The Alameda County Water District, located in Fremont, California, is seeking to hire a Distribution Maintenance Supervisor to join the Operations and Maintenance team. The Distribution Maintenance Supervisor position, under general supervision, will plans, schedules, directs, and supervises the activities of field work crews engaged in the installation, inspection, testing, repair, and maintenance of water distribution system pipelines and related appurtenances and/or warehouse activities and staff; coordinates work plans with appropriate District personnel, outside agencies, and contractors; prepares the annual budget request for the work unit, estimating staffing and capital equipment needs; monitors and controls unit expenditures after budget adoption; investigates non-routine customer complaints and recommends solutions; provides information and assistance to insurance investigators, customers and the general public; and performs related work as required. This job class requires initiative, accuracy, attention to detail, organizational skills, the ability to focus on multiple tasks, and professional level analytical and evaluative judgment.
Examples of Duties
TYPICAL EXAMPLES OF DUTIES MAY INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING:
  • Participates in selection interviews and hiring of new staff; prioritizes, assigns, and reviews work, approves time off for payroll purposes, and prepares employee performance evaluations; interprets District policies and procedures to employees and administers day-to-day aspects of labor agreements with employee organizations.

  • Assembles job folders, prepares and adjusts work schedules, meets with crew members, and assigns work involving construction, inspection, testing, paving, concrete, saw cutting, and maintenance and repair of underground pipelines and appurtenances; schedules and oversees the work of paving, saw cutting, welding, and spoils transport contractors.

  • Visits job sites to inspect and spot check work in progress and provides needed direction to crews; ensures construction work is completed in accordance with engineering sketches and drawings; communicates with field crews via radio-equipped vehicle.

  • Reviews crew productivity on assigned work activities and recommends or implements improved methods, practices, and procedures; ensures safe work practices are followed; makes arrangements for equipment and vehicle inspections, repairs, and maintenance as required.

  • Prepares the annual budget request for the work unit; estimates staffing, equipment, and supply needs based upon recent trends and planned activities; monitors expenditures after budget adoption; approves requisitions for purchase of materials or supplies.

  • Inspects new job sites to estimate manpower, materials, and equipment needed to complete work; coordinates work plans with appropriate District personnel, outside agencies, and contractors.

  • Investigates and reports on non-routine customer complaints and recommends solutions; provides information and assistance to insurance investigators; supervises arrangements for advance public notice of system shutdowns; responds by phone or in person to after-hours main breaks or other emergencies.

  • Maintains records of hours worked and materials used as work is completed; prepares reports and statistics detailing work projects and their status; investigates and reports on field incidents or unusual job conditions; enters information into computerized data base.

  • May supervise the warehouse function including the receipt, requisitioning, and distribution of supplies and equipment; may supervise the meter repair and/or cross connection inspection and installation program; may act for the Division Manager in the latter's absence.

  • Performs other related work as required.

