Job Summary
Licenses, inspects, and regulates licensed facilities. Provides varied professional public health work in the inspection of food, lodging and recreational facilities and the investigation and resolution of environmental complaints, nuisances, and hazards, under the supervision and authority of the Environmental Health Manager.
Essential Duties
Inspects establishments and activities covered by county ordinances and State of Wisconsin regulations. Consults with operators regarding code requirements. Oversees the Tourist Rooming Home program and the TNCWS well water program. Responds to public requests and inquiries while on department intake.
Performs Lead Hazard Investigations as assigned including collection of samples. Issues lead abatement and interim control orders as necessary.
Participates in ICS response when needed.
Secures samples of water and other materials.
Provides education and information on Environmental Health matters to licensed facilities and the public.
Obtains or collects environmental samples and operates a variety of monitoring or testing instruments.
Maintains current, adequate records of all activities, samples, time allotment, etc.; prepares reports.
Composes and directs correspondence relating to activities.
Assists sanitarians or the laboratory technician as required.
Interprets codes, determines compliance enforcement, issues orders under the direct supervision and authority of the Environmental Health Manager; provides testimony at hearings and court appearances if required.
Consults with medical professionals, veterinarians, law enforcement, code enforcement officers, and others in a professional capacity.
Coordinates meetings and conferences pertaining to areas of responsibility; attends meetings or conferences as required.
Participates in training and exercises /drills to prepare for and respond to public health threats in accordance with county and departmental emergency response plans.
NON-ESSENTIAL DUTIES:
Performs related functions as assigned.

A dependable, insured personal automobile/vehicle for daily use is required.
Minimum Qualifications Required
Education and Experience:
Must possess one of the following:
1. A baccalaureate or higher degree in Environmental Health from an accredited college or university and completed at least 30 semester or 45-quarter hour academic credits in environmental, physical, biological, chemical, or Environmental Health courses.
2. A baccalaureate or higher degree in physical or biological sciences from an accredited college or university and completed at least 30 semester or 45 quarter hour academic credits in environmental, physical, biological, chemical, or Environmental Health courses.
3. An associate degree from an accredited college, community college or technical institute, in environmental, physical, biological, or chemical sciences.
Licenses and Certifications:
Valid Driver's License
Successful completion of the Lead Hazard Investigator certification within 1 year of employment
Registration as a Sanitarian (REHS/RS) through the State of Wisconsin or the National Environmental Health Association is recommended
Please Note: If no REHS/RS, the Environmental Health Technician can perform DATCP contract duties for up to five years after initial employment. If no REHS/RS is obtained after 5 years of initial employment, duties would transition to non-DATCP contract work

Knowledge of the current principles and practices governing lodging, food safety and sanitation issues and the methods and techniques of inspections and sampling.
Knowledge of codes and regulations governing areas of responsibility.
Knowledge of a variety of environmental issues.
Ability to make mathematical calculations.
Ability to prepare and maintain accurate records on findings and to write clear and concise reports.
Ability to communicate effectively both orally and in writing with the public, clients, co-workers, management, medical professionals, law enforcement, veterinarians and others.
Ability to effectively communicate with individuals or groups and to explain, discuss or interpret Environmental Health and sanitation matters.
Ability to maintain composure in stressful situations and demonstrate skill in conflict resolution.
Ability to establish and maintain effective working relationships with staff and the public.
Ability to work independently and exercise considerable judgment and discretion in carrying out designated duties according to established policies and procedures.
Ability to work the required hours of the position.
