***Employee must reside within the geographic areas of assignment which include: Boone, Cabell, Calhoun, Clay, Kanawha, Jackson, Lincoln, Logan, Mason, Mingo, Nicholas, Putnam, Roane, Wayne, and Wirt Counties; or within a 1-hour drive time of the Charleston Office.***
Employee will be assigned to the Division of Land Restoration, Office of Special Reclamation Central Region. Employee will perform professional engineering work at the administrative and supervisory level providing a wide variety of engineering services. Will assure all programmatic functions and duties are being performed in accordance with all applicable state and federal laws, regulations, and policies. Will direct the Central Region and make assignments toward achieving program goals.
Employee will provide development of engineering designs and plans of professional (PE) certification for all Special Reclamation land and water reclamation projects in the Central Region, or other regions if assigned, including conducting on-site pre-bid and pre-construction conferences.
Employee will supervise and train subordinate engineering staff in preparation of designs, documents and engineering processes.
Employee will provide supervision and direction for OSR inspectors and contractors during contract execution and monitoring the performance of reclamation work.
Employee will represent DEP in matters pertaining to area of responsibility.
May be an alternate to the Engineer Chief in representing DEP on the Special Reclamation Fund Advisory Council.
Employee will attend state and regional meetings and forums concerning Acid Mine Drainage and land reclamation related topics, such as: AMD Taskforce Symposium, OSMRE Training.
Employee will provide assistance as needed in the area of assignment to the Deputy Director, or Director. Employee will perform other duties as assigned and/or required.
Employee will be responsible for updating database of sites and report on status of reclamation regularly.
Ideal candidate would display proficient use of AutoCAD drafting software for completion of design drawings. Will prepare cost estimates of reclamation for initial liability and at time to be bid out to contractors. Work with the program manager on completion and operation of water treatment sites which have an NPDES discharge permit. Must have a valid driver's license. Position requires travel in the counties within the Central Region, and other counties in the state.
Note: Regular attendance at the Central Charleston office is an essential part of this position.

Training: Current Professional Engineer (PE) license issued by the West Virginia State Board of Registration for Professional Engineers.
AND
Experience: Eight (8) years of full-time or equivalent part-time paid experience as a licensed Professional Engineer in a responsible capacity in charge of engineering projects.
Note: The experience must have been acquired after the bachelor's degree but may have occurred before or after registration as a professional engineer.

Preference will be given to applicants who have degree in Civil Engineering, or Environmental Engineering, or Mining Engineering; have experience with mining reclamation and acid or alkaline mine water treatment remediation.
