Job description

POSITION SUMMARY
The Director of Health IT Interoperability Services will be responsible for MLK Community Healthcare's (MLKCH) health information exchange (HIE) platform, other participating regional and national data exchange initiatives, digital engagement tools, customer relationship management (CRM) platform, and the technical management of MLKCH's enterprise data warehouse. The Director will also be responsible for ensuring that our electronic health record and systems support regulatory requirements. The Director will work with a wide variety of internal and external stakeholders from multiple functional areas and community providers. Key internal stakeholders supported by this role are the Senior Vice President of Population Health, President of the MLK Community Medical Group, Chief Communications Officer, and the Vice President of Quality.
ESSENTIAL DUTIES AND RESPONSIBILITIES
STRATEGY AND PLANNING
  • Assist the Chief Information and Innovation Officer with defining the interoperability and digital solution strategies to support the execution of MLKCH's 5-year vision and strategy, particularly with the growth of our health system through partnerships and acquisitions as well as the expansion of community-based health, patient engagement tools, and risk and value-based managed care contracts.
  • Work collaboratively with Health IT (HIT) to define the service and solution model (technical requirements, costs, analyst staffing, governance model, etc.) to support HIT's interoperability and digital solution strategies. Also advise MLKCH's leadership in defining the operating processes, workflow, and staffing to support these strategies.

OPERATIONS AND GOVERNANCE
  • Lead the implementation and ongoing support of services and solutions related to health information exchange, patient portal, patient digital solutions, relevant master data, customer relationship management, remote patient monitoring, mobile health, mobile applications, and other related health IT solutions. Collaborate with the Health IT team, subject matter experts, and stakeholders in defining workflow associated with operationalizing solutions in scope.
  • Define and lead the HIE and interoperability governance, such as processes to audit and monitor user activity, provisioning, enforce data access agreement. Ensure the organization has and maintains appropriate privacy and confidentiality consent, authorization forms, information notices and materials reflecting current organization and legal practices and requirements associated with interoperability. Assist in defining and mitigating risk to the organization. If necessary, create and lead an Interoperability Steering Committee.
  • Work collaboratively with operational leaders and HIT teams supporting those functions to ensure that digital tools and other patient engagement solutions are effectively integrated in workflow. Monitor user engagement in these tools and recommend improvements. Support and engage in the Patient Engagement Steering Committee or any other committee associated with digital transformation and engagement.
  • Work collaboratively with the VP of Quality and other stakeholders to ensure systems and workflow support industry standards and regulatory, including those associated with CMS' Promoting Interoperability (Meaningful Use), MIPS, Price Transparency, Surprise Billing, etc. Support the creation and management of a Regulatory Steering Committee.
  • Continually optimization solution in scope and ensure they meet user requirements.
  • Build and maintain relationships with internal and external stakeholders of services and solutions in scope. Affect consensus among the teams, encourage and support innovation, and meet requirements.
  • Identify, troubleshoot, and resolve issues relating to solutions in scope.
  • Ensure services and solutions in scope have success metrics and are monitored and maintained appropriately, continually monitoring for patches, upgrades, and new technologies.
  • Maintain expertise in technical advances, industry standards, and regulatory requirements.
  • Participate in or keep abreast of local, regional, state, national committees for solutions in scope.
  • Meet the requirements of Health IT's Project Management Office.
  • Evaluate new vendors for services and solutions in scope and assist the Director of Health Information Security with the vendor risk assessment.
  • Work closely with the Health IT Infrastructure team and vendors in the development of procedures and testing of a disaster recovery and business continuity plan.
  • Other duties as required.

STEWARDSHIP
  • Provide input into the annual capital and operational budget for solutions and services in scope and meet financial targets.
  • Assist in ensuring vendor billing accurately reflect purchases and contract terms.
  • Participate in of business case justifications and cost/benefit analyses for IT spending and initiatives.

SUPERVISION
  • Provide vision, leadership, and direction to direct reports.
  • Carry out supervisory duties of direct reports and ensure direct reports are effectively carrying out the same.
  • Ensure direct reports recruit, hire, train, and retain staff; plan, assign and direct work; recognize and reward employees and conducting corrective disciplinary actions, addressing complaints, and resolving problems.
  • Adhere to supervisory responsibilities in accordance with the MLKCH's policies and applicable state and federal employment laws.
  • Conduct or participate in the recruiting process.
  • Conduct annual employee performance reviews on time, consistently meet with direct reports and the department, and recognize and reward employees.
  • When needed, take disciplinary action, address complaints, and resolve problems.
  • Ensure performance of the team aligns with MLKCH's values and maintain a positive culture within the team.

POSITION REQUIREMENTS
A. Education
  • BA/BS in Healthcare or Technology related field
  • MBA/MHA (preferred)

B. Qualifications/Experience
  • 5+ years of EHR, HIE technology, and interoperability experience
  • 5+ years in a management role at a healthcare organization
  • Experience with implementing and maintaining patient-facing digital tools
  • Strong proficiency in healthcare integration standards HL7, FHIR, etc.
  • Strong proficiency in regulatory requirements and government programs
  • Experience building and running data governance in a healthcare organization
  • Project management and software implementation experience
  • Understanding of software development methodologies and change management
  • Demonstrated ability to manage complex issues to resolution

C. Special Skills/Knowledge
  • Strong understanding and proficiency in health information technologies and emerging technologies in patient engagement, population health, telemedicine, wearables, etc.
  • Strong understanding of data warehouse and analytics solutions as well as data governance methodologies
  • Strong understanding of health information security and risk management
  • Ability to interact and collaborate with all levels of internal and external stakeholders, work cross functionally, and negotiate among different departments and groups
  • Excellent verbal, written, presentation and communications skills, particularly with executive audiences
  • Ability to understand, explain, and solve complex challenges
  • Exercises good judgment, identifies risk and mitigating factors
  • Excellent attention to detail and organizational skills
  • Must be experienced and comfortable working in a fast-paced environment and able to deal well with change and ambiguity
  • Ability to manage multiple projects and programs, both at a strategic level as well as a day-to-day operational level
  • Ability to take initiative and work independently
  • Experience working in a high availability environment
