Job description

Responsible for the management and operations of the Facilities Maintenance division. Work is performed under the direction of the Director of Public Works or designee.


  • Acts as lead for the Facilities Maintenance Division and assigns tasks to Building Technicians and division staff to ensure completion of tasks to keep public facing and city employee spaces in city owned and operated buildings well maintained.
  • Establishes and manages comprehensive maintenance programs for City-owned infrastructure, buildings, and grounds, including major building systems such as HVAC, plumbing and electrical.
  • Maintains and guides improvements to an automated work order system for more efficient customer service and performance reporting.
  • Provides effective leadership based on communication and support, trains staff, sets work standards and goals, performs employee evaluations, and serves an active role in hiring, discipline, and discharge of staff.
  • Ensures coordination with the City's Capital Improvement Plan.
  • Analyzes quotes, selects vendors and contractors.
  • Manages minor construction renovations, modifications, installations, and repairs including tile work, plastering, drywall, cement, masonry and block work, renovation and replacement of partitions and flooring.
  • Inspects work being performed by external contractors and staff, and internal or external inspectors.
  • Monitors work activities for the Divisions to ensure appropriate staffing level to perform specialized tasks in the construction, renovation, modification, installation, repair and maintenance of City equipment, infrastructure, and facilities.
  • Prepares cost analysis in an effort to keep repair and maintenance expenses at a minimum.
  • Develops requests for proposals, requests for bids, and project estimates.
  • Participates in budget preparation and administration, monitors and controls expenditures and performance objectives.
  • Maintains a complete and dynamic inventory record of all city facilities and related systems.
  • Prepares and compiles data for statistical summaries and reports related to facility services.
  • Maintains a positive, safe, and productive work environment for staff.

  • Knowledge of laws and regulations affecting the building industry, including permitting process; ability to work from blueprints.
  • Knowledge of construction techniques and design concepts as a requirement of the position.
  • Knowledge of sound project management principles, with ability to manage multiple projects simultaneously, including capital projects.
  • Skilled in utilization of enterprise-wide financial systems, spreadsheets, and databases.
  • Skilled in the use small office equipment, including copy machines or multi-line telephone systems.
  • Skilled in using computers for data entry, word processing and accounting purposes.
  • Ability to organize and communicate effectively.
  • Ability to prepare complex financial reports from a variety of sources.
  • Ability to analyze work methods and procedures, with general understanding of performance measures.
  • Ability to direct and motivate subordinates.
  • Ability to communicate effectively and clearly, both orally and in writing, and at all levels of the organization.
  • Ability to assign and supervise the work of others and to deal with them firmly, tactfully and impartially.
  • Ability to prepare reports.
  • Ability to exercise considerable independent judgement and discretion in evaluating situations, based on established policies and procedures.
  • Ability to establish and maintain effective working relationships and to communicate with other employees, departments and outside agencies.
  • Ability to effectively present information and respond to questions form groups of managers, customers, City Commission and the public.

Risk/Safety Conditions:

This position requires occasional exposure or risk to physical health and/or physical safety (e.g., exposure to environmentally hazardous material, heavy equipment, etc.)

Physical Activities:

The work is light: exerting up to 20 pounds of force occasionally, and up to 10 pounds of force to move objects. Additional requirements include balancing, climbing, crawling, crouching, feeling, fingering, grasping, handling, hearing, kneeling, lifting, mental acuity, pulling, pushing, reaching, speaking, standing, stooping, talking, visual acuity, and walking.

Position requires the operation of a City vehicle.

(Occasional=1-3 Hrs.; Frequent=3-5 Hrs.; Constant=5-8 Hrs. - Per Workday)


Education and Experience:

  • Florida Building or General Contractor License Is preferred.
  • Six (6) years of experience in construction and building trade, facility and grounds maintenance, to include three (3) years of supervisory experience.

(A comparable amount of training, education and/or experience may be substituted for the above qualifications.)

Licenses and Certifications:

  • Possession of a valid Florida Class E Driver's License by date of hire.
  • Must submit to, and receive clearance from, a State and National Criminal Background Investigation in compliance with the City of North Port Police Accreditation Hiring Standards.

EMERGENCY RESPONSE STATEMENT:

Every City employee has emergency response responsibilities, though not every position will require routine assignments during an emergency event. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the employee's official job description. Assignments in support of emergency operations may be extensive in nature, with little advance notice, and may require employees to relocate to emergency sites with physically and operationally challenging conditions.
