40 hr/wk, 250 days per year (pro-rated for remainder of 2023-24)
$90,000 - $110,000

Definition
Under general supervision of the Chief Financial Officer, the Facility Manager is responsible for the overall organization and general administration of maintenance and facilities within the structure outlined by the
Chief Financial Officer. The manager is responsible for the areas of safety and health sanitation, which include compliance with safety and sanitation regulations, that are imposed by statute and the various concerned agencies. The employee plans, leads, manages and evaluates the support services of the HDESD to assure continuous performance toward optimum effectiveness. The employee operates with extremely heavy workloads and inflexible deadlines. Requests and issues are often received which require immediate attention, setting up conflicting priorities.
Preferred Qualifications
Five years of successful experience in public and/or private sector facility management. A minimum of three years' experience in Oregon public school district program budgeting, including budgeted development is preferred. Budget management is also required. The manager is required to possess excellent communication skills, both written and oral. This position requires a high level of conflict resolution skills. The employee must be tolerant yet assertive in order to communicate effectively in confrontational and emotional situations involving staff, students, parents and patrons. The employee needs to be able to lift, move, or carry materials, equipment or boxes weighing up to 50 pounds. Sound judgment is required in stressful situations. Must have access to reliable transportation, and consistent attendance is required. Applicants must have successful experience in working with culturally diverse families and communities, and/or have otherwise demonstrated a commitment to equity and strengthening engagement of a diverse community and skill in communicating with a diverse population.
Classification Supervisor/Manager
Reports To Chief Financial Officer or designee
Performance Responsibilities

  1. Consult with the Chief Financial Officer or designee, and keep them informed
  2. Work effectively as a member of the management team
  3. Analyze and coordinate a wide variety of complex operations; organize and direct others; maintain a high level of commitment to the completion of all tasks
  4. Manage district-owned properties, and manage facility use program(s)
  5. Participate in long-range planning for facilities needs, take leadership role as assigned; develop reviews and maintain short-range and long-range planning for maintenance functions of the district
  6. Manage an appropriate risk management program (not limited to): security and preservation of assets, safety of staff and pupils (including being an advisory member of safety committee(s), implementation of risk reduction techniques & identification of risk to be assigned to a third party
  7. Assist in the coordination of safety and sanitation requirements, maintaining the necessary safety files and compliance data
  8. Assist as necessary with record keeping, testing and reporting: asbestos, lead/water, radon gas, sanitation, Oregon worker safety inspections, etc.
  9. Manage in conjunction with the Chief Financial Officer, property/casualty/liability insurance, filing claims and administration, accident investigation and reporting (ESD Legal staff will handle Tort claims and case preparation).
  10. Directly assist supervisors in the formulation of respective budgets in regards to facility and operations costs
  11. Lead and assist other supervisors in special projects within their departments
  12. Assist In the coordination of maintenance programs and schedules to the various sites and schools
  13. Establish custodial services standardization/accountability (not limited to): cleaning products, techniques and equipment, preventative maintenance program development/implementation, develop evaluation criteria and assist in evaluations
  14. Implement, interpret, review and propose changes to policy and procedure that regulates program functions within area of responsibility; assist in formulating policies to be presented to the Board of Directors
  15. Interpret and comply with laws, rules and policies that pertain to public school district operations
  16. Serve as liaison between the Chief Financial Officer or designee in the area of complaints, recommendations, etc.
  17. Read, understand and carry out oral and written directions
  18. Demonstrate flexibility in dealing with changing conditions
  19. Operate standard office equipment including a computer and software
  20. Accurately transfer, record information, materials and money as required by the position
  21. Establish and maintain accurate record keeping systems
  22. Establish and maintain effective working relationships with students, parents, staff, and community
  23. Communicate appropriately and regularly through use of email
  24. Respect and maintain confidential information in all situations
  25. Coordinate the maintenance and repair of HDESD fleet vehicles
  26. Fulfill other related duties as assigned
