The Florida Department of Transportation (FDOT), Office of Inspector General (OIG) is in search of an exceptional leader to serve as the Director of Quality Assurance and Operations Support. The person selected will be responsible for the management and supervision of the OIG's QUALITY ASSURANCE functions; oversight of all office administrative processes to include technology, budget, and procurement; and strategic planning activities. This position is vital to the values, mission, and vision of the OIG and FDOT. In this role, you will report directly to the Florida Department of Transportation's Inspector General.

 

POSITION DESCRIPTION:

Supervises employees by spending the majority of their time communicating with regularly, motivating, training, evaluating, planning, and directing employees' work. Supervises the Quality Assurance and Operations Support Section to ensure complete, accurate, and timely products. Ensures services are provided, objectives are met, and staff resources are effectively utilized. Motivates employees to improve the quality and quantity of work performed and evaluates employee performance according to performance standards and criteria. Adapts to changing circumstances and adjusts priorities to ensure work is appropriately managed. Ensures information is provided to fellow management team members in a timely manner to support informed decision making. Establishes, revises, monitors, and reports on Quality Assurance and Operations Support performance measures as approved by the Inspector General. Coaches staff to meet or exceed established goals and hold staff accountable for performance that does not meet expectations. Assists the Inspector General in responding to inquiries and prepares correspondence, memorandums and reports as necessary. Responsible for the oversight of all administrative processes, strategic planning, and special projects as required. Responsible for production management, development, and publications such as the Annual Report, Audit Risk Assessment, and administration of the office's Information Technology presence.

 

Manages the office's day to day OPERATIONS SUPPORT including budget, purchasing, human resources, travel, training, and certification monitoring. Serves as liaison to Support Services for onsite property management.

 

Serves as the lead administrator and oversees the Office of Inspector General's (OIG) Audit Management System contract manager. Ensures project management and maintenance duties of the audit management system are conducted. Generates reports required for monthly, quarterly, and annual monitoring, and as needed by fellow management. Assists in research for expanding the utilization of the system. Ensures upgrades occur and changes are communicated to staff. Ensures technical support and training on the system occurs to all users.

 

Ensures QUALITY ASSURANCE of internal systems, processes, and activities. Oversees and conducts Quality Assurance Reviews on OIG products and supporting documents to ensure quality work and compliance with professional standards. Works in conjunction with other staff members in preparation for the tri-annual Quality Assurance Review conducted by the Florida Auditor General.

  • Knowledge of the methods of compiling, reviewing, and analyzing performance, operational, and financial data.

  • Ability to establish and maintain effective working relationships with others by listening and facilitating an open exchange of ideas.
  • Ability to represent the Inspector General and coordinate with Department managers and external officials.
  • Ability to analyze problems using sound reasoning to identify solutions and distinguish between relevant and irrelevant information.
  • Ability to plan, organize, and monitor supervisory work assignments to accomplish goals.
  • Ability to communicate effectively verbally and in writing to express facts and ideas.
  • Ability to lead change by inspiring, coaching, challenging subordinates and adapting leadership styles as the situation dictates.
  • Ability to learn and develop an understanding of complex organizational and financial processes and systems.
  • Ability to direct project teams and manage group processes by encouraging and facilitating cooperation.
  • Ability to manage and resolve conflict in a positive and constructive manner.
  • Ability to manage and improve program effectiveness through the use of technology among other options.
