpus Christi Water). Assists with setting the vision, objectives , and policy for the Department.
- May manage and/or supervise the following functional groups based on needs of the department:
- Assist with onboarding of newly hired executive-level and managerial staff on behalf of COO to ensure important departmental and programmatic information is provided and resulting/ongoing follow-up is completed.
- Assist with onboarding, training, and mentoring of staff as needed.
- Manage and supervise agenda process for the Chief Operations Officer.
- Assist COO on working relationship with local delegations, to include congress/senate, external City officials, and other dignitaries.
- Assist COO in working with governmental and private sector leaders in the Coastal Bend region to strengthen relationships; and oversee workflow amongst the functional groups by leading the executive team in the coordination of achieving City objectives .
- Develop and manage annual budget for COO and work with Finance Department for annual reporting for COO.
- Lead point of contact for COO office.
- Coordinate, review, and edit HR documents on behalf of COO for all of CCW.
- Coordinate, review, and edit COO responses to Mayor & Council, press, and the public.
- Responsible for COO's HR confidential paperwork process, which includes coordinating with HR, Budget, and requesting departments.
- Coordinate/review/monitor COO's departmental budgets with Budget Department throughout fiscal year.
- Work directly with Chief of Staff, Chief of Fire, and EOC to develop annual hurricane season preparedness strategies and policies.
- Draft and prepare correspondence and other documents for COO, City Manager, and Mayor, and City Council.
- Assigned directly by COO or City Manager to carry-out these tasks singlehandedly and/or to work directly with COO, or City Manager.
- Review, edit, and coordinate City press releases.
- Writing, editing, reviewing, and coordinating press releases and social media posts for all City departments, as well as Mayor and City Council.
- Assist with executive-level candidate recruitment, review, and interview processes for CCW.
- Regularly provide project/task direction or functional supervision on behalf of COO by working one-on-one with directors and assistant directors.
- Duties include: Work one-on-one with directors and assistant directors to manage time-sensitive assignments from Mayor and City Council and City Manager. Manage Critical Issues by working directly with department directors and assistant directors to resolve conflicts before they reach City Manager, Mayor and City Council, press, or the public.
- Work directly with City Manager, Deputy City Manager, Assistant City Managers, Chief of Police, Chief of Fire, and Mayor, and City Council on policy strategy and development and program implementation. Examples include:
- May be asked to perform other duties as assigned.
Qualifications
- Requires Bachelor's degree.
- Minimum of 5 years of experience is required .
- A valid driver's license is required ; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire

Basis of Rating
Application review and the City may also conduct additional skill assessment tests, in addition to the panel interview.
