This position (job classification Emergency Management Specialist II) supports the Division of Emergency Preparedness and Response (EP&R).
Job responsibilities:

  • Provides professional-level programmatic and operational support to emergency preparedness, response, and recovery functions.
  • Serves in a leadership role on the Health Department's Incident Management Team (HD-IMT) and is the primary specialist supporting the readiness of resources and personnel, their activation, deployment, and sustained operations during public health emergencies.
  • Utilizes an all-hazards approach to develop operations and tactics-level plans, standard operating procedures, and guidelines to support operations.
  • Provides support and contributes to major projects across various EP&R program areas such as developing, reviewing, and revising emergency plans; designing, conducting, and/or supporting trainings and exercises; writing, reviewing, and supporting implementation of after-action reports and corrective action plans; supporting logistics processes and inventory management; supporting community preparedness and healthcare preparedness programs; supporting safety, security, and facilities management initiatives; contributing to IT-related programs and projects; and supporting volunteer management.
  • Assists in the development of EP&R-related grants, their management, implementation, and reporting requirements.
  • Develops situational awareness reporting processes in support of EP&R programs. Analyzes and validates data to produce verified information that supports emergency preparedness and response decision making.
  • Supports rapid field deployments, no-notice responses, no-notice support to duty officers, and similar activities.

Position works under the supervision of the operations coordinator.
Health Department positions are designated as emergency responders in the event of a public health crisis. As a public health emergency responder, this position may be reassigned to provide support based on the emergency response service needs. The temporary reassignment may require employees to function in a role outside of the typical job duties and/or work an alternative work schedule to include weekends and evenings.
Note: The salary for this position may not exceed the midpoint. Promotional rules apply for current Fairfax County Government and Fairfax County Public Schools employees.
MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a degree in business administration, public safety, Emergency Management or related fields, plus two years of professional work experience in Emergency Management or public safety.
CERTIFICATES AND LICENSES REQUIRED:
  • Driver's license
  • CPR (Required within 60 days)
  • AED (Required within 60 days)
  • Certificates of Incident Command Systems training- NIMS 100, 200, 700, and 800 within twelve (12) months from date of hire.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a check of the Child Protective Services Registry, and a driving record check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
  • Knowledge and understanding of public health emergency preparedness. Knowledge of the National Incident Management Systems (NIMS), the Incident Commend System (ICS), the Center for Disease Control and Prevention's (CDC) Public Health Preparedness Capabilities, and other recognized standards and best practices in public health emergency preparedness and Emergency Management.
  • One or more years of experience developing, revising, and implementing standard operating procedures which reflect CDC Public Health Preparedness Capabilities, National Preparedness Goal Core Capabilities, and other relevant federal guidance.
  • Operational knowledge of systems and organizational structures commonly used in Emergency Management including WebEOC, mass notification systems, geographic information systems (GIS), Emergency Operations Centers, etc.
  • Experience serving in on an all-hazards incident management team during emergency incidents and/or planned events.
  • Exceptional organization and time management skills that reflect an ability to manage multiple, time-sensitive priorities, projects, and deliverables with excellent attention to details.
  • Demonstrated proactive approaches to problem-solving during stressful, complex situations.
  • Expert-level written and oral communications with demonstrated ability to develop written products, both technical and non-technical, for a diverse range of audiences
  • Completion of ICS 100, 200, 300, 400, 700 and 800.
  • Flexibility to work in a dynamic, emergency preparedness and response-focused environment.

PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature; however, job entails walking, standing, sitting, stooping, climbing stairs, reaching and bending; uses hands to grasp, handle, and feel. Visual acuity is required to read data on a computer monitor, digital display, and audio-visual instruments. Must be able to operate keyboard driven equipment and computer. Must be able to lift and carry up to 25 pounds (50 pounds with or without assistance). Position frequently communicates and must be able to exchange accurate information with others verbally (in person or telephone) and in writing. Ability to drive and operate a motor vehicle and maintain a valid driver s license. Generally, works in an office setting but will be required to work in other non-office environments including warehouses, other buildings and outdoors; Ability to work in all weather conditions and during daytime and nighttime hours. Must be able to participate fully as a member of the Health Department's Incident Management Team and support no-notice responses with or without accommodations.
