Job Description
General Summary
Under minimal supervision, gathers and analyzes user needs for developing and modifying clinical or business applications in the healthcare environment. Leads documentation, writing specifications, fact-finding, analyzing results, proposing solutions and/or recommendations, in addition to building, configuring and/or modifying applications using existing application tools. Provides mentoring to the team related to application optimization and troubleshooting charge related issues from a build perspective. Acts as a resource to Revenue Integrity ("RI") and clinical department end users related to questions and concerns regarding charge structure, build and usage of Epic modules. Demonstrates experience with managing staff.
Supports the Epic Technical Manager related to application build, testing, ongoing maintenance and special projects. Provides mentoring to the team related to application optimization and troubleshooting charge/billing related issues to reduce errors and enhance efficient and effective workflows. Supports the RI team with data extraction and report creation to perform data analysis of volume and revenue trending at the clinical department level.
Principal Responsibilities and Tasks
The following statements are intended to describe the general nature and level of work being performed by people assigned to this classification. They are not to be construed as an exhaustive list of all job duties performed by personnel so classified.
The Epic Technical Specialist IV should be proficient in Resolute Hospital Billing Charge Description Master; must maintain Epic new version training requirements on an ongoing basis.
  1. Assists in the day to day supervision and direction of the intermediate and senior level Revenue Integrity Epic Technical Specialists in the performance of their duties in accordance with departmental and UMMS policies and procedures.
  2. Leads complex analysis, design, development, testing and support services for assigned applications, including application and impact analysis of new or different applications, processes or changes, under guidance.
  3. Responsible for and oversees day to day tracking and follow-up on issues and questions of daily operations. Validates testing results.
  4. Leads applications analysis and impact analysis of new or different applications, processes or changes.
  5. Validates build and design of application, under the control of the change management application and user development request.
  6. Provides highly complex application support and guidance to end users and provides technical guidance to less experienced personnel. Serves as point of contact for resolution of complex application problems. Ability to quickly assess problems and identify resolutions.
  7. Leads development of application testing scripts and conversion plans. Participates in testing as assigned.
  8. Oversees and develops integrity checks on CDM addition, deletions and change requests submitted in content management tickets prior to data migration to ensure compliance with change management policies and procedures.
  9. Provides advanced application support and guidance to end users and provides technical guidance to less experience personnel. Serves as a point of contact for application problems and identifies resolutions.
  10. Makes recommendations and provide alternatives with regards to various development and support initiatives.
  11. Assists with the facilitation in service line discussions to explain charge capture workflows and charge triggering logic. Collaborates with Revenue Integrity specialists on CDM related decisions regarding pricing, concepts, HSCRC methodology and select reimbursement concepts.
  12. Validates with clinical departments, application analysts, and clinical informatics to ensure that the appropriate ancillary and clinical module charge capture tool(s) are updated appropriately.
  13. Prepares written documentation of various types; application documentation, analytical reports, functional specifications, training manuals, status reports, etc. Creates, evaluates and instructs/teaches other analysts.
  14. Participates and/or leads complex projects, time frames, staffing requirements, etc. Uses status reports for project oversight.
  15. Leads the designing for each application assigned, under the control of the change management application and user development request.
  16. Prepares and validates complete applications documentation for operations and sets programming specifications for user departments. Assist in the development of departmental policies and procedures as they relate to the use of clinical applications.
  17. Conducts and/or participates in in-service and various educational programs for professional development. Orients, mentors, and transfers knowledge to staff.
  18. Independently prepares various volume and revenue related reports. Responsible for the development of KPIs & Revenue Integrity Metrics.
  19. Troubleshoots issues, provides guidance and training or solutions to end users and seeks opportunities to optimize system software as it relates to assigned applications.
  20. Demonstrates advanced understanding of interfaces (i.e., requirements, troubleshooting, testing, etc.).
  21. Provides assigned on-site support during go-lives and system upgrades.
  22. Stays current on health care and technology topics, and pursue opportunities to expand knowledge.

Qualifications
Education and Experience
  1. Bachelor's Degree required. Specialization in Healthcare, Finance, IS&T or equivalent related subject is preferred.
  2. Epic Certification required.
  3. Eight (8) years of healthcare IT experience. Each year of IT implementation experience greater than three (3) years can be substituted as an additional year of IT experience.
  4. Two (2) to Three (3) years of IT implementation and/or support experience required.
  5. Certification in Service Management, Project Management, or Business Analysis desired.

Knowledge, Skills and Abilities
  1. Ability to perform and teach analysis and problem-solving principles with emphasis in user relations, data gathering techniques, and management information applications to IT staff is required. Serves as a resource to others in the resolution of complex problems and issues.
  2. Demonstrates ability to develop complex specifications for all aspects of applications, and familiarity with problem analysis, hardware/software configurations and application integration.
  3. Able to lead and teach application functionality, design standards, process changes to the end user community and train the trainer.
  4. Makes recommendations regarding the integration/relationship between and among organizational applications.
  5. Effective customer service skills, with the ability to work with all levels within the organization.
  6. Ability to lead and teaches a project team of analysts, end users and consultants skills required to coordinate daily activities, delegate responsibilities, tasks and review/validate work.
  7. Effective verbal and written communication skills are necessary to advise and consult with user personnel and make formal presentations of project findings and recommendations.
  8. Able to teach application functionality, design standards, and problem solving tools.
  9. Excellent organization skills; demonstrates confidence and creativity.
  10. Adheres to applications security and control procedures in accordance with departmental, vendor standards and regulatory bodies. Makes recommendations as necessary.
  11. Expert knowledge of HSCRC, state and federal reimbursement laws and regulations, as well as ICD 10 and AMA Current Procedure Terminology is preferred.
  12. Expert knowledge of spreadsheets (i.e., Microsoft Excel), databases (i.e., Microsoft Access), word processing programs (i.e., Microsoft Word), graphic/ specialty and other finance-related software programs.
  13. Highly effective data analytic skills required. Ability to organize, combine, filter, and perform calculations on large datasets.
  14. Ability to handle confidential issues with integrity and discretion.
  15. Ability to work effectively in a stressful environment.

Working Conditions/Physical Demands
  1. Position may require flexible work schedule, including night and weekend support of major implementations or major system support efforts.
  2. Weekend, shift work, holiday and on-call work beyond normal business hours may be required to complete projects, meet deadlines, or respond to emergencies.
  3. Work is performed in various environments within UMMS.
  4. Work may include regular travel to and from the various affiliated institutions within the Medical System.
  5. Work may be required in a Healthcare facility which the observance of "Universal Precautions" is mandated. Universal Precautions involves the wearing of protective clothing/equipment and the observance of safe work practice.
  6. Work is high demand and fast paced.
  7. Talking and hearing necessary for conversations with UMMS staff members.
