Job description

Position Summary:
This position is responsible for the administration of all Human Resources systems; assists the Executive Director in overseeing and improving these systems within the agency; and ensures agency compliance with all federal, state and local employment laws, regulations and court rulings. Responsibilities for this position include: recruiting, hiring, onboarding, training, monitoring, employee morale and retention through the implementation of the agency Employee Handbook policies and procedures; assessment and auditing of Human resource systems, planning; developing; implementing and evaluation of Human resource systems improvement plans; informing the Executive Director and NEK-CAP, Inc. Multi-County Board of Directors on changes to federal, state and local law as it relates to the agency’s employment. This position is
an active member of the agency’s Executive Leadership Team.
Essential Functions:
  • Use Human Resources reports and data to assess employee trends and implement changes to improve the cost effectiveness of agency’s Human Resources functions.
  • Participate in Executive Leadership Team Meetings and provide relevant Human Resource information.
  • Develop, implement, and update personnel management systems, policies and procedures, Employee Handbook, and job descriptions.
  • Develop, implement, and administer employee recruitment program;
  • Facilitate hiring and interview process; manage drug screens, health assessments, TB tests, and perform required background checks, including Head Start Performance Standards required fingerprinting; and verify I-9 status.
  • Track evaluations, disciplinary actions and performance improvement plans.
  • Process layoffs, terminations and/or resignations of employees and inform appropriate staff of such actions.
  • Process employee Human Resources complaints and conduct investigations, as needed.
  • Create and organize Human Resources employee files, label, review and implement retention policy for Human Resources files.
  • Maintain employment records and documentation for all employees that is current and in compliance with existing laws in employee folders (general, confidential, medical and I-9).
  • Develop, implement, and administer orientation training for all new staff.
  • Develop and implement supervisory training, diversity training, OSHA training, and other Human Resources employee training, as needed.
  • Coordinate with EHS/HS Director on the implementation of Head Start Performance Standards related to Human Resources.
  • Review Employee Handbook with all employees. Inform staff of changes/updates to Employee Handbook, Human Resources policies and procedures, organizational chart, and job descriptions, as needed.
  • Assess and process all ADA requests for accommodations; report and maintain all accident reports, insurance claims and OSHA filings.
  • Investigate and follow up on all employee complaints reported.
  • Maintain and prepare all reports that are required by state and federal employment laws and regulations, including Kansas Multiple Site Report; annual EEO Report; Occupational Employment Report; Kansas New Hire Report; and OSHA Report.
  • Conduct and update agency wage and benefit study every 3 years for all positions with assistance of Executive Leadership Team.
  • Provide monthly reports and support, including training as needed, to Multi-County Board of Directors and Policy Council Personnel Committees.
  • Provide pertinent employee information to the Executive Director.
  • Conduct annual Human Resources Department audit and report.
  • Attend and actively participate in agency strategic planning and other meetings as assigned by the Executive Director.
  • Coordinate agency Safety Committee; assist in developing a Disaster Recovery and Emergency Plans; develop and conduct emergency related trainings for Central Office.
  • Assist in updating Operations Policies and Procedures Manual.
  • Maintain regular, reliable predictable performance of Human Resources and Payroll essential functions.
  • Report any suspected child/adult abuse or neglect to appropriate authority.
  • Advocate for NEK-CAP, Inc. in the community – this may include attending public or community and/or public speaking.
  • Maintain and assure confidentiality and privacy of NEK-CAP, Inc., staff and customers.
  • Uphold and promote the values and mission of NEK-CAP, Inc.
  • Adhere to the agency’s Standards of Conduct and Community Action Code of Ethics.
Knowledge and Experience: Essential
  • Knowledge of employment laws (e.g., FMLA, Workmen’s Compensation, EEOC, ADA, Fair Labor Standards).
  • Ability to revise Employee Handbook, job descriptions and other Human Resources tools, as needed.
  • Ability to maintain compliance with all employment laws, related to the position.
  • Knowledge of Word and Excel and operation of general office equipment.
  • Knowledge of accounting/payroll data bases.
  • Resourceful and well organized.
  • Superior interpersonal skills.
  • Ability to establish and maintain positive, effective working relationships with co-workers, community partners and customers.
  • Ability to learn and adapt.

Education and Qualifications
Required: Associates degree in Human Resources Management, Business Administration or closely
related field or a minimum of 5 years’ experience in Human Resources Management/Payroll Management. Preferred: BS in Human Resources Management, Business Administration or closely related field and 2 years’ experience.
  • Complete training in child abuse and neglect, blood borne pathogens and other required work - place trainings, upon hire and update annually.
  • Successfully complete and pass a physical exam; TB skin test; drug screen; criminal background/history check and KBI/FBI fingerprinting background check in compliance with State of Kansas Child Care Licensing and Head Start Performance Standards .
  • Possess current valid state driver’s license and personal automobile insurance and present upon hire.
