The Opportunity:
Washington State Department of Agriculture's Commodity Inspection Division provides unbiased third-party inspections for a wide variety of Washington State agricultural products and assists agricultural companies in the movement and exporting of their products. The division is made up of roughly 365 FTEs through six statewide programs: Administration, Fruit and Vegetable Inspection, Grain Inspection, Grain Warehouse Audit, Seed Inspection and Certification, Hemp and Cannabis Lab Analysis Standards.
The Commodity Inspection Division (CID) administration team provides high level customer service, financial and human resource oversight, and project management to the six programs within the division. Our team ensures agency and division policies and procedures are implemented consistently and accurately. CID Administration oversees division-wide initiatives such as rulemaking and budget allotments.
The Division Operations Analystreports directly to the Business Administration and Operations Manager (MA5) and provides financial oversight for all six programs within the division. Additionally, this position serves as the division rulemaking coordinator.
This is a great opportunity for someone who finds value deep diving into projects that require research and analysis and enjoys working on a wide range of topics but also enjoys being able to check tasks off their list at the end of the day.
What to Expect
Some of the various responsibilities within this role include:
  • Reviews program accounts on a monthly basis to ensure Commodity Inspection Division programs' fund balances maintain an appropriate level necessary to operate the program.
  • Conducts analysis on current and past program expenditures/allotments and conducts research on potential financial considerations to determine program's fund balances are adequate if expenditures are in line with expectations.
  • Reconciles agency financial data with program financial data at least twice a month through Profit and Loss Statements and program specific financial databases (such as AgTrax) using the DES Reporting Portal.
  • Analyzes payroll, HRMS and Enterprises (budget) System data, devises queries from compiled reports on division funds, allocations and trends and delivers updates/reports to the management team related to reclassification impacts, salary adjustments, operations, and budget impacts.
  • Apply laws, regulations and agency policies and procedures in preparing and filing agency rulemaking documents, ensuring accuracy, appropriateness, and timeliness.
  • Assists Program managers in drafting rule language in the appropriate rule making style for punctuation and grammar.
  • Drafts all rulemaking documents including CR-101, CR-102, CR-103, Small Business Economic Impact Statement. Files all rulemaking documents with the Office of the Code Reviser.
  • Tracks division rule status and provide status updates to the agency rules coordinator and Assistant Director.
  • Provides guidance and support for program managers regarding the agency's rule making process to ensure documents and the process are completed timely.
  • Monitors the movement of division rulemaking throughout the rulemaking process to ensure rulemaking is completed within the allotted time frame.
  • Plans, conducts, and leads financial, operational and/or administrative projects as assigned or directed.
  • Provides timely communication to division management, staff and stakeholders regarding project scope, timelines, process changes and expected results.
  • Monitors and reports program's performance measures, such as performance measures included in program strategic plans, OFM performance measures and any Results Washington (or equivalent) performance measures. Performance measures are reviewed annually or quarterly depending on specific measure and program deliverables.
  • Manages current division contracts, tracks expenditures related to contracts, completion of deliverables, and contract end dates.
  • Coordinates with Agency Contracts Manager and program subject matter expert to draft new contracts and contract amendments of short-term duration and minor scope projects.

Qualifications
Who should apply?
Professionals with:
Bachelor's degree in business administration, public administration, law, public health, health administration, or a related field AND three (3) years of experience conducting research and analyzing policies, laws, rules, or regulations or comparable combination of graduate education and experience.
OR
High school diploma or equivalent.
AND
Seven (7) years of relevant accounting, auditing, reconciling work experience. Equivalent education may be substituted for years of experience.
AND
Must be able to acquire and maintain a valid Washington State Driver's License to utilize state motor pool vehicles.
In addition to the above qualifications, the following desired knowledge, skills, and abilities will make your application more competitive:
  • BA/BS in business administration or public administration or financial related field.
  • Project management experience/ training.
  • Knowledge of state government organization and administrative procedures, federal and local government functions.
  • Travel and Expense Management System (TEMS), Washington State Department of Enterprise Services (DES) - the Expenditure Portal as well as the Accounts Receivable System Portal, and agency designated software.
