This position works as a part of the Division of Emergency Preparedness and Response (EP&R) as part of the planning program team.
Under the supervision of the Emergency Planning Coordinator, this position assists in all aspects of the production, review, revision, implementation, and evaluation of department emergency plans, including, but not limited to the Emergency Operations Plan (EOP), plans related to medical countermeasure dispensing, and other plans as directed.
Further duties include:
  • Provides administrative and programmatic support to Division of Emergency Preparedness and Response (EP&R) programs, services, and activities.
  • Develops written and graphic materials, project supporting documents.
  • Assists with plan development, review, revision, and publication.
  • Conducts research; reviews, revises, fact checks, edits, and formats emergency plans and supporting documents.
  • Represents the planning team on training, exercise, and logistical projects and in the development of products based on emergency plans.
  • Performs recordkeeping, data entry, and other administrative tasks in support of EP&R programs as needed.
  • Prioritizes work and manages project timelines to ensure all deliverables are produced and submitted in a timely manner.
  • Uses innovative technology to streamline tasks and create efficiencies within the core planning team.

Note: The salary for this position may not exceed the midpoint of the salary range.
This is an emergency responder position. As an emergency responder working in an emergency response organization, during an emergency activation, employee may be required to work irregular hours, work at a location other than the official duty station, support the department on a 24/7 basis and perform duties other than those specified in the employee's official position description. Required to work nights, weekends and be available for emergency activations.
Required Knowledge Skills and Abilities
  • Knowledge of emergency disaster plans of local, federal and state governments;
  • Basic knowledge of the capabilities of information technology, software and hardware;
  • Ability to demonstrate interpersonal and organizational skills;
  • Ability to effectively present materials and findings in oral and written formats;
  • Ability to develop, implement and evaluate program goals and objectives;
  • Ability to effectively coordinate a variety of Emergency Management related activities;

Employment Standards
MINIMUM QUALIFICATIONS:(Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from an accredited four-year college or university with a degree in business administration, public safety, Emergency Management or related fields.
CERTIFICATES AND LICENSES REQUIRED:
  • Valid driver's license
  • CPR (Required within 60 days)
  • AED (Required within 60 days)

NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position must satisfactorily complete a criminal background check, a check of the Child Protective Services Registry, and a driving record check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
  • Knowledge and understanding of public health emergency preparedness.
  • Knowledge of the National Incident Management Systems (NIMS), the Incident Command System (ICS), the Center for Disease Control and Prevention's (CDC) Public Health Preparedness Capabilities, and other recognized standards and best practices in public health emergency preparedness and Emergency Management.
  • Excellent written and oral communication skills with experience reviewing, researching, recording and organizing information.
  • Experience with MSOffice365 suite and other administrative tools.
  • Experience creating illustrative written or graphical products summarizing and describing complex systems and concepts.
  • Completion of ICS 100, 200, 300, 400, 700 and 8
  • Flexibility to work in a dynamic, emergency preparedness and response-focused environment
PHYSICAL REQUIREMENTS:
Work is generally sedentary in nature. However, job entails walking, standing, sitting, stooping, climbing stairs, reaching and bending; using hands to grasp, handle, and feel. Visual acuity is required to read data on a computer monitor, digital display, print-outs, and audio-visual instruments. Must be able to operate keyboard driven equipment and computer. Must be able to lift from a ground position and carry up to 25 lbs. Position frequently communicates and must be able to exchange accurate information with others verbally (in person or telephone) and in writing. Must have ability to operate a motor vehicle and maintain a valid driver's license. Incumbent generally works in an office setting but will be required to work in other non-office environments including outdoor settings and night time hours. Must be able to participate fully as a member of the Health Department's emergency response unit. All duties performed with or without reasonable accommodations.
