The Job
Develop and implement state-level regulatory/legislative strategies to inform and influence state policy on issues and areas of interest to SCAN Group and its affiliates.
You Will
In collaboration with the Vice President, Policy & Government Affairs, identify key issues relevant to SCAN and develop and execute a strategic plan to advance SCAN’s mission and state-level policy positions. Priority areas include Medicaid, dual-eligible beneficiaries, managed care regulation, primary care, home health care, homelessness, health equity, social determinants of health, among others.
Build positive relationships with and persuasively represent SCAN’s policy positions to relevant State Government agency officials and members and staff of state legislatures in states where SCAN has or seeks to establish a presence.
Create internal and external communications that accurately reflect SCAN's state-level public policy positions, including regulatory/legislative comment letters and summaries, fact sheets and one-pagers, talking points, PowerPoint presentations, Board reports, etc.
Establish systems for tracking and informing key internal stakeholders of proposed state-level policy changes relevant to SCAN and collaborate with the SCAN Compliance team and other internal colleagues to determine implications to SCAN
Participate in and represent SCAN at state-based health plan associations, coalitions, industry, and other relevant policy meetings.
Maintain comprehensive and technical knowledge of issues, attend educational workshops, establish personal networks, and participate in professional societies.
Supervise interns and other staff, as appropriate.
Contribute to federal policy and Government Affairs work, as needed.
Actively support the achievement of SCAN’s Vision and Goals.
Other duties as assigned.
Your Qualifications
- Bachelor’s Degree in Public Health, Public Policy, Public Administration, Social Work, Gerontology, or related field required. Master’s Degree is preferred.
- 5-8 years state health policy and/or Government Affairs experience.
- Direct experience working with state regulatory officials, government agencies, legislative offices, and/or high-level policy officials.
- Experience working at a health plan is preferred.
Health policy and/or Government Affairs experience in states where SCAN has a presence is preferred. (CA, AZ, NV, TX, NM)
- Expert knowledge and understanding of federal legislative and regulatory processes.
- Strong writing and verbal communication skills, including the ability to translate complex concepts into clear, persusasive messages.
- Ability to prioritize multiple and competing tasks, work independently, in a fast-paced, team environment.
- Must be mission driven.
- Moderate driving as needed. Extensive out of town travel to states where SCAN has a presence or interest.
- This position is hybrid with the office located in Washington D.C.
