Job Summary
Hybrid work environment with potential for significant telework. Primary work location will be the Golden Rule Building in St. Paul, with partial telework optional.
This position oversees plans, organizes and directs the Regulatory Affairs Office in its mission to advocate for the public interest in energy regulatory decision-making in Minnesota. The incumbent oversees four (4) unit supervisors in their execution of this mission through utility financial, rate-of-return, rate design, cost-of-service, service delivery, conservation improvement and planning matters. This position initiates and directs research and resolution of utility and energy issues so that the Department of Commerce can advocate for energy system that complies with state energy policy in a manner that is consistent with the public interest. Additionally, this position participates in the development and implementation of program policy, priorities, and strategies at the local, state, regional, and federal level.
Qualifications
Minimum Qualifications
- 5 (five) years' experience in the energy sector.
A bachelor's degree in Business Administration, Economics, Accounting, Public Policy, Engineering, or a related field can be substituted for one (1) year of experience. An advanced degree in Business Administration, Economics, Accounting, Public Policy, Engineering, or a related field can be substituted for eighteen (18) months of experience.
- Experience gained as a supervisor, project manager or lead worker and/or through a leadership development program (e.g. the State's Emerging Leaders Institute or Senior Leadership Institute).
- Excellent written and oral communication skills, including the editing, oversight, and preparation of briefing memos, executive summaries and progress reports.
- Strong conceptual, organizational, problem solving, and resource management.
- Proficiency in program planning, organization, and implementation.
Preferred Qualifications
- Extensive knowledge of state, regional, and federal planning activities related to energy regulation decision making.
Physical Requirements
Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.
