Job Description
Division Program Assistant, Division of Special Education

The Division of Special Education is seeking an organized and detailed oriented individual to serve as our Division Program Assistant. This position will be an integral member of the division, working closely with and supporting the Deputy Director and Division Directors.
**Experience in PK-12 Special Education required.
Work Duties Include -
  • Provide support to the Special Education Deputy Director, Special Education Division Directors and Bureau Chiefs on special projects which include collection and analysis of large amounts of data for the agency. Making recommendations for process improvement. Hold regular status meetings with project teams, keeping them informed of changes and progress. Effectively communicate project information to the management team. Resolve and or report to management issues in a timely fashion. Tactfully communicate difficult/sensitive information internally and externally.
  • Assist Special Education Deputy Director, Special Education Division Directors and Bureau Chiefs with oversight of monitoring program compliance/alignment with budget. Track, monitor and document claims for payment processing and ensure contract payments are documented. This work includes discerning whether the expense is allowable under the funding source and coded correctly, according to categories for funding stream.
  • Respond to requests for information regarding Department procedures, practices, guidance and support related to the Individuals with Disabilities Act (IDEA). Researches response by reviewing known/established Department guidance and federal guidance and procedures; and communicating with subject matter experts within the division.
  • Assist Special Education Deputy Director, Special Education Division Directors and Bureau Chiefs, as assigned, monitoring information management and system issues related to Special Education programmatic data. Pull reports from the data system to respond to program inquiries. Track documents posted on websites and data system resource pages to ensure they are up to date.
  • Coordinate calendars which include high-level planning and interaction with stakeholders, executives, legislators and the Governor's office. Assist with the preparation of travel documents, contracts, expense approvals, and related procedures. Assist with the development and composition of correspondence including confidential communications. Maintain contact with organizations, agencies and other public/private organizations through written business communications (reports, letters, and memos).
  • Serve as a member of the department administrative support team.

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university with a degree in any field, and experience equal to three years of full-time professional-level work in program administration, program development, program operations, or management.
2) A total of seven years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.
3) All of the following (a, b, and c):
a. One year of full-time professional-level work experience in program administration, program development, program operations, or management; and
b. A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
c. A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, public health, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
4) Current, continuous experience in the state executive branch that includes thirty months of fulltime work as a Program Planner (any level), Management Analyst (any level), or Administrative Assistant (any level).
