Job description

This role serves as a key member of the department’s leadership and leads project teams in business development and preconstruction (ie: marketing, sales mgt,
RFQ/RFP responses, pre-shovel/design management phases, and budgeting/pricing/bidding phases). This individual will partner with the GM, to develop the BUs OKRs/KPIs and lead Clark Pacific’s efforts to be accountable for closing sales, leading diverse internal/external project stakeholder team in efforts to provide strategic sales strategies, pre-sales positioning, sales mgt support, key trade contractor engagement, and closing of sales bookings during the pursuit and preconstruction efforts of projects. This role includes day-to-day integration and management of internal functional groups, including strategic industry contacts, owners, and other AEC entities, during
the sales and preconstruction period.

  • Exercise a high level of professionalism and confidentiality when working with staff, projects, and proprietary information.
  • Partners with GM to develop and implement CP business objectives.
  • Lead engagement/business development strategies with industry constituency (Architects, Engineers, Subcontractors, vendors, suppliers, etc.) and be the “face of
    CP” in the market.
  • Lead best practices in Target Value, integrated, design-build, design-assist (project) deliveries.
  • Strategic level engagement with business development and sales team in the qualification of project and similar opportunities.
  • Utilize established CRM (SalesForce) systems and protocols.
  • Strategic (and at times is the lead) level engagement with the Marketing Department in preparation of responses to RFPs/RFQs, including thought leadership participation within industry conferences and similar venues.
  • Lead the development and is accountable for “the number” (proposals, bids, budgets, GMPs, ROMs)
  • Strategic and leadership-level participation in interviews and interview preparation for negotiated proposals/bids.
  • Lead the development of pricing/cost strategies, including value alternative solutions taking into consideration cost, schedule, maintenance, and life cycle cost
    implications.
  • Oversee value alternate preparation from subcontractors, and internal departments.
  • Conceptual input to fill in design gaps for incomplete documents for the completion of estimates. Ensure estimators have the most current design information in the
    preparation of estimates.
  • Lead/manage the submission of contract documents for legal and risk reviews.
  • Lead/manage the preparation of qualifications and assumptions that align with the contractual requirements of the project.
  • Lead/manage the prequalification process for CP deliverables and key trades bidding/proposing to CP.
  • Lead internal estimate review and bid process team meetings.
  • Lead/manage/is the “Bid Captain” on pursuits, particularly those projects with a preconstruction period after award, such as a Design-Build pursuit.
  • Oversee the establishment and maintenance of budget/cost control during the preconstruction phase of the project.
  • Present deliverables to owner/client in a complete and organized manner.
  • Lead/manage and maintains buyout execution and logs.
  • Lead/manage and represent Clark Pacific in design and coordination meetings. On some projects may lead these meetings. Maintain an action log for outstanding items and assign responsibility for such action items.
  • Maintain scope issues log and is responsible for compiling pricing (with assistance from estimating as needed).
  • Lead the preparation/oversee development of preconstruction schedules with buy-in from internal departments as relates to them. Interface with the owners and
    designers to maintain schedule. Keep internal departments informed of schedule changes as relates to their activities.
  • Lead facilitation/closure of design decisions and development of solutions.
  • Lead execution and implementation of project design & construction schedule and ensure the timely preparation of the General Conditions and their coordination with trade packages (ITB’s – Instruction to Bidders).
  • Lead the management and maintenance of consistent deliverables in the approved format.
  • Lead the identification and management of risks/opportunities.
  • Lead/manage the understanding and adherence to contractual requirements and strategically meeting overall goals by understanding preconstruction and
    construction contracts and applying knowledge and best practices to perform.
  • Lead/manage construction budget between formal estimating periods, keep owner and team abreast of budget and impact of design decisions.
  • Lead/manage the effectiveness of team liaison (which could be you) between operations, estimating and design management.
  • Lead/manage and represent Clark Pacific to subcontractors through management of the preconstruction process.
  • Lead/manage development and training of other preconstruction staff.
  • Lead/manage a relationship management plan with owners and key stakeholders in the markets that we cover.
  • Lead form and maintenance of knowledge base of cost elements of projects by bid package and/or unformat (i.e., cost/sf of elements), convert historical data into
    “intelligence” in consumable/practical formats.
  • Assist in cost code set up to transition estimate to accounting job cost.
  • Other duties as assigned.

Education and Experience: 

  • Bachelor of Science in Construction Management or related field is required.
  • 10+ years in applicable estimating, design management, and/or field experience is required.
