Job Summary
*This position will have the option of teleworking; however, it will be based on the business needs of the unit and is at supervisory discretion.
This position exists to provide strategic advice to the Department of Public Safety (DPS) senior agency leadership, including the commissioner, on legislative affairs. This position directs and manages the development of legislation consistent with departmental programs and policies; directs and manages the department's legislative activities; monitors implementation of new legislation; develops and coordinates departmental responses to the legislature, Governor's Office, and other agency inquiries. Serves as the department's liaison with the two main legislative committees with jurisdiction over DPS (Transportation, and Public Safety) as well as other legislative committees impacting DPS, its policy and/or budget initiatives or otherwise impacts DPS' work. Coordinates and manages the legislative affairs and serves as the agency spokesperson responding to public officials and constituents at the state, federal, and local levels on legislative policy and budget initiatives. Duties performed involve significant discretion and contribute to the development, interpretation, and implementation of agency policy and oversee the the management of Legislative coordinators to ensure effective legislative support for the agency and its divisions.
Qualifications
Minimum Qualifications
At least four (4)* years ofgovernment affairs experience in state, tribal, federal, or local government, or equivalent private sector experience.
*A bachelors degree maysubstitute for one (1) year of experience or a mastersdegree maysubstitute for two (2) years of experience.
Experience to demomstrate the following:
  1. Excellent interpersonal and communication skills both oral and written, as well as, advocacy and negotiation.
  2. Ability to develop and maintain internal and external relationships.
  3. Strong analytical skills allowing for evaluation, review, and critique of proposed policy and legislation to thoughtfully respond and anticipate questions and concerns from a variety of stakeholders.
  4. Strong computer skills and knowledge of Microsoft Office including Word and other presentative software.
  5. Must possess organizational skills and ability to prioritize multiple projects simultaneously.
  6. Skillto work with and influence a multitude of constituencies with diplomacy and tact.
  7. Demonstrated ability to build and support diverse coalitions in a respectful and inclusive manner.

Preferred Qualifications
  • A master's degree in Political Science, Public Policy, JD or closely related field
  • Experience managing and supervising staff
  • Understanding and practice ofthe Minnesota Data Privacy Act and other applicable statutes and rules
  • Capability to draft potential legislation and amendments
  • Knowledge of State policies, procedures, and practices in the areas of information and data practices
  • Ability to interact with all levels of employees to articulate issues concisely
  • Capacity to communicate complicated information effectively to a variety of audiences

Physical Requirements
Requires occasionally moving and transporting such articles as file boxes and heavy hand tools or heavier materials with help from others, and moving and transporting light objects frequently. Even though the weights being moved and transported may be a negligible amount, a job in this category may require positioning self to move to a significant degree or may involve maintaining a stationary position for extended periods.
