Description
The California Department of Transportation (Caltrans) is seeking to hire an Environmental Student Assistant to work with Caltrans staff, local agencies, and Federal/State programs to ensure compliance on Federal and State funded transportation projects necessary to help communities improve quality of life and safety for the public and environment.

This is a part-time, temporary, non-benefited, student position. Employment in all positions with University Enterprises, Inc. is dependent upon the mutual consent of University Enterprises, Inc. and the employee. This means that either University Enterprises, Inc. or the employee can, at any time, terminate the employment relationship at will, with or without cause.
Depending on the type of position you are applying for, a pre-employment background check consisting of one or more of the following may be conducted: employment history, professional references, criminal check: educational verification (degree, license, or official transcript) or DMV clearance. Applicants will be required to pass required pre-employment checks to the satisfaction of University Enterprises, Inc. (UEI) and the hiring Agency or Department.
UEI does not allow students to hold more than one UEI Job at a time, or work in more than one account per pay period. UEI employees who are considering leaving their current UEI Student assistant position for a different UEI Student Assistant positing should inform their supervisor in writing and provide at least a week's notice.
UEI is not a multi-state employer. UEI only employs candidates who live and work in the state of California. If selected for the position you must reside in California and all work must be performed in the state of California throughout the course of employment.
Prerequisites
Must be a college student attending classes during the regular term (Fall, Spring and Winter, if applicable), at one of the accredited colleges or universities on our affiliation list.

Students must be enrolled in at least six-semester units or nine quarter units for undergraduate students; four-semester units or six quarter units for graduate students.
Students declared major must match the major(s) listed in the job posting.

Environmental, Natural Resources, Biology Anthropology, Archaeology, Transportation Planning
Work Schedule
Flexible workdays and work hours, Monday - Friday, between 8 AM - 5 PM. The final work schedule will be determined by the supervisor.
Additional Work Schedule
Student Assistant and Graduate Assistant employees generally work up to 24 hours per workweek (Sunday - Saturday) during the academic year and up to 40 hours per workweek during breaks; (winter, spring, summer).
Minimum Qualifications
  • Must maintain a minimum cumulative 2.0 GPA.
  • Must complete each term with minimum unit requirements for Undergraduate and Graduate student classifications. Proof will be collected at the end of each Spring and Fall term.
  • Must be enrolled in a University or Community College with interest in Environmental Planning, biological, or cultural endeavors.
  • Possession of a valid CA Driver's License.

Preferred Qualifications
  • Under the amendment to Government Code Section 18220, state agencies shall give preference to a qualified applicant (up to 26 years of age) who is, or has been, a dependent child in foster care, a homeless youth, a formerly incarcerated youth, or a victim of human trafficking.
  • Working knowledge of Environmental Planning or policies.

Duties and Responsibilities
  • Research topics to familiarize self with various programs and agreements related to Federal, State, Local laws that are required to complete tasks (e.g. Standard Environmental Reference, National Environmental Protection Agency (NEPA), California Environmental Quality Act (CEQA), Endangered Species Act, 23 MOU 326, Section 106, Section 7, California Endangered Species Act).
  • Assist Environmental Caltrans staff in developing, reviewing and maintaining various environmental project files, and accurately maintaining current databases. These tasks are associated with the Uniform Filing System, and Federal (LP2000) and State (STEVE) reporting databases related to NEPA and CEQA compliance.
  • Assist in the peer review of documents and comments on technical studies, program guidelines, permits, plans and specs, and on other environmental issues.
  • Assist in conducting reviews of plans, specifications and costs for Federal and State transportation projects administered by local agencies.
    • Participate in project meetings at a variety of levels.
    • Occasionally work with Caltrans' North Region staff to update environmental databases. Task may include utilizing GIS or computer programs to complete assignments.
  • Work closely with the Biologist, Generalist and/or Archaeologist in the preparation of documents including transmittal memos, email responses, and technical documents.
  • Occasionally conduct field reviews with Caltrans staff. This task may include meeting project proponents or regulatory staff for site visits or biological/archaeological surveys to help determine environmental impacts, survey for resources, ensure compliance with environmental commitments, or for training purposes.

Physical Requirements
Sit for extended periods; frequently stand and walk; manual dexterity and hand-eye coordination; corrected hearing and vision to normal range; verbal communication; use of office equipment including computer workstations, telephones, calculators, copiers, printers and scanners with or without a reasonable accommodation. Able to travel to different floors of the District Office via elevator or stairs to communicate with departmental or other divisional staff, or to attend meetings will be required.
Some travel by car, for distances up to 350 miles one way, may be required.
Working Conditions
While at their base of operations, work is performed in an office environment; may be required to drive to field sites and meetings, work outdoors and may be exposed to dirt, noise, uneven surfaces and/or extreme temperatures. Periodic travel is required for fieldwork and training; may remain in field locations in rural areas without facilities.
