Overview:
Housing Hope and HopeWorks agencies are the major non-profit developer of affordable housing and provider of human services in Snohomish County and Camano Island. Our mission is to promote and provide affordable housing and tailored services to reduce homelessness and poverty for residents of Snohomish County and Camano Island. We achieve this through a variety of interventions including social enterprises, children’s services, subsidized housing opportunities and services, employment, education, and training services.
Purpose:
The Housing Director oversees all rental Housing Development and asset management functions of Housing Hope and Housing Hope Properties.
Essential Functions:

• Strategic Plans - Develops relevant analysis and recommendations for the agency strategic plans related to rental Housing Development and asset management.
• Development - Provide leadership in the conceptualization and formulation of plans for new Housing Developments in support of the Housing Hope mission.
• Locations - Identify property suitable for new Housing Developments and propose purchase agreements for consideration by the Agency.
• Predevelopment - Recommend pre-development budgets and secure funding approvals.
• Funding - Maintain current information and relationships for funding sources available for low-income Housing Development. Secure funding commitments from City, County, State of Washington, Washington State Housing Finance Commission, Federal, and other grant funding sources as appropriate. Propose Tax Credit equity investor, Tax Exempt Bond and private lender funding arrangements agreements as required.
• Staffing - Recruit, select, train, and supervise staff for Housing Development.
• Budget and Finance - Recommend annual budgets for the Housing Development programs and oversee implementation of the budgets as approved. Develops and recommends property management operating and capital budgets. Provides oversight in cooperation with the Director of Finance to all financial transactions related to property management including accounting, reports, audits, taxes, insurance, and fees.
• Compliance - Work with local and federal government officials to assure compliance with regulations relating to the loan and grant programs.
• Oversight - provides oversight of the Housing Hope portfolio, including property management contracting, budget and accounting, insurance, performance monitoring, compliance monitoring, analysis, and reporting.
• Performance - Oversees and reports on the performance of all properties owned or operated by Housing Hope.
• Management Plans - Develops, implements, and regularly updates management plans for each housing site.
• Equipment - Oversees all equipment owned by Housing Hope related to its programs and properties including inventory, maintenance, taxes, insurance, fees, and disposition of these assets.
• Public Relations - Represents Housing Hope at community meetings, site meetings and other meetings as assigned. Represent the agency and its programs to community groups, local government, media, and other interested parties. Assist in the development of promotional literature.
• Lead the Housing Hope Properties Board
• Must be approachable, collaborative, and able to advocate for the team's needs.

• Other related duties as assigned or required.

• Ability to work in a general office environment as well as an outdoor environment. Possible exposure to weather—heat, wet, cold, wind, and noise.
Required Education & Experience:
• 7 years of experience in affordable housing or related experience:
• 3 years experience in management and/or supervision.
• Demonstrated experience managing team members.
• Experience working with several types of public and private financing (e.g. bank loans, bridge loans, Historic Tax Credits, etc.).
• Experience working with diverse groups.
• Commitment to the mission and goals of the organization
Other Knowledge, Skills & Abilities:
• Proficient in MS word and Excel.
• Excellent oral and written communication skills.
• Valid Washington State Driver’s License
• Work is performed in the office and in the field making site visits. Physical hazard from traffic and driving in varying weather conditions may be present. Mobility adequate to perform physical site inspections is required.
• May be required to work non-standard hours, travel, be on-call or be available for emergency situations including weekends and holidays.
• Must possess good computer skills including use of word processor, building, and using spreadsheets, using databases, e-mail, calendaring, and other office tools.
