About the Department
Alexandria Criminal Justice Services (ACJS) is a vital agency within the City's Criminal Justice system. The program serves two purposes: supervising offenders and defendants in the community on behalf of the court system and providing the courts information on defendants during the arraignment/bond review process. The program fulfills its mission from two operational components -- local probation and pretrial services. This agency operates under the authority of the Department of Criminal Justice Services (DCJS) - Comprehensive Community Corrections Act & Pretrial Services Act (CCCA/PSA).
About the Department
This position is under Alexandria Criminal Justice Services -Local Probation & Pretrial Services Programs. It provides Probation Supervision & Pretrial Services to all three judicial branches: Circuit Court, General District Court, and Juvenile & Domestic Relations Court. Local Probation & Pretrial Services provide supervision of individuals involved in the Criminal Justice system and enhance public safety by providing community-based supervision and accountability.
Distinguishing Characteristics
The Deputy Director of Criminal Justice Services performs highly responsible management functions in supervising and directing the activities of the Local Probation & Pretrial Services Program. This position provides oversight, leadership, and management expertise to support the direction of daily operations, provide technical assistance for administrative operations and direct supervision of staff. The incumbent in this position will work with treatment providers/community partners and makes recommendations to department director regarding the efficiency and effectiveness of those providers/partners. They will also assist in ensuring the continuation of Evidence Based Practices by monitoring Probation and Pretrial Officers' techniques. Additional duties will include performing research, data collection, and analysis of program operations and methods in order to strategically and continuously improve the team's services. This class is part of the Strategic Management/Leadership Job Family. The Deputy Director reports to, receives guidance and direction, and serves as second in command to the Director. Incumbents work under the general supervision of the Director to assist with oversight and management of Community Corrections Local Probation & Pretrial Services Programs. Work is performed with considerable independence within established policies, procedures, and practices, and with latitude to exercise independent judgment.
The Opportunity
- Provide oversight of daily operations for Probation & Pretrial Division
- Supervise staff; prioritize & assign work assignments; review case files; conduct performance evaluations, ensure staff are properly trained; enforce agency policy & procedures; maintain healthy & safe work environment; assist in hiring & disciplinary decisions.
- Oversee operations and functions including risk assessments, bond recommendations, case plans, differential supervision, quality assurance and compliance standards.
- Oversee all administrative functions associated with managing agency probation & pretrial programs.
- Assist with development & management of budget.
- Prepare and present oral and written reports for court, DCJS and Executive Leadership.
- Collect, research & analyze data, prepare statistical reports, interpret findings in form of comprehensive report, graph, spreadsheet, presentation, etc.
- Provide direction on programs & special projects including implementation of procedures and/or practices involving evidence-based and data-driven approaches.
- Communicate effectively with executive leadership, stakeholders, and community partners at the direction of the director.
- Attends Executive Leadership Meetings in absence of Director.
- Conduct individual client-case reviews to discuss specific case problems and aid in formulating a treatment plan.
- Ensure proper court and office coverage.
- Ensure accuracy of cases maintained in the PreTrial Community Corrections (PTCC) database.
- Performs other duties as assigned.
Required Knowledge, Skills, and Abilities
- Knowledge of the principles of psychology, sociology, Criminal Justice.
- Knowledge of the practices of procedures of casework supervision and intake activities.
- Knowledge of related Federal, State, and local laws, ordinates, statues.
- Knowledge of current trends and methods of data-driven evidence-based practices.
- Knowledge of judicial administrative operational policies and procedures.
- Ability to train and supervise staff.
- Ability to develop and maintain effective working relationships with a variety of individuals.
- Ability to interpret laws, rules and regulations related to probation and pretrial.
- Ability to collect, analyze data and provide recommendations.

Minimum & Additional Requirements
Bachelor's Degree and five years of experience in a related experience; at least two years of supervisory experience; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
Preferred Qualifications
Master's degree in social/behavioral sciences, law enforcement, or related field; combination of 5+ years with case management, Pretrial, and/or Probation experience, 3+ years upper management experience, extensive knowledge of Evidence Based Practices; 3 years of experience in program evaluation & management, policy writing, grant writing, extensive knowledge of Criminal Justice, court proceedings and/or behavioral health.
Certifications and Licenses Required:
Basic Driving Class (Required within 3 months)
Virginia Criminal Information Network (VCIN) Certification (Required within 3 months)
National Crime Information Center (NCIC) Certification (Required within 3 months)
Core Training Basic Skills (Required with 6 months)
Pretrial Services Professionals Certification (Required within 1 year)

Special Requirements
- This position is considered "essential personnel" and will be required to report to work regardless of weather, transportation, or other disaster.
- A typical workday is Monday-Friday 8:00 am - 5:00 pm, but the Deputy Director must be able to work non-traditional work schedule when needed.
Tuesday thru Friday 4:00 am - 1:00 pm
- Must be able to conduct interviews at the William G. Truesdale Adult Detention Center (Alexandria City Jail) if needed.
- Must be willing to administer Urine Test if needed.
- Must be willing to complete an extensive criminal background investigation to the satisfaction of the employer.
- Must pass a Polygraph Examination.
- Must pass a Urinalysis Screen.
- Must have a valid Driver's License.
- Must successfully complete Probationary Period.
