Job Description Summary
The Director of the Office of Research and Sponsored Programs will oversee processes and procedures as needed for securing and building vital research infrastructure at the University of La Verne. The Director will provide direction to faculty and staff to facilitate grant application processes and will direct, facilitate and monitor all research compliance post-award.

Minimum Qualifications
  • Bachelor's Degree from an accredited instituation
  • 6 year of experience with Post Award management
  • 6 year of experience with Pre Award management
  • 6 years of Project Management experience
  • Awareness of Uniform Guidance and applicable OMB circulars (including NSF, US DOE, NIH, NEA, NASA, DOD, NEH). Proven knowledge of the Federal Acquisition Regulations, Office of Management and Budget Circulars A-21, A-133, A-110, A-122, and Uniform Guidance 2 C.F.R. 200.
  • Comprehensive working knowledge of pre-award and post-award research administration, including but not limited to proposal development and submission, award acceptance, award oversight, billing, and the award closeout process.
  • Understanding of all electronic research administration tools such as Grants.gov, NSF Fastlane.
  • Understanding of compliance regulations involving conflict of interest, property, equipment, travel and human subjects.
  • Ability to identify, assess and mitigate risk.

Preferred Qualifications
  • Master's degree from an accredited institution in research-relevant field.
  • CRA certification (certification in research administration) or MS in Research Administration
  • Understanding of compliance regulations involving export controls and animal subjects/
  • Membership of a research management organization (NORDP, NCURA, SRA etc)
  • Familiarity with research compliance regulations such as ITAR, EAR, Office of Foreign Assets Control (OFAC) embargoes and sanctions regulations, Department of Energy 10 CR Part 810, Assistance to Goreign Atomic Energy Activities, Department of Energy 10 CFR Part 110 Export and Import of Nuclear Equipment and Material, and Automated Export System.

Specific Duties
Directs the creation of processes and procedures as needed for vital sponsored research infrastructure at ULV. Collaborates with faculty and staff to promote a culture of ethical research, encourages participation in sponsored research, and strives to achieve the goals of the department strategic plan.
Specific Duties
Pre award - provides direction to faculty and staff and facilitates the application process via proposal review, approval and submission. Directs staff and faculty in learning and skill building in the area of proposal presentation and budget development. Engages in proactive outreach to faculty and staff to direct multidisciplinary collaboration and maximize probability of winning external research funds via leadership on budget development, identifying funding and proposal development.
Co-directs and represents ORSP at the Grant Advisory Board meetings. Leads and updates the Grants calendar to track ongoing proposal projects and potential funding programs.
Reviews senior management approval of grants proposals prior to submission to the funding agency, including final check and packaging of all grant submissions. Submit electronic applications online in compliance with sponsoring agency guidelines via Grants.gov and others.
Specific Duties
Post Award - directs, facilitates and monitors all research compliance; leads on university misconduct reporting, attends and represents ORSP at both IACUC and IRB meetings, supports research compliance from a federal regulation perspective (Uniform Guidance 2 CFR 200). Leads effort on hour reporting and budget management on active externally funded projects.
As necessary manages export controls, technology control plans, FAR, Department of Energy compliance, and compliance with applicable statutes, laws and regulations as well as determining their impact on university research.
Co-directs the Grants Advisory Board general and special committees to advance the topics and outcomes the committee is striving to achieve.
Specific Duties
Communication and Information Dissemination - promotes the departmental website to the university research community, so its relevancy and timelines encourage usage. Creates and manages the individual program project websites, to disseminate important program related success and information. One of the primary avenues to achieve this will be interactive training videos, directing the publication of the ULV post-award handbook, and online production of ULV's instructions and guidelines for all Research and Sponsored Program policies and procedures.
Specific Duties
Training - Mentors project research administrators and junior staff in complex research administration issues and compliance. Provides departments, faculty, staff and projets with proactive direction and training in areas that will enhance the ability to obtain research support and comply with relevant regulations. Nurtures professional relationships with faculty and administrators and collaborate on joint projects and decisions.
Main facilitator of formal workshop presentations the ULV community for both general and specific pre and post-award topics - especially for budgetary and compliance presentations.
Specific Duties
Technology and program record-keeping - Creates and maintains, as appropriate, institutional grants database via Banner and other departmental software files. Maintains a central repository of past successful and unsuccessful proposals for reference and statistical purposes.
Directs the sourcing of all new technology including new software, the installation with internal and external stakeholders, and ensures that software is fit for purpose and providing a return on investment.

Supervision - Manages ORSP assistants and student team members. Provide clarity, explanation, direction and leadership on projects and policies.

Consultant and vendor interaction - Liaise with outside consultants and vendors for ULV's indirect cost rate; grant writing consultants; miscellaneous vendors and professional associations.

Collaborates with Budget Office with all audit requests, A-133 and Uniform Guidance compliant requests. Collaborates with the Office of Government Relations, Office of Budget and Financial, University Advancement, and the Provost to ensure successful cross-coordination for grant submissions, and pre and post awards.
