ABOUT THE POSITION
The City of Dana Point's Facilities Division provides comprehensive maintenance, custodial, and repair services to ensure all City facilities are maintained in a safe, clean, and functional state to best serve residents and visitors. The ideal candidate for the Facilities Operations Manager is a motivated team player with a strong background in facilities management that can support the City's mission to set the standard as a vibrant, world-class city.

DESCRIPTION:
Under general direction to manage, supervise and coordinate the preservation and maintenance of the City's buildings and other facilities, including administering maintenance contracts; coordinate assigned activities with other City departments, divisions, and outside agencies; and provide highly responsible and complex staff assistance to the General Services Director.
CLASS CHARACTERISTICS:
Positions at this level focus on the supervision and operational oversight of a particular program area or areas and a variety of related functional activities. Incumbent possesses the ability to perform duties in a highly independent manner and is required to use considerable judgment in developing approaches and techniques. Work requires creativity and resourcefulness to accomplish goals and objectives. Position exercises direct supervision over subordinate supervisory, maintenance and contract staff.
This position is at-will and exempt under FLSA standards.
EXAMPLES OF ESSENTIAL DUTIES
Essential job functions may include, but are not limited to, the following: (Management reserves the right to add, modify, change or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.)
1. Assume management responsibility for maintenance services and activities of all City-owned/City-operated and County-owned/City-operated buildings and facilities, including managing and administering maintenance contracts for custodial maintenance, HVAC, plumbing, electrical and other trades.
2. Plan, direct, coordinate and review the work plan for maintenance activities; assign work activities, projects and programs; review, inspect and evaluate work products, methods and procedures; meet with staff to identify and resolve problems.
3. Recommend and assist in the development and implementation of City, departmental and divisional policies and procedures; guidelines; service levels; goals and objectives.
4. Assist in preparing and administering division budget; submit budget recommendations; and monitor expenditures.
5. Prepare City Council, committee and/or commission agenda items; participate as a technical advisor, staff representative or meeting facilitator at City Council, committee, civic group, interagency meetings; and respond to public inquiries.
6. Coordinate section activities, programs and services with other City departments and work units.
7. Participate in the selection of staff; provide and coordinate staff training; establish and monitor performance goals and objectives; prepare and present employee evaluations; work with employees to correct deficiencies; and implement disciplinary procedures.
8. Answer questions and provide information to the public; receive and investigate complaints and recommend corrective action, as necessary to resolve complaints.
9. Respond to emergencies as required (after hours if needed), coordinate activities with other responders to provide effective response; and direct the work of assigned staff and the utilization of resources to affect repair and ensure the safety of others.
10. Monitor technological and regulatory changes that affect City maintenance activities, recommend changes to procedures, and implement such changes after approval.
11. Prepare specifications for maintenance contracts; participate in contract negotiations.
12. Perform other duties as required.
MINIMUM QUALIFICATIONS
Knowledge of:
Organizational and management practices as applied to the analysis and evaluation of projects, programs, policies, procedures and operational needs; principles and practices of municipal government and public administration.
Methods and techniques for writing and presentations, contract management, business correspondence and information distribution; research and reporting methods, techniques and procedures.
Principles, practices and equipment used in commercial facilities maintenance, HVAC mechanical equipment maintenance, plumbing and electrical components, security and access control, and fire and life safety systems.
Computerized Maintenance Management Systems (CMMS)
Principles of budget administration and grant management.
Contract preparation and management.
Playground and park maintenance management.
General principles of risk management.
Principles of personnel management including supervision, training and performance evaluation.
Modern office procedures, methods and equipment including computer software programs.
Pertinent federal, state, and local laws, codes and regulations, including the Uniform Building Code, Uniform Fire Code, Title 24 Building Efficiency Standards, and Americans with Disabilities Act Accessibility guidelines for Buildings and Facilities.
Safe use and operation of maintenance and repair equipment such as electric and gas powered equipment and hand tools.
Safety procedures and practices for maintenance and repair activities.
Safe use of power equipment and body mechanics related to lifting and moving heavy or awkward objects.
Properties of safe handling techniques of oils, paints and a variety of other materials used in the maintenance and repair activities.
Safe work and driving principles and practices.
Ability to:
Work nights, weekends and holidays if necessary to complete tasks on time, and to attend meetings and functions.
Organize, direct and implement a comprehensive preventive maintenance program.
Prepare and maintain division budget.
Negotiate with consultants and contractors.
