This position serves Deputy Director, Cyber Security Office (CSO) and the National Reconnaissance Office (NRO) Deputy Chief information Security Officer (CISO) within the Communications Systems Directorate at the NRO Located in Chantilly, VAThis position serves as Deputy Director, Cyber Security Office (CSO) and the National Reconnaissance Office (NRO) Deputy Chief Information Security Officer (CISO) within the Communications Systems Directorate at the NRO located in Chantilly, VA. The NRO is the U.S. Government agency responsible for the development, acquisition, launch, and operations of the most advanced intelligence spacecraft in the world. The mission of COMM is to provide end-to-end, secure information technology and transport services for the NRO and its mission partners. Within COMM, CSO delivers a wide range of cybersecurity products, services, and capabilities to safeguard the NRO Information Enterprise (NIE) in support of the Intelligence Community (IC), Department of Defense (DoD), and other mission partners. CSO’s mission is to establish and maintain an integrated NRO Cybersecurity Program that protects NRO data and missions and balances risk with mission needs. CSO, under the authorities of the NRO CISO (who also serves as CSO Director) and Deputy CISO, provides oversight to all cybersecurity initiatives and activities within the NRO to ensure compliance with laws, regulations, and policies. CSO is the NRO focal point for compliance reporting with counterparts at the Office of the Director of National Intelligence (ODNI), the IC, and DoD. CSO provides cybersecurity oversight, guidance, and leadership to mission, business, and enterprise IT programs to ensure they are acquired and operated in a secure manner. CSO oversees cybersecurity governance, policy, and strategy on behalf of NRO. Other major functions of CSO include continuous monitoring of the NIE; cybersecurity risk management across all NRO assets; development and delivery of cryptographic solutions for NRO missions; the development and operations of enterprise cybersecurity services; and assuring the security of NRO cross-domain solutions, networks, applications, and endpoints. CSO also provides solutions to enable NRO’s enterprise software patching program; privileged access management; identity, credential, and access management; audit; and data analysis.CSO has a diverse portfolio with a budget of hundreds of millions of dollars per year and a staff of several dozens of Government Civilian, Military, and support contractors who work closely with hundreds of cybersecurity service provider contractors and other industry partners. The CSO Deputy Director, a DISL Tier 1 position, directly supports the CSO Director in leading the portfolio and people involved in the acquisition and operations of cybersecurity services and capabilities. The CSO Deputy Director serves as the NRO Deputy CISO and directly assists the CSO Director, who also serves as the NRO CISO, in fulfilling CISO responsibilities. Acting as a thought leader, continually communicating cybersecurity vision and strategy. Working across the NRO to instill a sense of shared responsibility and facilitating culture change NRO-wide.In coordination with the CSO Director, overseeing and implementing NRO’s cybersecurity program. Aligning the cybersecurity program with NRO mission objectives. Balancing risk and security with mission needs and costs.Developing, managing, and executing CSO programs, in collaboration with COMM groups and offices and NRO partners, to meet cybersecurity requirements supporting diverse missions.Leading and managing the organization and activities responsible for engineering, acquiring, implementing, and supporting NRO’s cybersecurity products, services, and capabilities. Balancing cost, schedule, and technical performance of programs within CSO’s portfolio. In coordination with the CSO Director, leading the CSO annual budget build in support of NRO’s Intelligence Program Budget Submission process. Leading efforts to prioritize CSO programs in a resource-constrained environment, ensuring budget closure.Serving as the NRO representative at high-level conferences and meetings with the DoD, IC, Allied partners, and industry.Directing, coordinating, and overseeing work through subordinate managers and supervisors; advising staff on policies, procedures, and directives; encouraging development of employees; selecting candidates for vacant positions; developing performance standards; explaining performance expectations; assessing performance; correcting performance or conduct problems; recommending awards; and approving time, attendance, and leave.As a senior member of the NRO Cadre workforce, the CSO Deputy Director supports and engages in various Cadre workforce management activities in the NRO enterprise. Controls Over WorkThe CSO Deputy Director reports directly to the Director of CSO. The Director of CSO serves as the Rating Official. Qualifications:Intelligence Community (IC) Senior Officer Core Qualifications (SOCQs) - Leading the Intelligence Enterprise: Required for all Senior Executive positions effective 1 October 2010. This SOCQ involves the ability to integrate resources, information, interests, and activities effectively in support of the IC's mission and to lead and leverage cross organizational collaborative networks to achieve significant mission results. Inherent to this Standard is a deep understanding of the Intelligence enterprise (or other comparable interagency or multi-organizational environment) and a shared commitment to the IC's core values.IC Senior Officers have a responsibility to share information and knowledge to achieve results, in that regard are expected to build effective networks and alliances; actively engage these peers and stakeholders; involve them in key decision; and effectively leverage these networks to achieve significant results. Senior officers are expected to create an environment that promotes employee engagement, collaboration, integration, information and knowledge sharing, and the candid, open exchange of diverse points of view. Integrate joint/multi-agency activities effectively exercising collaborative plans that realize mutual IC, joint, or multi-organizational goals.