Job Summary
Emergency Communications Specialist New Hire Incentive:
  • $600 Paid upon hire ($300 for part-time)
  • $300 Paid upon completion of a successful completed the field training program ($150 for part-time)
  • $300 Paid upon completion of a successful (passing evaluation) 1-year period ($150 for part-time)
*New hires who receive this incentive and voluntarily leave City employment on or before completion of six months' employment shall repay the City the full $600 new hire incentive ($300 for part-time).
Job Summary
Receives 9-1-1 emergency and non-emergency calls; analyzes, prioritizes and processes call dependent upon information received; provides verbal instructions to render aid as necessary; provides dispatch services for Police, Fire, EMS and other city departments as required.
Essential Functions
1. Answers calls, provides verbal assistance, takes action based on standard operating procedures.
2. Quickly assesses type, nature and status of emergency or non-emergency call; dispatches Police, Fire, EMS or other city departments based on needs.
3. Communicates within multiple databases and computerized aided dispatch systems.
4. Communicates on multiple radio frequencies and operate under emergent conditions.
5. Monitors multiple alerting systems and take action based on needs.
6. Operates within the Texas Crime Information Center (TCIC), National Crime Information Center (NCIC), and other law enforcement databases according to policy and directives.
7. Performs related duties as directed when such duties are a logical and appropriate assignment to the position.
8. Regular and timely attendance are required for this position.
9. Interacts professionally and respectfully with the public, coworkers and others in the course of daily work.

SKILLS, KNOWLEDGE AND ABILITIES
• Must be able to use judgement and discretion developed through education, training and experience; often at a rapid pace and/or under considerable stress.

• Ability to elicit information from callers who are under immense stress.
• Comprehend jurisdictional boundaries and have a good working knowledge of area geography.
• Must have the ability to multi-task, actively listen and utilize keyboarding, typing, data entry skills.
• Demonstrate excellent interpersonal, written communication, leadership, decision making, and problem solving skills.
• Ability to work rotating shifts, weekends, holidays and overtime as required.
• Work effectively with others and maintain ones own stress under intense stressful workloads.
• Demonstrate proficiency on all equipment and technologies within the center.
• Ability to actively listen and maintain radio communications with responders to ensure safe, efficient and effective responses.
• Ability to be flexible and adaptable to changing technology, conditions and workloads.
EDUCATION, EXPERIENCE AND OTHER REQUIREMENTS
High school diploma or equivalent.
Requires a current and valid TCOLE telecommunicators license and minimum three years of experience as a full-time telecommunicator, calculated from the time of licensing issued by TCOLE.
Due to Criminal Justice Information Security (CJIS) requirements, the candidate must never have been convicted, put on court-ordered community supervision, or probation for any criminal offense above the grade of Class B misdemeanor or a Class B misdemeanor within the last ten years from the date of the court order. Class A Misdemeanor Conviction, Deferred Adjudication or Felony Conviction are permanent disqualifiers.
All applicants must pass department required testing, oral interview board, and drug/physical screening. Must pass a Federal/National criminal background investigation and credit check, psychological screening, and polygraph exam.
Must have a valid driver's license with an acceptable driving record as defined by City policy and the ability to obtain a Texas driver's license in accordance with Texas State law.
Must pass a pre-employment physical, drug screen, Titmus vision screening, Ishihara vision screening, and audio (whisper test) screening.

WORKS FLEXIBLE HOURS TO INCLUDE ALL SHIFTS; NIGHTS, WEEKENDS, AND HOLIDAYS AND ACCEPT ON-CALL DUTY STATUS.

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
