About this position:
This position serves as Louisiana's statewide expert in matters pertaining to bridge management. This involves developing, implementing, maintaining, monitoring and revising, as necessary, a comprehensive critical and complex system for maintaining and improving bridge conditions at a network level. This position requires extensive knowledge of bridge types, bridge distresses, bridge rehabilitation options, construction methods, and material properties. A thorough knowledge of the state's location referencing system is also required. The incumbent requires the ability to work with complex computer software and to stay abreast of changes in technology associated with bridge distress data collections and bridge management systems. The Bridge Management System is a statewide program that encompasses approximately 7,800 state owned bridges as well as approximately 4,700 locally owned public bridges. There is a biweekly SER rate of $3,316.00 for this position.
This position may be filled as either a probational appointment; a promotion; or by detail to special duty.

MINIMUM QUALIFICATIONS:

Possession of a current Louisiana license to practice professional engineering and one of the following:

1. Two years of licensed engineering experience.

2. Six years of professional engineering experience.


SUBSTITUTIONS:

A master's degree in engineering will substitute for one year of the required experience.

A Ph.D. in engineering will substitute for two years of the required experience.

Advanced degrees will substitute for a maximum of two years of required experience.


NOTE:

Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.

Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.


NOTE:

FUNCTION OF WORK:

Serves as a leader and departmental authority in either a broad area of engineering or in a narrow but intensely specialized field of engineering.


LEVEL OF WORK:

Expert.


SUPERVISION RECEIVED:

Broad direction from an Engineer 7 or 8. Alternative reporting relationships may be approved by SCS.


SUPERVISION EXERCISED:

May exercise functional/project supervision over lower-level engineers, other professionals or engineering technicians.


LOCATION OF WORK:

May be used by all state agencies.


JOB DISTINCTIONS:

Differs from Engineer 5 by the presence of designation as a Dual Career Ladder job.


Differs from Engineer 6 by the absence of responsibility for direct supervision over professional engineers.

This position serves as Louisiana's statewide expert in matters pertaining to bridge management. The Bridge Management System is a statewide program that encompasses approximately 7,800 state owned bridges as well as approximately 4,700 locally owned public bridges,
40% Conducts analyses and prepares reports on current bridge conditions and on future bridge conditions. Expertise is required in the area of bridge management for such analyses so as to properly establish appropriate condition ''states' deterioration rates, treatment points and types, and treatment costs. These analyses and reports outline recommended strategies to optimize bride conditions at the network level within a predefined budget. These analyses are done using a highly complex procedure known as "multi-year prioritization" for with this position is expertly trained. These reports are prepared for setting DOTD's long-term network bridge condition goals.
10% Generates project priority listings from analysis and reports for the selection process of the DOTD Bridge Project Selection Committee. Employee also serves on this committee for the selection and prioritization of bridge projects.
10% Works closely with the Bridge Maintenance Section in the inspection/collection of bridge element information, including inventory qualities and condition states; ensures proper and accurate transfer of the bridge inspection data; resolves conflicts relative to bridge element descriptions, element quantities and element conditions. Coordinates with the Asset Management Engineer in calculating bridge performance measures and target setting for use in the Transportation Asset Management Plan (TAMP).
I0% Designs and updates computerized bridge deterioration models, life cycle costing models and benefit/cost models to use in the Bridge Management analysis software (AASHTOWARE BrM and AgileAssets Structures Analyst).
I0% Performs quality assurance checks of inspection data for bridge management data by running database queries and verifying data samples. Also runs quality assurance checks through comparisons with previous data collection cycles.
5% Continually acquires highly specialized training in the field of bridge management by attending conferences/workshops and by annual participation in the user group meeting for AASHTOWARE BrM.
5% Monitors and runs quality control checks on bridge condition data for all structures synchronized between Bridge Management Software BrM and Bridge Inspection Software Asset Wise.
5% Maintains BMS server and database to ensure efficient use for Bridge Inspectors and other users and gene1·ates bridge management budget analyses and annual reports.
5% May be required to perform other duties including but not limited to, emergency/disaster support activities.
While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules and regulations as well as DOTD policies, procedures, manuals and directives.
SUPPLEMENTAL QUALIFICATION REQUIREMENTS
