Job description

Are you passionate about the training and exercise functions of Emergency Management? Do you have experience in an all-hazards Emergency Management program? If so, the Prince William County Office of Emergency Management has a career opportunity for you as a Senior Emergency Management Specialist!
As the Senior Emergency Management Specialist for Training & Exercises, you will develop and coordinate the delivery of all hazards training and exercises to ensure the County is prepared for planned events and incidents. This is accomplished through direct coordination with internal and external partners, team leadership, course and exercise development, and the development and implementation of the County's Multi-Year Integrated Preparedness Plan.

About This Role:
This position will:

  • Provide strategic analysis of Emergency Management training and exercise requirements, identify gaps, and develop solutions to support the County's Emergency Management program and its whole-community stakeholders.
  • Develop, revise, and maintain training classes including, but not limited to, Multi-Agency Coordination processes and procedures.
  • Schedule, coordinate, and conduct all-hazard preparedness, response, and recovery training classes, workshops, and other informational forums to educate internal and external stakeholders.
  • Develop, coordinate, conduct, and evaluate the County-wide exercise program as it relates to all phases of Emergency Management.
  • Develop, implement, and maintain the County's Multi-Year Integrated Preparedness Plan.
  • Serve as the Emergency Management program's primary point of contact for all-hazards training and exercise efforts.

During emergency events, the incumbent will be expected to fill a Section Chief or Branch Director role in the County's Multi-Agency Coordination Center.

Minimum Requirements:
  • High diploma or G.E.D. and 5 years of related experience.
  • At least five years of professional Emergency Management experience. Experience can be at any level of government, the private sector, higher education organizations, or non-profit organizations. Part-time work may be prorated.
  • Licensing Requirements: Emergency Manager Certification

Preferences:
  • Bachelor's Degree from an accredited college or university in Emergency Management, or a closely related field.
  • Work history of disaster activation or multiple full-scale Emergency Management exercises in a state or local government multi-agency coordination environment.
  • At least two years (out of the minimum of five years) of direct experience in a local or state Emergency Management program.
  • At least two years (out of the minimum of five years) of direct experience in the development and delivery of all-hazards Emergency Management training classes and exercises.
  • Experience developing and executing discussion and operations-based exercises.
  • Ability to manage large projects, create project teams, manage project scope, keep projects on task, and ensure project deliverables are completed.
  • Experience with the development of Multi-Year Training & Exercise or Integrated Preparedness plans.
  • Experience coordinating the scheduling of all-hazards training classes.
  • FEMA Master Exercise Practitioner (MEP) certification.
  • Must be a self-starter with strong customer service and organizational skills.
  • Must be able to work independently.
Please note: A substantial amount of this position's work effort will be spent developing/facilitating both discussion-based and operations-based exercises that focus on emergency operations staff development in a multiagency coordination center / emergency operations center setting. The most competitive candidates will have direct experience participating in the response or recovery to multiple emergency or planned events in an EOC/MACC setting. Candidates whose experience is limited to field incident command, or the instruction of incident command system courses, generally do not meet the exercise design/facilitation experience requirements of this position.

Special Requirements:
Background checks, which may include but are not limited to: Criminal History Check, Credit History Check, Education Verification Check, License Verification Check, and/or fingerprinting may be required.
Fire & Rescue Requirement: Effective October 2012, mandated by the Virginia State Board of Health 12VAC5-31-540, VA EMS Regulations require a criminal background check conducted by the Central Crime Records Exchange and the National Crime Information Center via Virginia State Police; and a driving record transcript from your residential state Department of Motor Vehicles.
  • Must hold a valid driver's license and maintain approval to operate a county vehicle for the duration of employment.
  • Must be able to periodically lift 50 pounds without assistance.
  • Federal Emergency Management Agency (FEMA) Professional Development Series (PDS) certification required at the time of employment. (Attach to application)
  • FEMA or VDEM-recognized certification in ICS-300 and ICS-400 is required before the end of the employee's one-year probationary period. (Attach to application, if available)
  • FEMA or VDEM-recognized certification in E/G 146, Homeland Security Exercise and Evaluation Program (HSEEP) is required before the end of the employee's one-year probationary period. (Attach to application, if available)
  • FEMA or VDEM-recognized Incident Command System Train-the-Trainer certification or ability to obtain before the end of the employee's one-year probationary period. (Attach to application, if available)

Work Schedule:
Incumbents will generally work Monday - Friday during normal business hours, with the periodic need to work night or weekend hours in support of emergency or planned events. In the event of an emergency activation or planned event that requires staffing of an assigned Multi-Agency Coordination Center role, work will be on 12-hour shifts, potentially overnight, and may be for up to 14 days until incident conditions allow for reduction in staffing levels. The nature of the position affords the periodic opportunity for flexible scheduling. Occasional telework is permitted during non-emergency operations.

Starting Salary Range: $78,000 - $88,000 Annually
