Job Title: Director, Certified Personnel and Human Resources Classification: Administrative Reports To: General Director of Human Resources Supervises: Recruitment Coordinator, Secretary II (Reception) Provides leadership and systems of improvement to attract and retain certified employees, enhance the morale of district personnel, ensure compliance with state and federal laws/district policies and regulations, and promote the overall efficiency of the school system. Oversee department operation in the absence of the General Director. Knowledge, Skills and Abilities: Graduate degree in education and Kansas State Department of Education Building Leader licensure preferred.Required three to five years of successful supervisory experience.
School building leadership experience preferred.Experience in recruitment or customer service required. Classroom teaching experience preferred.Possesses or obtains within five years a Senior Human Resources certification from a recognized national Human Resources professional group.Ability to maintain confidentiality of personnel issues.Knowledgeable of and ability to interpret and accurately apply state and federal employment laws, district policy, practices, and regulations.Ability to address employee issues in a professional and objective manner, establish effective and positive relationships with external customers, contacts and community representatives, address problems and carry out programs with consistency and effectiveness.Ability to travel to attend recruitment events both in state and out of state.Essential Functions: In cooperation with the Recruitment Coordinator, establish a program of recruitment to attract and retain highly qualified Certified Personnel. Leads efforts for targeted recruitment for specialized or hard to fill positions.
Identify possible recruitment sources, establish relationships with community groups and universities, distribute vacancy announcements with campus and education websites, and other appropriate channels of communication as identified.Collaborates with the Talent Acquisition Manager to support the recruitment of certified staff through non-traditional pathways.Implements programs geared toward increasing the retention of certified staff. Conducts regular interactions with certified staff such as Stay Interviews and meets regularly with student teachers and other district employees to encourage certified employment with the district.Monitor teacher licensing. Follow up with teachers with licenses that are about to expire to identify progress/plans for renewal.
Communicate problems/concerns to the General Director. Monitor highly qualified status of district teachers and work with teachers and KSDE to identify plans for resolving non-highly qualified status.Interacts with certified employees in answering questions on employment related topics, resolving complaints, investigating, and recommending appropriate action, and other human resource related items.Participates in the new teacher orientation, supports the on-boarding of all new certified employees throughout their first year of employment. Other Job Functions: Networks with college/university recruitment centers and community members to better recruit certified staff.Assists in determining human resource staffing needs for the district and makes recommendations to the General Director.Maintains statistical information for district certified staff and provides reports to the General Director and district administration.
Physical/Emotional Requirements: The incumbent may be required to use the following requirements during any part of the working day: Speaking, hearing, visual, reading, writing, word processing, mobility, consistency of temperament, ability to work with a variety of problems at the same time, stamina for working long hours and in stress producing environments. Licensure Considerations: Current Kansas State Department of Education Building Leadership license is preferred and obtains District Leader License within two years.Currently holds or obtains a Human Resources certification from the Society of Human Resources Management or Human Resource Certification Institute within five years.
