Summary

Save the Children’s U.S. Programs (USP) division is committed to ensuring that all children in rural America have a healthy, strong foundation to thrive as learners and in life. We operate Head Start (HS) and Early Head Start (EHS) programs in five (5) states, serving children and families in rural communities.

Save the Children People and Culture team is seeking a Director, USP HR Business Partner (HRBP) to support our U.S. Program Division and Head Start teams.  Under the supervision of the Senior Director, HRBP, the Director will ensure HR-related issues in all departments within the USP division are managed effectively and efficiently in the areas of employee relations, Agency and Head Start program compliance, and performance management. The Director will coordinate, communicate, and collaborate across People and Culture and US Program divisions. The Director will supervise HR managers and is responsible, support Agency and program management, and lead and/or execute projects, assessments, and audits.

What You’ll Be Doing (Essential Duties)

Employee Relations and Performance Management (35%)

  • Partner with USP and Head Start program leaders and people managers, providing guidance and support on performance management, including annual performance reviews, coaching, counseling, career development, disciplinary actions.
  • Manage and resolve employee relations issues related to misconduct, performance, conflict, and policy violations.
  • Collaborate with the Employee Relations team to conduct effective, thorough, and objective investigations.
  • Collaborate with the Talent Management team to support employee onboarding and engagement initiatives, and to identify and address employee training and professional development needs.

Policy and Compliance (35%)

  • Ensure compliance with Agency, State and US Program-wide policies, labor codes and standards, and HS Program Performance Standards.
  • Ensure proper practices are used in managing short-term disability, workers’ compensation, vaccine exemption protocols, and management of other employee health-related matters.
  • Work with the Operations Team to maintain and update employee records in the HRIS and to collect and analyze HR process and performance data.
  • Oversee the creation, maintenance, protection, and regular auditing of personnel files in accordance with Save the Children standards, Office of Head Start (OHS) and state childcare licensing requirements, and applicable employment laws.
  • Collaborate with the Talent Management team to monitor and support the completion of onboarding and compliance curriculum.
  • Advise on complex matters and contribute to reporting in accordance with policies and procedures, consulting with legal, payroll, finance and HR advisory staff as needed.

Human Resources Management (30%)

  • Supervise and provide tactical direction to HS HR managers, setting goals, overseeing deliverables, and ensuring HR practices are implemented with quality.
  • Train, develop, and coach, staff, clearly communicating priorities, and how their work contributes to our mission, ensuring that the working environment continually fosters diversity, inclusion, and belonging – supporting Save the Children values.
  • Assist with the planning and management of annual furloughs, cost of living increases, promotions and equity adjustments, reductions-in-force, and employee off-boarding.
  • Coordinate with USP leadership and the Talent Acquisition team to align needs with recruitment efforts.
  • Manage and/or support HR projects and initiatives (e.g. new program start up, continuous improvement, change management).

Required Qualifications

  • Minimum of a Bachelor’s Degree or equivalent experience, plus at least 5 years of relevant experience
  • Demonstrated experience providing HR Generalist or similar organizational development/staff engagement support to staff.
  • Demonstrated analytical, problem solving and project management skills.
  • Professional proficiency in MS Office suite.
  • Professional proficiency in spoken and written English.
  • Demonstrated ability to communicate and collaborate effectively with individuals and teams at all levels, both internally and externally.
  • Demonstrated commitment to fostering and maintaining an environment of diversity, inclusion, and belonging.

Preferred Qualifications

  • PHR or SHRM-CP certification.
  • Prior staff management experience.
  • Experience working with Head Start, childcare, or other early education entity is a plus.

Compensation

Save the Children is offering the following salary ranges for this position, dependent on candidate location:

  • Geo 1 - NY Metro, DC, and other locations with labor costs significantly above national average: Target Salary for this position is $90,950 – $101,650 base salary
  • Geo 2 - Locations around the US National Labor Cost Average: Target Salary for this position is $82,450 – $92,150 base salary
  • Geo 3 - Locations significantly below the US National Labor Cost Average: Target Salary for this position is $73,950 – $82,650 base salary

Actual base salary may vary based upon, but not limited to, relevant experience, base salary of internal peers, business sector, and geographic location.  Employee may be eligible for an incentive program.  Save the Children also offers paid vacation, accrued at least 12 days a year, depending on paygrade and length of service, paid safety and wellness leave of at least 1 day per month worked for a full time employee which is pro rata reduced for employees working less than a full time schedule, and at least 10 paid holidays a year. Employees may be eligible for additional bonus compensation.