(2) Enterprise Focus: IC Senior officers are expected to demonstrate a deep understanding of how the missions, structures, leaders, and cultures of the various IC components interact and connect; synthesize resources, information and other inputs to effectively integrate and align component, IC, and the United States Government interests and activities to achieve IC-wide, national, and international priorities. Senior officers are expected to encourage and support Joint Duty assignments and developmental experiences that develop and reinforce enterprise focus among their subordinates. Candidates assessed against the component must understand the roles, missions, capabilities, and organizational and political realities of the intelligence enterprise; apply that understanding to drive joint, interagency, or multi-organizational mission accomplishment. Understand how organizations, resources, information, and processes within the IC interagency/multi-organizational environment interact with and influence one another; apply that understanding to solve complex interagency or multi-organizational problems.(3) Values-Centered Leadership: IC Senior officers are expected to personally embody, advance and reinforce IC core values. Senior officers are expected to demonstrate and promote departmental and/or component values. Candidates assessed against this competency must demonstrate:A Commitment to selfless service and excellence in support of the IC's mission, as well as to preserving, protecting, and defending the Nation's laws and liberties. Extensive knowledge and experience in overseeing the acquisition and operations of state-of-artcybersecurity or cybersecurity-related IT systems and services in support of national security missions.2. Expert knowledge of cybersecurity program development and implementation and associated laws, regulations, policies, standards, tools, and processes. 3. Demonstrated experience in written and oral communications skills and the ability to effectively present complex issues to senior leaders in NRO, the IC, DoD, and Congress.Other Significant Factors and Requirements:Strongly desired qualifications: Broad understanding of the NRO and its organizational activities including acquisitions and operations and its relationship to ODNI, the IC, and the DoD.Excepted Service: This position is an Excepted Service, Defense Civilian Intelligence Personnel System (DCIPS) position under authorities of the U.S. Code Title 10, Section 1601 and 1607, dated 20 July 1999. A Joint Duty Assignment (JDA) Program certification is required for promotion or assignment into an Intelligence Community Senior Officer position. DCIPS Trial Period: Newly appointed NRO Cadre senior officers must meet a two-year DCIPS trial period if not previously satisfied. Runs concurrent with other probationary or trial periods. DISL Probationary Period: Newly appointed DISL employees (including DISES moving into a DISL position) must complete a one-year DISL Probationary Period if not previously satisfied. Runs concurrent with other probationary or trial periods.Citizenship: U.S. citizenship required to qualify for this position. Drug-Free Workplace: Position is a Testing Designated Position. Incumbent subject to pre-employment and random or reasonable suspicion drug testing following appointment. Security Clearance: Position is designated critical-sensitive and incumbent must obtain and retain a TOP SECRET security clearance with access to Sensitive Compartmented Information. Employee remains subject to initial and periodic Counterintelligence Polygraphs and the terms of their signed NDA. Financial Disclosure: The incumbent is required to submit an initial OGE 278e (Financial Disclosure) within in 30 days of appointment and annually thereafter in accordance with the Joint Ethics Regulation. Education Requirement: Degree in Computer Science, Cybersecurity, Information Technology or a related field. Certified Information Systems Security Professional or a related certification. Duty Hours: The incumbent is required to be available for other than normal duty hours to include weekends to support exercises and crisis planning.DAWIA Key Leadership Position (KLP): This position is designated a Key Leadership Position (KLP) which carries significant responsibility, primarily involving supervisory or managerial duties in acquisition. Requirements include:a. A 3-year service agreement (Form DD2889) to stay in this position for at least that amount of time. In signing such an agreement, the employee does not forfeit any employment rights, nor does such agreement alter any other terms or conditions of employment. b. Advanced level certification in Program Management or Practitioner level certification in Engineering & Technical Management.c.
