We are hiring aDisability Determination Services(DDS)Information Technology(IT) Manager (Information Technology Manager 1) to join our IT Team. In this position you will lead and oversee the planning, design, operation, and maintenance of our local area network running the DDS automated case processing software. In addition, you will oversee other associated systems and applications associated with the operations of the Oregon DDS. You will also oversee and have major responsibility for system and applications security along with the Cisco Voice Over Internet Protocol (VoIP) system.

What you need to qualify
Five years of lead work, supervision, or progressively related experience.
OR
Two years of related experience and a bachelor's degree in a related field.
Essential attributes
We are looking for candidates with:
  • Experience in IT strategic planning, developing mission, goals, and objectives for an IT team.
  • Experience with highly skilled communication in all aspects of business communications, both written and verbal.
  • Experience implementing major IT projects, such as applications, Voice over Internet protocol (VolP), and systems updates.
  • A sound knowledge of current technology skills in networks, servers, applications, and voice communications.
  • Experience establishing programs that attract, develop and retain skilled and motivated IT staff.
  • Highly successful experience working with systems and network security.
  • Experience establishing and maintaining highly visible business relationships with a management team(s).

About the program
The Aging and People with Disabilities (APD) program of ODHS employs approximately 1,600 employees statewide. The program's major responsibilities include establishing health and human service programs that support Oregon's older adults and people with disabilities to live safe, healthy, and meaningful lives. Respecting personal choice and supporting independence in the least restrictive home and community-based setting are cornerstones of APD service delivery.
Disability Determination Services (DDS) is a division within Aging and People with Disabilities (APD). The disability program, as part of the Social Security Administration (SSA), is administered by the federal government. The DDS makes Disability Determinations based on medical, vocational and legal factors. Section 221 (b) of the Social Security Act gives the state agency the authority to make determinations of disability for SSDI and SSI.
Your duties at a glance
As a DDS IT Manager, you will:
  • Plan, manage, and evaluate the activities of the Information Technology unit.
  • Prioritizes work, check progress on projects including testing and implementation of SSA provided claims management software enhancements, development of new claims processing reporting software and configuration of the SSA provided modules to support business functions of the DDS, and integration of federal software down-loads.
  • Develop and maintain vendor contracts for both hardware and software.
  • Manage, operation, and planning of the Voice over Internet protocol (VoIP) communications systems.
  • Manage the creation and maintenance of management information reports for DDS managers and staff.
  • Evaluate and advise Program Director about changes to the federal network, including regional or central repositories for electronic records, use of the internet for accessing medical records, security of electronic transmission of records, local vs. remote control of the DDS Local Area Network.
  • Ensure IT Team provides adequate user support in the operation of desktop systems and applications both in the "in office" environment as well as the Telework settings.
  • Manage and supervise the Information Technology team.
  • Perform supervisory functions by interviewing and hiring new staff members, evaluate performance, and recommend or initiate personnel actions such as promotions, transfers or disciplinary action.
  • Maintain a positive, proactive leadership style to maintain continuously motivated, and professionally challenged staff.
  • Develop and maintain IT strategic plans.
  • Is the designated Security Officer for the Oregon DDS. Must have a proven track record of supporting and implementing the security requirements of the Social Security Administration.
  • Provide training opportunities in valuing diversity; assures that staff are provided non-discriminatory and harassment-free work environments; assures effective recruitment and outreach activities; encourages career development for IT staff.
  • Manage an IT team that supports and encourages remote users, both hybrid and full-time.

Working conditions
  • Majority of your work will be conducted in the office. You may have some opportunities for a hybrid work condition, but this will need to be discussed with and approved by your manager.
  • Occasional day travel within state and overnight (one to four nights) for out of state.
  • Occasional long hours to provide oversight to contractors working on computer related projects.

  • The Oregon Department of Human Services does not offer visa sponsorship. Within three days of hire, you will be required to complete the US Department of Homeland Security's I-9 form confirming authorization to work in the United States. ODHS will use E-Verify to confirm that you are authorized to work in the United States.
  • Individuals selected for positions with the Disability Determination services (DDS) will go through a complete federal background investigation. A suitability determination by the Social Security Administration is necessary to determine whether an employee can be issued credentials to have access to Social Security disability data, records and systems. A pre-screen will be conducted through SSA Office of Deputy Commissioner for Human Resources (DCHR). If the pre-screen is favorable, a job offer can be extended. However, the job offer is still contingent upon a full suitability clearance through DCHR.
  • A valid driver's license and acceptable driving record are required for this position, or you must have an appropriate form of alternative transportation.
