Job description

Job Description: The Deputy Director of Real Estateand Community Development position serves as a lead staff member for development and implementation of Real Estate transactions and neighborhood/community revitalization plans. This role is responsible for professional and managerial work involving assessing estimating, developing, coordinating, managing, planning and oversight of RRHA’s Real Estate, redevelopment and revitalization work, including identification of funding sources, property acquisition and disposition, construction, rehabilitation, renovation, and capital improvements. The incumbent receives general management direction from the Vice President of Real Estate. Work is reviewed for effectiveness in planning, project coordination, and adherence to HUD regulations and RRHA policy and procedure through reports, conferences, and on-site inspection of redevelopment, construction, rehabilitation, and modernization projects. Essential Duties and Responsibilities The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed. Pursuing funding resources and developing partnerships to coordinate efforts and maximize investment benefits for neighborhoods. Working closely with City of Richmond and other partners and Community stakeholders in community development in implementing program project including Choice Neighborhoods, Rental Assistance Demonstration (RAD), and revitalization activities funded by Community Development Block Grant (CDBG), and other programs.Preparing accurate development budgets, construction budgets, and operating proformas for planning purposes; evaluates housing market studies, development proposals, environmental reports, Real Estate appraisals, and financing proposals. Provides leadership level in development of grant applications for project fundingManaging designated RRHA owned Real Estate, loan portfolio, acquisition/disposition of Real Estate property on behalf of RRHA, Homeownership and Homes Sales services. Plans and manages RRHA construction projects by determining needs, making recommendations, creating and initiating specifications and plans, developing action plans, procuring contracts and monitoring the performance of contractors and sub-contractors.Provides technical assistance to RRHA staff and contractors and manages all documentation and project files. Performs construction contract administration. Provides oversight and management of construction inspection function and prepares fact finding reports on construction disputes; recommends approval for payment to contractors upon satisfactory completion of various phases of the work. Assists contractors with completion of forms related to construction. This employee initiates and prepares resolutions, change order correspondence, specification packages, annual and semi-annual RRHA and HUD budget reports;Identifies properties for acquisition for the purposes of development, redevelopment, or community revitalization, performs due diligence activities, and recommends acquisition of properties;Monitors rehabilitation loans and contacts clients who are not meeting their obligations in repayment of loans to RRHA or its loan servicing company. Issues applicable notice in the event of non-payment and initiates foreclosure action when necessary;Works with staff, inspectors, and contractors to organize and maintain appropriate operational records for weekly, monthly, quarterly, semi-annual or annual reports to various local, State and/or Federal agencies, including HUD;Gathers, records, and submits information regarding market studies, environmental studies, development budgets, proformas, acquisition, rehabilitation, disposition, and development of construction projects. Maintains on-going and effective liaison/working relations with the Chief Real Estate Office, site managers, other employees, residents, HUD staff, contractors, City officials and Community organizations. Meets, confers and negotiates with representatives from federal, state and local agencies concerning regulatory requirements, development procedures, comprehensive planning, grant implementation status, housing needs and projections; promotes and represents RRHA in community partnerships to address housing and Community revitalization needs. Develops and provides presentations to community groups, RRHA staff, and others as needed. Employee maintains required accurate documentation to meet Federal and local requirements. Employee generates documentation for submission to HUD. Incumbent prepares and provides timely reports regarding redevelopment and modernization activities on a monthly basis to the Vice President of Real Estate for use in reporting to the Board of Commissioners. The incumbent assures compliance with regulations and reporting schedules, oversees the performance of office management functions, and performs other duties as required or assigned. Education and/or Experience Education: Bachelor’s degree in urban planning, Real Estate development, business or public administration/management. Experience: A minimum of five (5) years of experience in progressively responsible positions in community development and revitalization, management of construction or renovation work, including at least two (2) years of supervisory experience, at least two (2) years of work experience with responsibility for adherence to governmental regulation, at least two (2) years of experience in development of budgets for development activities, construction, property operations, and financial management; at least one (1) year of experience with responsibility for competitive procurement processes and contract administration. PREFERRED QUALIFICATIONS:Certifications related to the development and financing of affordable housingCertifications related to the development and financing of mixed finance and mixed use projectsInvolvement in the development and construction of 2 or more Low Income Housing Tax Credits (LIHTC) projectsAt least 3 years experience in Real Estate acquisition and disposition Involvement at leadership level in the development and submission of 2 or more grant applications related to housing development fundingAt least 2 years experience working with HUD procurement and contract administration requirements At least 2 years experience developing community partnerships and working at a leadership level in planning and implementing community revitalization initiatives; experience with HUD’s Choice Neighborhoods program and Rental Assistance Demonstration program is particularly desirableAt least 2 years experience in management at the departmental or division level NECESSARY SPECIAL REQUIREMENT: The successful applicant will possess and maintain a valid Virginia Motor Vehicle Operator's License.
