SDOT's core responsibilities include maintenance and Operations of the city's transportation right-of-way, the expansion of the city's bicycle and pedestrian network, care of over 240 bridges, permitting use of public spaces and enhancing access to the regional transit system. With approximately 1,100 dedicated staff, SDOT maintains an operational presence 24 hours a day, 7 days a week, in all weather conditions to serve and ensure Seattle's public mobility.
SDOT has an exciting opportunity for a highly collaborative and detail-oriented Engineering and Operations Manager (Manager3, Engrng&Plans Rev) to oversee, guide and manage the Engineering and Bridge Operations groups within the Roadway Structures Division.
The Roadway Structures Division is responsible for the following main areas and line of business: management and engineering of structures located within the public right of way; mechanical, electrical, concrete and timber crew maintenance and construction of structures consisting primarily of bridges, stairways, retaining walls, and areaways; operation of movable bridges; conducting structural inspections in accordance with state and federal requirements; engagement with partner agencies; and bridge outage and emergency response. This position must also support departmental goals in promoting diversity, race and social justice. The position will report to the Roadway Structures Division Director.Major Duties:
- Budget tracking for both the Engineering and Bridge Operations groups.
- Participation in the rotating Emergency Duty Officer Manager On-call roster and SDOT Incident Management Team as the Operations Section Lead for Roadway Structures.
- Part of the rotating team as Manager-on-Duty for Division Stand-by response.
- Liaison for SDOT lnter-Agency project coordination.
- Oversight of response to customer service requests, permit review and other types of inquiries.
- Coordination for response to claims, Public Disclosure Requestions, and other legal proceedings.
- Oversight of safety and technical training and other certification programs.
- Oversee the development of new standard operation procedures and updating existing ones as needed.
- Coordination of Capital Project subprograms including and not limited to the Bridge Seismic Retrofit, Bridge Rehab and Replacement, and Stairway Replacement Programs
- Serve as technical lead representing SDOT and Roadway Structures best interests for developing and ongoing projects.
- Support in the development of grant submissions
- Collaborate with other divisions and work teams in the development of future funding packages.
- Personnel management and coordination with SDOT HR and SDHR business partners.
- Communicating with Union Business Representatives.
- Coverage for the SDOT Division Director and direct report Supervisors.
- Support department goals in promoting diversity and social justice.
- Direct Report: Bridge Engineering Supervisor.
- Current Group Size: 5 FTEs.
- Guidance for or direct management of the following programs managed directly by Roadway Structures Division: Bridge Inspection, Bridge Load Rating, Bridge Painting, Bridge Major Maintenance, Emergent Projects, Repair/Design and design lead for Roadway Structure assets including and not limited to bridges, areaways, stairways, and retaining walls.
- Participation as a Team Lead, co-lead, and/or inspector for the Bridge Inspection, Stairway and Areaway Programs. Could be called as a Subject Matter Expert for responsibilities associated with the Division.
Bridge Operations Duties:
- Direct Report: Bridge Operations Supervisor.
- Current Group Size: 22 FTEs and 4 TES.
- Oversight of the bridge operations program within the requirements of the US Coast Guard regulations for movable bridges as defined under 33 CFR Part 117 Guidance for or direct management of Bridge Operations
- Responsible for reviewing, developing and/or oversee the development of Bridge Operator schedules for both operations and maintenance.
- Identify and collaborate in the development of Bridge Operator training.
- Oversee and/or coordinate between Bridge Operators, engineering, and maintenance staff.
Education: Bachelor's Degree in Civil Engineering or Civil Engineering Technology
Experience: Ten (10) years performing bridge or a combination of bridge and structural inspections, maintenance repair designs, and project management for asset maintenance and capital improvement programs. Five (5) years of progressive and increasingly progressives experience in supervision and management of personnel and staff.
OR: An equivalent combination of education and experience that demonstrates the ability to perform the position's duties.
Though not requirements, strong candidates will have some of the following experience or are able to describe comparable experience:
- Ability to analyze, prepare, communicate, and implement programs effectively.
- Experience working with and managing multi-discipline work teams.
- Able to work in a challenging environment and demonstrate the ability to analyze complex technical issues and develop a course of action or response.
- Be able to function effectively with minimal instruction and a high degree of independence and initiative.
- Ability to be able to work and manage staff in a matrix organization and hybrid work environment
- Be technically savvy with the use of technology to create a more efficient work environment
Work Environment/Physical Demands:
Most work is performed in a normal City work/office environment; should be able to manage and coordinate staff responsibilities in a office or hybrid work environment. Field assignments entail exposure to all types of weather, traffic, hazardous/toxic substances, and work in or near construction sites or an environment that may be below ground, at grade, or at extreme vertical heights or in confined spaces. May be required to lift over 50 pounds. May be required to stand, walk, or bend for extended periods of time. May be required to work nights, evenings, weekends, and/or holidays. Overnight travel may be required.
Licenses/Certifications:
- Current WA State driver's License or evidence of equivalent mobility.
- Current WA State Professional Engineering License or ability to obtain by comity within six months after the start date.