Typical Qualifications
Education and Experience:
Possession of an Associate's Degree or its equivalent; and four (4) years of journey-level experience performing construction, maintenance, or other related activities, including one (1) year of year of lead experience OR completion of the District's Leadership Skills Training Program. Supervisory experience desired.
Candidates who do not possess an Associate's Degree must have a high school diploma and have completed supplemental college level course work equivalent to 30 semester units; and must complete an additional 30 semester units of college coursework, equivalent to an associate's degree, within three (3) years of hire. If not previously completed, completion of the District's Leadership Skills Training Program is required following hire.
Additional Requirements:
- Must possess a valid driver's license and have a satisfactory driving record.
- Must be able to obtain and maintain an unrestricted Class A California driver's license within 12 months of hire and have a satisfactory driving record.
- Must possess backflow tester, backflow specialist, and Water Distribution Operator Grade 3 certificates.
- Must obtain Cross Connection Specialist and Water Distribution Operator Grade 4 certificates within two (2) years.
- Position may be required to be on call 24 hours a day, respond to after-hours emergencies and be required to work unusual or long hours, weekends, and holidays.
-Progression through the salary range will be predicated on the attainment of the required certifications and licensure listed here and as listed under Education and Experience.
Selection Procedure
1. Application materials may be obtained and submitted from the District website: www.acwd.org. Candidates must complete an application and a Supplemental Questionnaire.
2. Completed application materials must be submitted online or to the Human Resources Office no later than 5:00 p.m., on Friday, March 29, 2024, at 5:00 p.m. Application materials must include an Alameda County Water District Employment Application AND a Supplemental Questionnaire. Applications submitted without all the required materials will not be given further consideration. Incomplete applications will not be given further consideration.
3. Candidates who are most qualified will be invited to participate in a qualification's appraisal, which may include a written and/or practical exercise as well as an interview by an appraisal panel.
4. Candidates passing the qualifications appraisal process will be ranked on an employment list for further consideration. Top-ranking candidates will be invited to an interview with the hiring Supervisor.
5. Employment offers are normally made following conduct of reference checks and are always contingent upon successful completion of a pre-employment physical exam, and security background checks. Employment is made contingent upon verification of identity and legal right to work in the U.S.A. pursuant to federal law, and the signing of a loyalty oath, pursuant to state law.
Health Insurance: Coverage is provided through the CalPERS Health program. Employees contribute 1.0% of salary toward the cost of their medical benefits. Under the Cafeteria Plan, employees will receive a flex dollar allowance to purchase healthcare coverage, and qualifying voluntary products.
Dental and Vision: Coverage for the employee and eligible dependents is fully paid by the District.
Retirement: California Public Employees Retirement System (CalPERS) benefit depends on whether the employee is a "new" member or "classic" member under state law.
Classic member: Employee who is a member of PERS or reciprocal agency within six months of hire at ACWD. 2.5% @ 55 with 8% employee contribution. $5000 Retired Death Benefit, 3% Annual Cost-of-Living Allowance Increase, Post-Retirement Survivor Allowance to Continue After Remarriage, Pre-Retirement Death Benefits to Continue After Remarriage of Survivor, Additional Opportunity to Elect 1959 Survivor Benefits, 1959 Survivor Benefit Level 4, Unused Sick Leave Credit, Public Service Credit for Peace Corps, AmeriCorps VISTA, or AmeriCorps Service, Military Service Credit as Public Service, Final Compensation 1 Year, Post-Retirement Survivor Allowance, Prior Service. The District picks up 2.5% of the CalPERS retirement contribution.
New member: Employees hired after 12/31/12 who were not members of PERS or a reciprocal agency within the last six months of hire at ACWD. 2% @ 62 with 7% employee contribution. Effective 7/1/23 PEPRA employee contributions will increase to 7.75%. $5000 Retired Death Benefit, 1959 Survivor Benefit Level 4, 3% Annual Cost-of-Living Allowance Increase, Additional Opportunity to Elect 1959 Survivor Benefits, Final Compensation 3 Years, Military Service Credit as Public Service, Post-Retirement Survivor Allowance, Post-Retirement Survivor Allowance to Continue After Remarriage, Pre-Retirement Death Benefits to Continue After Remarriage of Survivor, Pre-Retirement Option 2W Death Benefit, Prior Service, Public Service Credit for Peace Corps, AmeriCorps VISTA, or AmeriCorps Service, Unused Sick Leave Credit.
Social Security/Medicare: The District does not participate in Social Security, but provides a 1.45% matching Medicare contribution.
Retiree Health Benefits: Coverage is provided through the CalPERS Health program. The District's contribution for retiree coverage shall be the PEMHCA minimum contribution as determined by CalPERS on an annual basis. Please refer to the Memorandum of Understanding for various eligibility and plan details.
Employees hired on or after January 1, 2019 will receive a defined-contribution benefit into a retiree health savings account.
Life Insurance: The District provides you with Basic Life Insurance and Basic AD&D Insurance of one and one half times your annual salary to a maximum of $250,000. There is no cost to employee for this insurance.
Long Term Disability: The District provides you with Long Term Disability Income Insurance of 66 2/3% of monthly earnings with a maximum monthly benefit of $15,000.
Short Term Disability: Coverage is provided through the District for employees working more than 20 hours per week at 66 2/3% of base weekly earnings for the first 12 weeks up to a weekly benefit maximum of $2,350.
Deferred Compensation: Optional deferred income plans allowing tax sheltering of current income and payment later as supplemental retirement income. The District pays a match of up to $1,750 per year to the employee's 401(a).
Vacation: 10 days first year, increasing to 25 days after 20 years.
Holidays: 11 days per year.
Sick Leave: 12 days per year
Management Leave: 80 hours to 96 hours of Management Leave per calendar year (depending on classification).
Employee Assistance Program: Up to 6 sessions for employees and family members for professional consultation and short-term counseling for personal problems.
Tuition Reimbursement: The District will reimburse 100% of the total tuition and textbook costs incurred in taking courses outside of normal working hours related to District employment up to an annual maximum of $5,250.
