Job Description
Interested in municipal engineering and construction? Join us! We are currently accepting applications for an Engineering Technician in our Engineering Department. This position offers a mixture of in-office and on-site tasks. Duties include: assisting in preparing engineering construction plans and drawings with Computer Aided Design (CAD) software; performing advanced mathematical computations in solving problems relating to area, volume, grade, etc.; inspecting utility installation and other construction related inspections; verifying grades for construction activities; and more!
Requirements:
  • A minimum of an Associate Degree in Civil Engineering Technology, GIS, or a related field OR an equivalent combination of education and relevant work experience
  • Possess or obtain (within 30 days of hire) and maintain a valid Wisconsin driver's license
  • Ability to read and interpret construction plans, perform technical mathematical computations related to construction and design problems
Preferred Qualifications:
  • 2 or more years of relevant work experience
  • Ability to operate surveying instruments and performs technical survey duties
The wage range for the Engineering Technician I is $25.9189 - $30.2099 per hour. Requirements include: Minimum of an Associate Degree in Civil Engineering Technology, GIS, or a related field OR an equivalent combination of education and relevant work experience.
The wage range for the Engineering Technician II is $28.5756 - $33.3063 per hour. Requirements include: Minimum of an Associate Degree in Civil Engineering Technology, GIS, or a related field and 2 years of relevant work experience OR an equivalent combination of education and experience.
The wage range for the Engineering Technician III is $30.0044 - $34.9715 per hour. Requirements include: Minimum of an Associate Degree in Civil Engineering Technology, GIS, or a related field and 4 years of relevant work experience OR an equivalent combination of education and experience.

ENGINEERING TECHNICIAN III JOB DESCRIPTION
POSITION SCOPE
Under minimal supervision, this position performs services in the office and in the field requiring specialized technical abilities in the preparation and design of plans and inspection of various municipal construction projects. This position performs technical mathematical computations related to design problems, horizontal and vertical curve calculations, earth work quantity calculations, material testing, establishing proposed curb and gutter grades, review layout of underground municipal utilities, and preparation of plans and bidding documents. This position requires computer knowledge for computer aided design (CAD), geographic information system (GIS), asset management software, spreadsheets, and word processing. This position must maintain a good working relationship with numerous contractors, engineers, surveyors, and the public.
This position is required to have a thorough knowledge of mathematics, construction techniques, and materials.
ESSENTIAL FUNCTIONS
Prepares engineering construction plans and drawings with Computer Aided Design and Drafting (CAD) software, assists in maintaining the Geographic Information System (GIS) for use by the Engineering Department, assists in the operation and maintenance of the asset management program with other departments, and various governmental agencies. Maintains record information and office files as directed.
Performs checks on own work to eliminate the possibility of errors and makes observations that detect potential construction problems and relates those issues/concerns to the Civil Engineer or City Surveyor for remedial action.
Performs advanced mathematical computations in solving problems relating to area, volume, grades, horizontal and vertical curves, and other trigonometric problems in the design, layout, staking, and inspection of various engineering projects.
Verify grades for construction activities (buildings, sidewalks, driveways, lawns, curb and gutter, sanitary sewer, storm sewer, water, street grading, and other municipal construction activities).
Interprets plans and specifications and performs quality assurance inspection and documentation for water mains, sewers, soils, pavements, and concrete construction. Supplies information for partial and final pay estimates of construction projects. Maintains record information and office files and organizes field book data.
Works with property owners and contractors to coordinate and address issues that arise during street and utility construction projects. Assists the engineers and surveyors to anticipate project needs, scheduling, and resolving conflicts that may arise.
Oversees, trains, and reviews the work of seasonal Engineering interns.
Operates surveying instruments and performs technical survey duties.
Responsible for administration of various CIP programs, as assigned.

EDUCATION/EXPERIENCE/CERTIFICATIONS
A minimum of an Associate Degree in Civil Engineering Technology, GIS, or a related field and 4 years of relevant work experience OR an equivalent combination of education and experience is required.
Must possess or obtain (within 30 days of hire) and maintain a valid Wisconsin Driver's License.

WORK ENVIRONMENT
Job consists of a combination of sitting, standing, walking and driving. There may be some exposure to heat, cold, wet, and slippery conditions. In addition, there may be occasional exposure to dust, noise, and chemicals. Lift on occasion a max of 50 lbs. with infrequent lift or push of 25 lbs.

TECHNICAL AND ENGINEERING EMPLOYEES
(Effective January 1, 2024)
Benefits listed are for full-time employees. Part-time employee benefits are prorated based on the budgeted hours of the position except for vacation which is prorated based on the number of hours actually worked.
BENEFITS AVAILABLE IMMEDIATELY UPON EMPLOYMENT
Paid Holidays
New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, day after Thanksgiving, Christmas Eve, and Christmas Day.
Floating Holidays
Three floating holidays to be taken at the employee's discretion with supervisory approval. Employees hired January 1 - June 30 are entitled to three floating holidays during the first year of hire. Employees hired July 1 - December 31 are entitled to one and one-half floating holidays during the first year. Employees terminating prior to July 1 are entitled to one and one-half floating holidays. Floating holidays not used within the calendar year will be forfeited.
Sick Leave
One day per month accruable to 120 days.
Wisconsin Retirement System
As required by state law, the City and the employee are each required to contribute into the Wisconsin Retirement System. The total contribution is 13.8% of earnings, with the City and the employee each contributing 6.9%.
Deferred Compensation Plans
Available participation in a 457 retirement savings plan offered by the City. Contributions cannot exceed the annual maximum limit allowed by the IRS.
Roth Plans
Available participation in the Roth 457 and Roth IRA retirement accounts offered by the City. Contributions cannot exceed the annual maximum limit allowed by the IRS.
Supplemental Worker's Compensation Pay
Upon the determination of eligibility, the City shall pay a regular full-time employee who is injured on the job the difference between their regular salary and their worker's compensation payments, as long as the employee is on injury leave, but not to exceed 90 days for the same injury. If an employee receives the full 90 days of injury leave and is still unable to return to work, the City Council may at its' discretion grant an extension of injury leave.

The City pays 85% of the cost of the health insurance premium for an active regular full-time employee.

Employee pays 100% of the monthly premium.

Employee pays 100% of the monthly premium.
BENEFITS AVAILABLE THE FIRST OF THE MONTH FOLLOWING SIX MONTHS OF SUCCESSFUL CITY SERVICE
Long-Term Disability Insurance
City pays 50% of the monthly premium. Employees working 30 hours per week or more are eligible.
Flexible Spending
Optional participation in a health care and/or dependent care Section 125 pre-tax reimbursement account, subject to IRS regulations.
ADDITIONAL BENEFITS
Educational Assistance & Incentive Pay
City may pay a portion of tuition per the Educational Assistance Program.
VACATION SCHEDULE
The standard vacation accrual schedule for an employee working a 40-hour work week schedule is as follows:
Non-represented regular full-time and regular part-time employees hired on or after January 1, 2023 shall receive 40 hours vacation on their first day of employment, with the number of hours subject to proration based on hours worked and position vacation accrual schedule. If employment is terminated prior to one year of service, the employee will reimburse the City for any used hours on their final pay check.
