The Director, Special Projects is responsible for project management of facilities construction projects, assesses and evaluates electronic systems pertaining to Security and Facilities Services as well as energy and systems for all ETS locations, including field offices. This role plans and designs capital & expense projects, and systems that will meet ETS's needs and assures proper installation and maintenance of such systems. Additionally, the Director, Facilities Special Projects acts as a liaison with Corporate Security, IT, Facilities Management, Public Utilities and Solar to facilitate proper security/fire systems coverage operation, and energy management. The Director, Special Projects manages and maintains ETS's energy systems, including solar systems; analyzes data, monitors energy consumption, assesses business decisions for sustainability and seeks out opportunities for increasing energy efficiency.

Responsibilities:

  • Manage Facilities capital and expense projects including budget analysis, engineering, permits, safety review, construction and decommission as necessary.
  • Manage Annual permit and record/file all credits from staff for State regulations. Coordinate with state and municipal on all necessary construction inspections.
  • Manage IT related projects. Understand networking infrastructure, server management, and application integration to serve as Tech support for technicians.
  • Assist IT on hardware installations and troubleshooting across ETS real estate.
  • Analyze and evaluate ETS's existing and projected security/fire, detection requirements and plan, design and write specifications for cost effective systems exercising independent judgment and decision making to meet these needs in existing and new facilities
  • Review plans and drawings of security/fire detection systems to assure appropriate design of such systems, making recommendations and assuring adherence to code; maintain drawings, specifications, and installation diagrams of these systems for all ETS sites
  • Review plans and drawings to assure adherence to the National Electrical Code and associated state and local codes, correcting to meet code
  • Analyze technical specifications for security/fire detection equipment and evaluate their impact on existing systems; make recommendations to correct inadequacies of operating specifications as necessary.
  • Investigate and determine the causes of problems with these systems; develop cost-effective solutions and work with staff in Facilities, Corporate Security, IT and contractors, and vendors to correct these problems
  • Advise and provide consultation to Facilities and Corporate Security to expedite and trouble shoot projects during installation phases
  • Prepare and present written and oral communications to management for capital and operating expenses associated with electronic equipment
  • Instruct approved ETS personnel in the installation, use and operation of systems and equipment
  • Act as a liaison between Corporate Security, IT, Facilities Management, vendors, and contractors to assure proper installation, use, and maintenance of all systems associated with the physical security of ETS sites
  • Conceptualize and develop, in conjunction with the AVP Facilities and Real Estate in design, selection and implementation of technology to evaluate Facilities systems related to power consumption, UPS, HVAC and associated equipment
  • Manage the following system: Tracer-ES Building Automation System, UPS Monitoring System and Generator, 26kv Substation Monitoring System, Genetec Security Desk and all solar electrical systems.
  • Install, monitor and evaluate devices used in detection of power problems, i.e. Dranetz meters, recording ammeters, etc.
  • Monitor and maintain the 2-way multi-site radio system repeaters used by Facilities and Security; this includes performing minor repair work on all hand-held 2-way radios
  • Provide Engineering Project Management services for all ETS field offices and solar projects
  • Manage energy efficiency projects, including systems such as Electrical Distribution Monitoring System. Provide product review and management of rebate process, submitting necessary forms and following up with final inspection and payments.
  • Manage the Landgraf Hall Lutron Lighting and Shade Control System.
  • Act as back up manager for the Facilities BCP (Business Continuity Plan)
  • Manage existing solar systems, utilities, track energy usage, operation, and act as liaison between ETS and energy providers. Work with Supplier Management for the purchase of electric and gas contracts from our Third-Party Supplier.
  • Adhere to ethical standards and comply with the laws and regulations applicable to your job function

  • Associates Degree in Electrical Engineering or an equivalent combination of education and experience from which comparable knowledge and abilities can be acquired as necessary.
  • Must be an AEE (Association of Energy Engineers) Certified Energy Manager
  • A Journeyman Electrician or Electronic Certification is preferred.
  • Become a certified construction project manager with 24 months of appointment.
  • Must possess a valid driver's license.
  • 5 years of progressively responsible experience in project construction/alteration relevant to security alarm and telecommunication systems.
  • Knowledge of architectural, electrical, and mechanical drafting is required.
  • Knowledge of National Electrical Code and associated state and local codes.
  • A working knowledge of electrical and electronic systems, National Electric Code, and practices in order to serve as a resource person for ETS's electrical and electronic systems and needs
  • Basic analytical skills in order to evaluate technical specifications and projects, ETS's physical security needs, and to investigate and resolve problems in security electronic systems
  • Ability to work cooperatively and productively with colleagues in designing and installing security electronic systems
  • Ability to communicate orally and in writing sufficient to prepare and deliver reports and recommendations to management
  • PC literacy and the understanding of software requirements
  • Must be able to lift up to 30 lbs., climb ladders and other similar activities.
