Saint Paul Regional Water Services (SPRWS) is currently hiring a Water UtilityTechnician Supervisor to lead our Agreements Unit (AU). AU is responsible for writing/reviewing agreements, Legislative Code revisions, staff reports, and resolutions for action by the Board of Water Commissioners, SPRWS General Manager, and the Saint Paul City Council. Other duties include guiding contractors, developers, residents, coworkers, and landowners through processes such as construction plan approvals, payments for new installations, assessments, land rights issues, and permitting; and thereafter preparing and routing the required paperwork and correspondence.
Primary Responsibilities:
- Supervising a team of 3 employees
- Routine public correspondence representing the engineering division including plumbing inspection scheduling
- Represent SPRWS in City of Saint Paul site plan review meetings
- Guide private developers and contractors in civil plan requirements, adherence to SPRWS standards/code, required paperwork, and scheduling of water service installations
- Land use issues such as water availability, right-of-way vacation requests, parcel lot splits, and easement dedication
- Coordinating the issuance of plumbing permits, hydrant meter permits, temporary potable water service permits, and garden use permits
- Asset creation and management
- Writing/reviewing private agreements, municipal agreements, permit agreements, staff reports, and resolutions

Thirty (30) college semester credits and two years of experience as a Water Utility Technician III or equivalent.
Must possess and maintain a valid Minnesota Class D Driver's License, or equivalent out-of-state driver's license.
Thirty (30) college semester credit hours to include:- Four (4) semester credits -English
- Twenty (20) semester credits - Technical
- Six (6) semester credits - Electives
- Sports and activities credits not accepted
Technical/business writing limited to four (4) semester credits.
No substitution for credits or experience.

Eligible Lists Created from Open Job Posting: You must receive a score of 75% or higher to pass the assessment and be considered for the position. When there are no veterans remaining on the eligible list (i.e. hired, withdrawn) from an open list that also contains promotional candidates, two lists will be created: one open list and one promotion list. Final Selection Process: Those who pass will be placed on an eligible list for approximately six months and all will be notified of their status.
