Under the general direction of The Deputy District Director of Planning, the incumbent serves as the district's advisor and subject matter expert on public outreach and engagement for the district's plans and project development. The incumbent develops and manages the Community Engagement Program at the district level to promote, incorporate, and support Community Engagement activities through resource materials, best practices, guidance, and templates to district staff for the purpose of equitably improving the multimodal transportation network and promoting equity and livability in all communities. The incumbent's work promotes meaningful and equitable Community Engagement in transportation with the goal of creating a brighter future for all Californians.
The District Community Engagement Program Manager will help develop and promote an engagement process that embodies social justice principles, where everyone is treated with respect and fairness. Working with district staff across multiple functions, the incumbent will promote the integration of meaningful, equitable, and consistent engagement and outreach with the public, advocacy groups, transportation agency partners, and stakeholders in all district plans, programs, and projects. The incumbent will actively help to transform Caltrans programs, policies, and procedures based on this engagement to improve quality of life for all Californians, with particular focus on front line, underserved, disadvantaged, and vulnerable communities (equity priority communities). As a result, the Community Engagement Program will provide continuity in outreach and engagement throughout the planning and project development processes.
The incumbent will support the development and deployment of the new Caltrans Public Engagement System (CPES) and provide guidance to district CPES users on best practices in using CPES during transportation planning and project delivery. CPES is an enterprise-level, web-based public engagement platform to help Caltrans staff improve public input in the planning and project development processes; help collect, store, categorize, track, measure, and retrieve public engagement information from one project phase to the next; and respond to public comments for Caltrans plans and projects. The incumbent will help with the district deployment, operation, and maintenance of CPES, working in coordination with multiple district divisions as needed, and with the Public Engagement Program Manager in the Headquarters Division of Transportation Planning (DOTP), who will be the overall manager for CPES. The incumbent will monitor and collect CPES metrics to track status and progress of district level engagement for annual reporting and performance measures.

Working Conditions
Position located in Eureka, Humboldt County.
While at their base of operation, employees will work in a climate-controlled office under artificial lighting. Incumbent may also be required to travel and work outdoors and may be exposed to dirt, noise, uneven surfaces, and/or extreme heat or cold. Periodic travel is required for fieldwork and training. Incumbent may be required to work overtime and may remain in field locations in rural areas without facilities.
TELEWORK -
This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans's evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required and reimbursement considers an employee's designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.
New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.
