The Council of State Governments Justice Center works across the country to develop research-driven strategies to increase public safety and strengthen communities.

To further this mission, we work with partners inside and outside of government to reduce crime and incarceration among youth and adults in contact with the justice system. We bring people from diverse systems and perspectives together to improve policy and practice. And we transform data and research findings into meaningful insights for decision-makers.

How you'll fit in:

The Research Division supports research across the entire organization including work on pre-justice system contact and diversion, policing, courts, corrections, and reentry. Through our Justice Reinvestment Initiative, we have helped nearly 30 states use data to unpack what's driving trends in systems of safety and justice. We help policymakers then use that data to design and implement historic reforms that address pressing criminal justice challenges and result in millions being reinvested in reducing recidivism, improving treatment, and more. The Deputy Division Director will oversee the research component of the Justice Reinvestment portfolio, overseeing its strategic direction, guiding researchers and data scientists conducting analysis in support of Justice Reinvestment, and conducting original research in collaborating with policy teams and stakeholder partners.


What you'll do:


Specific responsibilities of the Deputy Division Director include the following:

  • Help shape and articulate the division's long-range strategic direction and identify the best strategies and tactics to accomplish the division's short-term priorities.
  • Manage and coordinate multiple complex initiatives and projects simultaneously, including items such as quality and timeliness of deliverables and adherence to budget limitations.
  • As appropriate and demanded by the nature of a project, conduct analytical work using case-level criminal justice data from multiple, inter-related databases using accepted methodologies and present results in a format that suits the communication style of policymakers and stakeholders at the national, state, and local levels.
  • Supervise staff.
  • Assist in the oversight of research projects, including developing concise progress reports to funding agencies and ensuring compliance with the deliverables promised to funders.
  • Support the development of new opportunities with funders, including state and federal government agencies and private foundations.
  • Independently develop research plans to reflect project needs.

What you'll bring:

  • Ability to interact effectively with diverse people in different contexts and foster equity and inclusion through self-awareness, cultural sensitivity, and valuing others
  • Dedication to public service with an unfailing commitment to act with civility, be nonpartisan in performing CSG Justice Center duties, and be a responsible steward of member and donor funds
  • Master's degree in related field (criminal justice, sociology, public administration, public policy, or related field) and at least 10 years of experience in a research position in a related field, or a PhD in related field and at least 8 years of experience in a research leadership position in a related field
  • At least 5 years of experience as a formal supervisor and manager of research staff
  • Expert-level data analysis skills with a strong preference for proficiency in R or STATA
  • Demonstrated history of leading quasi-experimental research designs (e.g., multiple regression, PSM, DiD, ARIMA, synthetic controls, or RDD) of criminal justice programs
  • Demonstrated history of writing about research methods and findings directed at non-research practitioner audiences, such as state- and local-level elected officials and policymakers, funders, and other stakeholders
  • Superior research, writing, and editing skills demonstrated by authorship or joint authorship in research reports
  • Strong oral communication skills, including the ability to effectively present complex information in a concise way
  • Strong leadership and management skills, including the ability to attract and develop talent
  • Demonstrated budget management skills
  • Excellent interpersonal skills, including maturity, keen judgment, and self-confidence, with a sense of humor and ability to maintain balance and perspective
  • Efficient, organized work style and an ability to prioritize
  • Willingness to travel once a month, for two- to three-day site visits or for national meeting
  • Reliable and secure internet/data connection and flexibility for using a personal device for internet connectivity during business travel. A cost offset is provided by the CSG Justice Center.

CSG believes that pay equity and pay transparency advance workplace fairness. Compensation will be equitable and based on experience and geography. The NYC-based salary range for this position is $136,979 - $183,044. The starting salary for this position outside of NYC may be as low as $113,600. Salary ranges are subject to change based on work location and market conditions.


Our organization offers flexibility in work arrangements, allowing for Remote work or a hybrid model. Candidates residing in the NYC metropolitan area will be considered for hybrid model employment.