Interpret, apply and ensure compliance with federal, state and local policies, procedures, laws and regulations.
Write clear, logical and concise reports and correspondence on a variety of financial, budget and administrative issues.
Communicate effectively, both orally and in writing, for differing audiences.
Read and interpret plans, specifications and diagrams.
Organize work, set priorities, and meet multiple deadlines.
Resolve complicated situations requiring diplomacy and tact.
Effectively supervise, evaluate and motivate subordinate staff.
Understand and carry out oral and written instructions.
Establish and maintain effective working relationships with those contacted in the performance of required duties, including staff, City Council, commissions, agencies, community groups and individual citizens.
Exercise sound independent judgment within established procedures and guidelines.
Safely lift, carry and maneuver items, materials, and/or equipment up to 60 lbs. in weight.
Safely operate a variety of hand and power tools and light motorized equipment.
Maintain a safe work environment and follow safety and policy procedures.
Safely operate a motor vehicle.
EDUCATION AND EXPERIENCE:
The following combination of education and experience is most typically likely to provide the requisite knowledge, skills and abilities:
Equivalent to a Bachelor's degree with major course work in Architecture, Engineering, Public or Business Administration, Construction Management, or related field from an accredited college or university.
Five years of increasingly responsible experience in public works and/or commercial facilities maintenance or related work, including two years of supervisory experience, preferably in a municipal environment.
An additional three years of experience may be substituted for the required education.
LICENSES OR CERTIFICATES:
Possession of a valid California driver's license
SUPPLEMENTAL INFORMATION
PHYSICAL REQUIREMENTS:
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Position requires the ability to perform light to moderate lifting and carrying; frequent sitting, walking and standing. Hand use and finger dexterity needed to use computer keyboard and operate standard office equipment; occasional pushing, pulling, grasping, reaching and use of hand and foot controls for driving. The position requires acute vision and hearing, in addition to a normal sense of smell, in order to detect the possible presence of waste or hazardous materials. Good hearing is also required when communicating on the telephone or in person.
WORK ENVIRONMENT:
The work environment described herein is representative of those an employee encounters while performing the essential function of this job. Primarily field environment, travel from site to site; may be exposed to occasional disagreeable elements such as noise, dust, fumes, vibration, potentially hazardous materials, uneven surfaces, vehicle & moving equipment traffic. Employees' work in office environment may include moderate noise levels, controlled temperature conditions, noise, dust, and potentially hazardous materials.
Note: All employees of the City of Dana Point are designated by both State law and City ordinance to be "Disaster Service Workers." In the event of a declared emergency or an undeclared emergency or natural disaster that threatens the life, health and/or safety of the public, employees may be assigned to assist rescue and relief workers. Such assignments may be in locations, during hours and performing work significantly different from the employees' normal work assignments and may continue through the recovery phase of the emergency.

COMPREHENSIVE ANNUAL LEAVE (CAL) - Based upon years of service, employees accrue a specified number of hours per year to use for personal leave, sick leave, and/or vacation leave. The annual CAL accrual schedule currently is as follows: Years 1-3: 120 CAL hours, Years 4-6: 160 CAL hours, Years 7-9: 200 CAL hours, Years 10+: 240 CAL hours.
PAID HOLIDAYS - Martin Luther King, Jr. Day, President's Day, Friday before Easter, Memorial Day, Independence Day, Labor Day, Veteran's Day, Thanksgiving Day, day after Thanksgiving, and Holiday Closure, Christmas Eve through New Year's Day.
ALTERNATIVE WORK SCHEDULES - Employee may have the option of working a 5/40 or alternatively a 9/80 work schedule with supervisor and department head approval.
RETIREMENT - The City is a member of the California Public Employees Retirement System (CALPERS). The City's contract provides a 2%@55 formula for Classic Members and 2%@62 for New Members. Employees are responsible for paying the full employee contribution toward the retirement system, which is currently 7%, plus an additional 2.00% for Classic Members; and for New Members, 7.75%.
HEALTH BENEFITS - The City has a cafeteria-style benefit program. This position is currently provided a $1,718 monthly benefit allowance to use toward monthly insurance premiums. The options include medical, dental, vision, life and disability insurance. A 457 deferred compensation plan, and a Section 125/129 flexible spending account program is also available. A small gym is located onsite at City Hall and is available for use by employees.
EDUCATION REIMBURSEMENT - The City may reimburse eligible employees for eligible education expenses, up to the cost of FT, in-state course work at a California State University
