Job Description


Under direction of the Chief HR Officer of Human Resources, the Deputy Director Operations will be responsible to supervise, support, direct and coordinate all HR functional areas. Assist in planning, development and implementation of personnel management and human resources administration policies programs and practices.

Areas of Responsibilities:

  • HR Day to Day Operations, Records Management, Compliance, OnBase, Employee Complaints,
  • Separations/Terminations.

Summary of Duties and Responsibilities:

  • Assist the Chief HR Officer with day to day operations.
  • Consult, collaborate and guide distinct Human Resources (HR) areas to streamline processes.
  • Direct and supervise staff and support departments in HR.
  • HR Lead for regulatory requirements and surveys (Joint Commission, CMS, etc.).
  • Provide guidance to hospital personnel on implementation of HR policies and procedures.
  • Receive and investigate employee complaints
  • Termination/Separation of employees if/when necessary
  • Maintain PeopleSoft and the Human Resources personnel data management system.
  • Supervise and maintain hospital personnel reporting structure in PeopleSoft.
  • Supervise the maintenance of performance evaluations in PeopleSoft.
  • Assist managers/supervisors with processes and policy while electronically completing performance evaluations.
  • Provide guidance to division/department heads with creating training modules for PeopleSoft.
  • Supervise the maintenance of compliance records: Evaluations, Licenses, education, etc.
  • Run compliance reports for PeopleSoft training for distinct departments.
  • Run quality assurance (QA) audit reports from PeopleSoft to ensure the integrity of the system.
  • Assist all HR areas with 'clean-up' of data from issues found on the QA reports.
  • Assist the distinct areas/personnel who enter the non-H+H staff in PeopleSoft.
  • Ensures completion of annual HR Board Reports.
  • Manage the HR Records Management department.
  • Manage HR1S department.
  • EOC - Co-chair. Run and a
  • Analyze workers compensation data. Ensure compliance: all EOC notifications are updated and posted.
  • Workplace Violence task force. Collect and analyze data from OHS, HP, HR, and EOC.
  • HWQAPI - Attend all meetings. Prepare HR PI data. Present PI data.
  • Maintains confidentiality of all complaints, files and data.
  • Perform other duties as assigned.

Minimum Qualifications


1. A Baccalaureate Degree from an accredited college or university in Business Administration, Engineering or Social Sciences, Health Care Specialization, Physical Sciences or related program; and,
2. Six years of progressively responsible administrative, managerial and consultative experience and background; or,
3. A Master's Degree from an accredited college or university with the same educational disciplines as shown in (1); and,
4. Five years of progressively responsible administrative experience and background; or,
5. A satisfactory equivalent combination of training, education and experience in related fields and educational disciplines; and,
6. General knowledge of policies and programs utilized in the operation of a hospital or medical care center, ability to assimilate and analyze data in order to recommend action based on analytical findings and to assist in resolution of health care administration and management problems.

Department Preferences

  • A Master's Degree with specialization in Personnel Management, Business Administration, Labor Relations, Psychology or Vocational Guidance, and two years of experience in personnel management or personnel administration in a large governmental agency, hospital or healthcare facility or civic organization or business firm employing at least three-hundred employees, one year of which must have been in a responsible administrative or supervisory capacity; or,
  • A Baccalaureate Degree issued from an accredited college or university, and three years of experience as indicated in (1 ), two years of which shall have been in a responsible administrative or supervisory capacity.
    (Experience which consists solely of the maintenance of personnel transactions will not be accepted); or,
  • A satisfactory equivalent combination of education and experience.
  • Knowledge of PeopleSoft Human Capital Management database system.
  • Knowledge of HRIS database system.
  • Knowledge of Human Resources processes and policies.
