Position: Engineer 7 (Regional Operations Manager)

Responsibilities:
  • Serves as the Regional Operations Manager of the CPRA Lafayette Office
    1. Manages two functional units comprised of professional level engineers and scientists responsible for construction, operations, maintenance, and monitoring work for the western defined region of the State of Louisiana
      • Directs and manages the work of subordinate staff
      • Ensures projects remain on schedule and under budget
      • Provides budget projections and updates to the Operations Chief and Assistant Administrator as requested
      • Participates in coordination of engineering design, contracting, and onsite inspection of construction projects
      • Serves as coordinator for all coastal restoration and hurricane projects carried out within the CPRA region
      • Serves as the primary mediator between the regional office and other CPRA divisions, other governmental agencies and private interests

The maximum salary for an Engineer 7 is $154,690 annually.

Qualifications
MINIMUM QUALIFICATIONS:
Possession of a current Louisiana license to practice professional engineering and one of the following:
1. Three years of licensed engineering experience.
2. Seven years of professional engineering experience.
SUBSTITUTIONS:
A master's degree in engineering will substitute for one year of the required experience.
A Ph.D. in engineering will substitute for two years of the required experience.
Advanced degrees will substitute for a maximum of two years of required experience.
NOTE:
Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.
Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.
NOTE:
Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met.

Job Concepts
FUNCTION OF WORK:
To manage a major engineering function for a state agency.
LEVEL OF WORK:
Manager.
SUPERVISION RECEIVED:
Broad from an Engineer 8 or higher. Other reporting relationships may be approved by SCS.
SUPERVISION EXERCISED:
Subordinate staff typically consists of Engineers 6 and other lower-level Engineers. Alternative reporting relationships may be approved by SCS.
LOCATION OF WORK:
May be used by all state agencies.
JOB DISTINCTIONS:
Differs from Engineer 6 by the presence of second-line supervision over professional engineers. Exceptions to this distinction may be approved by SCS based on program scope and/or complexity.
Differs from Engineer 8 by the absence of responsibility for directing large-scale engineering projects or programs for a state agency.

Analyzes and assigns priorities to needs; makes program and budget recommendations to agency administrators.
Monitors contract construction and maintenance projects; monitors project progress, reviews plan changes, performs inspections, and recommends final acceptance of completed projects.
Reviews the purchase of equipment and materials.
Confers with other public agencies concerning district activities, projects, and work force. Investigates and responds to inquiries by public officials and the public.
