Nature of Work
The Engineering Technician - Design performs technical civil engineering work for public infrastructure projects. Responsibilities include, but are not limited to: coordinating engineering design activities and preparing plans for construction projects; performing preliminary survey data collection for the preparation of multiple projects; maintaining design software and files; and other related duties as assigned.
Employees regularly communicate and collaborate with consultants, designers, contractors, sub-contractors, property owners, utility companies, other departments, divisions and others involved in or affected by projects and are required to make independent decisions in resolving most problems, but informing the supervisor of unusual or controversial problems.
Pay: The 2024 starting wage $32.19/hour with advancement to $50.74/hour.

DUTIES AND RESPONSIBILITIES
The work below is representative of the scope of work performed within this job classification. Individual job duties will vary based on work assignment.
*Coordinate engineering design activities and prepare plans for construction projects
  • Draft constructions plans using computer-aided design and Civil 3D drafting software for Public Works projects, including sewer, storm water, streets and trail plans.
  • Create and revise surfaces, models, alignments, profiles and cross-sections following state and federal standards.
  • Assist in design and check design details, alignments, profile grades, layouts, plan sheets, as-built plans, drawings, and maps; plot topographic data, contour maps, underground details, grading template sections, and soils data.
  • Compute, balance, and check roadway geometrics, contract quantities, earthwork quantities, and cost estimates.
  • Communicate and coordinate with consulting engineers and project managers, contractors, and permitting agencies.
  • Develop plans utilizing proper erosion and sediment control features in accordance with National Pollutant Discharge Elimination System (NPDES) Phase 2 construction permit and the Storm Water Pollution Prevention Plan.
  • Assist in incorporating all aspects of Americans with Disabilities Act into construction plans
  • Assist in preparation of proposals and quantities using electronic bidding software.

*Perform preliminary survey topographic layouts
  • Conduct preliminary design surveying, data collection, and downloading of information.
  • Collaborate with other Public Works teammates in the initial layout of survey data for project design and development.
  • Managing data references throughout the duration of projects, from preliminary design and alternative analysis to final design and electronic control for construction equipment.
  • Interface with project managers and engineers on design issues as they occur, and provide recommendations for solutions to various problems encountered in the design and construction phase.
  • Perform pre-construction plan documentation, and file management for record drawings and data retrieval.

*Maintain and organize design software and files
  • Maintain design standards and survey data records.
  • Create and verify as-built drawings and database links of new and/or repaired city infrastructure.
  • Coordinate standardized use of software practices and data collecting equipment.

*Provide public service to consultants, designers, and other agencies
  • Respond to inquiries, complaints, and requests for information regarding design projects
  • Meet with residents abutting projects to discuss project related details and coordination
  • Provide technical and public project information to affected property owners, transportation agencies, City Council, Commissions, neighborhood groups, and other organizations as appropriate
  • Develop and maintain positive and effective working relationships with property owners, contractors, consultants, and city staff

MINIMUM QUALIFICATIONS
Education and Experience
An Associate's degree in Engineering Technology or closely related field and two (2) years of experience as an Associate Engineering Technician or equivalent position.
OR
A High School diploma or equivalent and six (6) years of experience as Associate Engineering Technician or equivalent position.
OR
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
Licenses and/or CertificationsA Valid Driver's License
Additional Education Required Within Two Years An individual selected for this position who does not possess the additional educational requirements at the time of hire must achieve these requirements within two years as a condition of continued employment.
  • Civil 3D training course or equivalent
  • Trimble Total Station training course or equivalent
  • Global Positioning System (GPS) training course or equivalent
  • GIS training course or equivalent

Desirable QualificationsTwo (2) years' experience as a CAD designer or topographic surveyor or similar/related experience
University of Minnesota, Erosion and Stormwater Management: Design of Construction SWPPP Design
Coursework in municipal utility design inspection
Project management course or seminar
ADDITIONAL INFORMATION
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of: current civil engineering principles and practices as applied to design drafting techniques, surveying and staking methods, equipment and technology; plan review and public works infrastructure projects; City codes, standards, and regulations related to assignment; state and federal aid project requirements; AutoCAD and ArcGIS techniques; and basic computer operations and software programs.
Skill in: communication and public relations; developing and maintaining effective working relationships; and the use of computer aided design, mapping, and surveying equipment.
Ability to: work with a wide cross section of people to solve various technical design issues; read and comprehend civil engineering plans pertaining to municipal engineering projects; effectively manage variable workloads and time commitments; maintain records; prepare thoughts and ideas effectively both orally and in writing; and operate a motor vehicle in all weather conditions.
